PUBLIC COMMENT PERIOD (Not to exceed 15 minutes total)
The Council welcomes your input. You may address the Council by completing a speakers
slip and giving it to the City Clerk prior to the meeting. At this time, you may address the
Council on items that are not on the agenda or items on the Consent Agenda. Time limit
is three minutes. State law does not allow Council to take action on issues not on the
agenda. Staff may be asked to follow-up on such items.
CONSENT AGENDA
The Consent Agenda is approved on one motion. Council Members may pull consent
items to be considered after Business items.

Consideration of the minutes of:
Tuesday, February 2, 1993 at 7:00 p.m.;
Saturday, February 6, 1993 at 9:00 a.m.; and,
Tuesday, February 9. 1993 at 7:00 p.m.
♦ RECOMMENDATION: By motion, waive oral reading and approve as amended.

STUDY SESSION
► 1. SOURCE REDUCTION & RECYCLING ELEMENT (MOSS/482 - 45 min.)
Consideration of a report on the draft Source Reduction and Recycling Element (SRRE).
♦ RECOMMENDATION: Receive and file.

PUBLIC HEARING
If you have filled out a Speaker Slip, the Mayor will call you to the podium. Please speak
into the microphone and give your name and address for the record. Please limit your
comments to three minutes; consultant and project presentations limited to 10 minutes. If
you challenge this issue in court, you may be limited to raising only those issues you or
someone else raised at this public hearing as described below, or in written
correspondence delivered to the City before or during the public hearing.
► 2. CONDOMINIUM WATER METERS (JONAS/463 - 15 min.)
Public hearing to consider amending the subdivision regulations relating to water service
connections and tentative map time extensions. (Continued from 4/6/93.)
♦ RECOMMENDATION: Introduce ordinance to print adopting a negative declaration of
environmental impact and amending Section 16.16.180 and 16.36.250 of the subdivision
regulations.
Jonas** FINAL ACTION. Ordinance No. 1231 introduced to print (5-0).
BUSINESS ITEMS
► 3. WATER ALLOCATION EXEMPTION (JONAS/512 - 15 min.)
Consideration of a request to 1) exempt construction of a car dealership at 12350 Los Osos
Valley Road from water allocation/offset requirement; and, 2) waive capital facility fees for water,
sewer, and a traffic signal. (Continued from 4/6/93.)
♦ RECOMMENDATION: 1) By motion, rescind previous policy not to consider individual
exemption requests; 2) adopt resolution ("P")determining that the request is categorically exempt
from environmental review as a minor change to land use regulations and approving the retrofit-
exemption request, subject to confirmation, prior to issuance of a building permit, and 3) by
motion, deny the request to waive fees while acknowledging that the full water facility fee would
not be charged if the project is supplied entirely by an on-site well.

Jonas* FINAL ACTION. 1) Rescinded previous policy (4-1, PP-no), 2) Resolution No. 8153 adopted (5-
0), and 3) Authorized a fee contribution from Economic Development Funds not to exceed
$14,500 for auto dealerships that relocate to the existing City designated Auto Center on Los
Osos Valley Road (3-2, PR-no, DR-no).
► 4. GRAND AVENUE RECONSTRUCTION (McCLUSKEY/532 - 15 min.)
Consideration of the design of the Grand Avenue Reconstruction Project which includes bicycle
lanes, and parking and median adjustments. (Continued from 4/6/93.)
♦ RECOMMENDATION: By motion, approve design for implementation during FY 1993-94.
McCluskey*FINAL ACTION. Approved design in two separate motions; roadway construction approved
(3-2, PP-no, BR-no) and landscaping approved (4-1, AS-no).
► 5. WOMEN'S SHELTER FUNDING (HAMPIAN/1012 - 10 min.)
Clarification of Council direction regarding the City's intent to commit up to $198,000 in existing
Community Development Block Grant resources toward the acquisition of the Women's Shelter.
♦ RECOMMENDATION: By motion, affirm City's intent.
Hampian*FINAL ACTION. City intent confirmed (4-1, AS-no).
COMMUNICATIONS (not to exceed 15 minutes)
At this time, any Council Member or the City Administrative Officer may informally update
the City Council on communications and ask for comment and/or discussion. Due to State
law, formal action or approval may not be taken. Action on items may be scheduled at the
next Regular meeting.
COMM.1. Council clarified policy relating to Council Members attending Advisory Body
meetings as Council Members being encouraged to attend, assist in the process, but not
influence the decision.
Jonas** COMM.2. Mayor Pinard requested staff to return to Council with legislation pertaining to interior
sign illumination near residential areas (general consent).
COMM.3 Council Member Settle asked that the City Attorney hold the development property
transfer tax issue until after the budget; item waiting for court clarification and budget process.
