SUBJECT: Sunsetting of Citizen's Advisory Committee
RECOMMENDATION:
Adopt a resolution terminating the Citizen's Advisory Committee as a special purpose
committee.
BACKGROUND:
During the budget study session held on 3/13/93, Council expressed an interest to consider
the sunsetting of the Citizens Advisory Committee (CAC).
The CAC was first established as a permanent committee reporting to Council on 9/15/81
(Ordinance 904). That ordinance was repealed on 7/6/82, and the committee re-established
as a continuing special purpose committee on 7/6/82, assisting and reporting directly to the
City Administrative Officer (Resolution 4891).
The CAC has assisted the City Administrative Officer by developing guidelines on
revenue/expenditure matters,reviewing the Fire and Police Departments Five Year Services
Plans, and reporting on the City's long-term financial health.
The CAC has had no new major assignments for more than two years. Only one member
remains on the committee (James Petroni, whose term is due to expire 3/31/94); all other
members have resigned or their terms have expired.
The City Administrative Officer and City Attorney have reviewed this report and concur that
this matter is the Council's perogative.
When this action is taken, the CAO will communicate with past members appropriately
thanking them for their period of service to the Citizen's Advisory Committee.
ALTERNATIVES:
Take no action, leaving the CAC as an advisory body.

RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL
TERMINATING THE CITIZEN'S ADVISORY COMMITTEE AS
A SPECIAL PURPOSE COMMITTEE
WHEREAS, the Citizen's Advisory Committee was established by Res. 4891 on
7/6/82, as a continuing special purpose committee to assist the City Administrative Officer
on special assignments.
WHEREAS, the Citizen's Advisory Committee is no longer functioning and has not
been active since February, 1991.
NOW, THEREFORE, BE IT RESOLVED BY THE SAN LUIS OBISPO CITY
COUNCIL that:
Resolution 4891 is hereby repealed.

RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL
ESTABLISHING THE CITIZENS' ADVISORY COMMITTEE AS A
CONTINUING SPECIAL-PURPOSE COMMITTEE
WHEREAS, the City Council recognizes the need for active citizen
participation in city government; and
WHEREAS, the City Administrative Officer has informed the City Council
that advice from a Citizens' Advisory Committee would be of assistance from
time to time in the conduct of city affairs.
NOW, THEREFORE, BE IT RESOLVED BY THE SAN LUIS OBISPO CITY COUNCIL That:
Section 1. A continuing special-purpose committee, to be known as the
"Citizens' Advisory Committee," is established. The members shall be appointed
by the City Council in a manner, and for a term of office, determined by the
City Council at the time of appointment.
Section 2. The Citizens' Advisory Committee shall perform the following
principal functions:
(a) To work with and assist the City Administrative Officer in the
creation of a Citizens' Advisory Committee Annual Work Program. Said work
program shall be presented to the City Council in written form within
sixty (60) days of the effective date of this resolution, and thereafter
by September 1 of each subsequent calendar year.
(b) To conduct, or cause to be conducted, such studies and surveys as
may be assigned from time to time by the City Administrative Officer.
(c) To meet at the direction of the City Administrative Officer to
discuss matters assigned by the City Administrative Officer and to

issue reports, which may include recommendations or conclusions, as may be
C' appropriate to effectively advise the City Administrative Officer.
(d) To inform the City Administrative Officer of any matters of
community concern which might be included in the committee's work program.
Section 3. This resolution creating the Citizens' Advisory Committee
shall become effective on the effective date of Ordinance No. 930.
On motion of Councilman Robert Griffin, seconded by Councilwoman
GlennaDeane Dovey, and on the following roll-call vote:
