Construction status
Over 200 units completed. Expect all units completed by end of 2024
Development Review of Lot 7
affordable housing & commercial lot
Expected submittal June/July 2023
San Luis Ranch, MI is working with 2 builders who are interested, finalizing site plans for submittal
Includes proposal to reduce commercial square footage to 15,000 sf
Preliminary fiscal analysis shows this would reduce sales tax expected from the project in exchange for more housing
Dalidio roundabout/ Property acquisition
May 11, 2023 - SLR made final offer to purchase property from Embassy Suites to modify driveway; no response received
Property acquisition/deposit agreement to City Council Closed Session June 6 for authorization (Paula)
SLR finalizing design of new driveway (4th leg of roundabout), working out drainage issues with HOA & City
City’s contracted appraiser ready to begin process
Prado Rd. interchange payment
Scheduling meeting (Derek & Don Faye) to discuss timing & amount of mitigation payment – possibly June 29
City staff to calculate payment amount (28% of total cost)
SLR expected to hit 233 PM peak hour trips this summer, which triggers payment
DA Operating Memorandum / Reimbursements
City drafting DA OM to memorialize credits for infrastructure projects constructed by SLR (LOVR/Froom Intersection and Froom Ranch Way Widening). City will credit interchange payment
instead of doing direct reimbursements from TIF fund.
Citywide TIF update to add 2 infrastructure projects constructed by San Luis Ranch (as identified in DA OM #1)
Bond reductions
Bond reductions completed by Engineering where eligible to be reduced. Bonds held for improvements that still need final sign off
CFD
Direct billing to developers (San Luis Ranch and Williams Homes) for $354,275 due in July for September payment
City staff & EPS currently working on list of properties to provide to County by June 15 for next year’s CFD taxes
CFD annual report to go to Council in July
Second CFD bond sale
CFD bond sale in process for remaining 5.5 million
Expect to finalize (take to Council) 4th quarter 2023

Tenant improvement permits being submitted, will include preschool

Permits issued, grading has been delayed due to rain, expect starting up again this summer

Developer’s Impact Fee Protest
Mediation authorized by Council, mediator chosen
Tolling agreement in place and funds deposited to escrow account
Development Review of Phase 3
Phase 3, R-4 multifamily rental units. 85 market rate units, 60 affordable units. Includes density bonus.
Submitted 4/26/2023, completeness comments issued by City
ARC review expected in August
Planning Commission expected ~October
Will need to amend affordable housing agreement
Basin A
May 18 - Wathen agreed to assemble their experts for discussions with City; confirm basin constructed per plan
Agreed to obtain third party consultant if needed
City previously requested Director’s Action application; long term maintenance is concern
Buckley Road widening / Property negotiations
May 11 – City, County, Wathen, and Son Care met to review Buckley frontage improvement plans/bike lanes
Conversation was productive, reviewed Son Care’s concerns
Wathen and Son Care to continue negotiations for property purchase
Reimbursements
Wastewater reimbursement package submitted by Avila Ranch. City staff is reviewing & taking into consideration fee protest
Traffic infrastructure reimbursements will be submitted next
Private infrastructure reimbursement fees being charged to new development on benefitting properties
Phase 4 condo map
Letter submitted by Avila Ranch suggesting to allow condos as minor amendment to existing map. City is reviewing and will respond
Permit reviews in process
Mass grading phases 2-6 ready to issue
Director’s Action in process for exception to fence/wall heights
In process: Phase 2/3 Improvement Plans, Phase 1 residential precise grading (individual homes), Phase 2/3 Final Map, Phase 4 Final Map
