Review of modification to two existing cell towers
Dear Ms. Knight:
On July 9, 2013, I reviewed your plans to modify the two existing cell towers in Santa
Rosa Park located in the Public Facility (PF) zone. The project includes removing six
existing panel antennas from the south pole to be replaced with six new panel
antennas, and removing the existing six panel antennas from the north pole to be
replaced with six new panel antennas and twelve new remote radio units.
After reviewing the plans, I determined that the project is minor and will not require
review by the Architectural Review Commission. Your plans are approved based on the
following findings and subject to conditions.
Findings:
1. As conditioned, the facility modification complies with the site development and
performance standards of the City’s wireless telecommunications ordinance.
2. As conditioned, the facility modification is considered camouflaged, as the new
equipment will be flush-mounted, painted to match the light standard pole, and are
situated at their lowest functional height to accomplish coverage objectives.
3. The proposed facility modification can be installed and maintained without
jeopardy to persons or property within or adjacent to the site and without damage
to the resources of the site and its surroundings because the wireless antennas
maintain a significant setback from neighboring residential properties and the
emissions from the facility fall far below Federal limits.
4. The project is exempt from environmental review under Class 1, Section 15301
(Existing Facilities), of the CEQA Guidelines.
