HomeMy WebLinkAboutARCH (ARCMI 77-13) aa_20130628 July 12, 2013 AT&T Mobility 12900 Park Plaza Drive Cerritos, CA 90703 SUBJECT: ARCMI 77-13: 190 Santa Rosa Street Review of modification to two existing cell towers Dear Ms. Knight: On July 9, 2013, I reviewed your plans to modify the two existing cell towers in Santa Rosa Park located in the Public Facility (PF) zone. The project includes removing six existing panel antennas from the south pole to be replaced with six new panel antennas, and removing the existing six panel antennas from the north pole to be replaced with six new panel antennas and twelve new remote radio units. After reviewing the plans, I determined that the project is minor and will not require review by the Architectural Review Commission. Your plans are approved based on the following findings and subject to conditions. Findings: 1. As conditioned, the facility modification complies with the site development and performance standards of the City’s wireless telecommunications ordinance. 2. As conditioned, the facility modification is considered camouflaged, as the new equipment will be flush-mounted, painted to match the light standard pole, and are situated at their lowest functional height to accomplish coverage objectives. 3. The proposed facility modification can be installed and maintained without jeopardy to persons or property within or adjacent to the site and without damage to the resources of the site and its surroundings because the wireless antennas maintain a significant setback from neighboring residential properties and the emissions from the facility fall far below Federal limits. 4. The project is exempt from environmental review under Class 1, Section 15301 (Existing Facilities), of the CEQA Guidelines. Conditions: ARCMI 77-13 (190 Santa Rosa Street) Page 2 1. A building plan check submittal that is in full conformance with submitted project plans, and incorporating the following conditions of approval, shall be submitted for review and approval of the Community Development Department. A separate, full- size sheet shall be included in working drawings submitted for a building permit that lists all conditions of project approval. Reference shall be made in the margin of listed items as to where in plans requirements are addressed. Any change to approved design, colors, materials, or other conditions of approval , must be approved by the Director or Architectural Review Commission, as deemed appropriate. 2. All new panel antennas and mounting hardware shall be painted to match t he existing light standard pole, subject to the approval of the Community Development Director. My decision is final unless appealed to the Architectural Review Commission within 10 calendar days of the date of this letter. Any person aggrieved by the decision may file an appeal. Appeal forms are available in the Community Development Department. The fee for filing an appeal is $273 and must accompany the appeal documentation. Appeals will be scheduled for the first available Architectural Review Commission meeting date. If an appeal is filed, you will be notified by mail of the date and time of the hearing. The Community Development Director’s approval expires after three years if construction has not started. On request prior to the expiration of the original approval, the Community Development Director may grant a single, one -year extension.
