Site Description
Santa Rosa 'ark. is an approximate 8-acre City park established over 50 years ago, it i; bordered
by Santa R. �s« Street to 'the west, Oak Street to the south, and by residences fronting Murray
Sheet and 11 [let,[ Streets to the north and east. The park is developed with two softball fields, a
skate park, oll._r rink, horseshoe pits, children's playground, and open park area along with a
parking lot.

Cingulat V irr_less proposes to install two wireless telecommunication facilities which would
double as I ghtpole, for tile: purpose of improving lighting at the northerly softball field. It is
anticipated. that a second carrier would be accommodated in one of the 'two 75-toot tall
lightpolcs. '11,✓o accesx>rNi structures would also be constructed between the roller rink/skate
park area : nk', existing parking lot for the purposes of housing their associated equipment and
providing tonage for City recreational activities. The parking lot adjacent to the ball fields
would be i;iodified and improved to create a regulation-,ize softball field and a more useable
parking art mgement. Improved lighting for the skate park and roller rink are also proposed.

Landscaping: As part of the ball field improvement, the applicant will be removing asphalt and
replacing it w th turf. Relocation of the perimeterball field fence will also occur.
Parking: Af hnu.gh the parking arrangement is being modified with the improvement to the
adult softball field, the overall parking count will not change. Some minor modifications need
to be made t( the site plan with regard to the proposed parking revisions. Specifically, the 3
tandem space, in the driveway .isle cannot be permitted as that would require removal of some
substantial ter es. Staff believes that those 3 spaces can be made up with restriping of the main
parking lot. Thee applicant will be resealing and restriping the main parking lot and the lott by
the ball fields as 'part of this project.

Staff has co kerns with the lightpole width. Antennas which are encased within the lightpole
result in wic _-r holes. Staff supports Option A because the pole would be narrower than other
option., and apued, the exposed antermas do not appear aesthetically unpleasuig, and the taller
lightpole iw th lights on top) creates a better lighting situation for the ball field ,�,nd surrounding
neighborhoe 1 Less glare results with the taller lights.
Lighting im movement proposed for the skate park and roller rink will result in a. maximum
lighting -.vt I of 30 foot candles on the skating surfaces. Currently, the skate park has no night
time lighim. and, the rollei rink receives about 2 foot candles of illurnin.ation making the rink
virtually .im sahle at night.
Buildings: 'hc proposed equipmentlrecreational storage buildings would be approximately 500
square feet ( ach and of the same design and building materials as the restroom building adjacent
to the adult col thall field. Mechanical equipment is shown on the ground on the north side of the

EVALUATION
The City rec mly adopted an ordinance regulating "wireless telecommunicatiion facilities"
(Section 1'-..It .I :'.0), which cites several site development, and performance standards as listed
below (in itah s' 'Whether the project complies with the standards is also indicated.
• Sei aacks:.All jOci/ity tower. and accessory structures shall comply with thesetback
vet uventents of the applicable zoning district. The antennas and accessory
-op ipment comply with the setback requirements of the PF zone district.

The antenna height shall be determined as part of the use permit as
stipulated in SLO%4C §17.16.120.1'.2. The maximum height of PF zone district is
�; feet and the lightpoles/antennas would have a height of 75 feet, The proposed
height of the antennas can be considered consistent with the zone if it is
dictermined appropriate by the ARC relative to scale and design.

At sthctics and Visibility: Facilitics shall be creatively designed to minimize the
vi: ua inipact to the greatest extent possible by means of placement, screening and
ca m't+f age. The applicant shall use the smallest and least visible antennas possible
to u, ouiplish the coverage objectives. Each installation shall the designed to blend
in ) its surroundings so that the antenna(s) and equipment are not apparent to the
ca,u'll observ( r. Building -mounted facilities shall appear as an integral part of the
V) a(lane. Fquiprnent and antennas shall be compatible and in scale with existing
eu Wleetural elements, building materials and site characteristics.
- The applicant proposes to "screen" the antennas by making there look like and
function as hull field lights. While taller than the existing field lights, the
proposed height is not uncommon for ball field lighting. Option A which would
allow the antennas to be mounted externally below the lights do not seen) to be
vial obvious and result in a lesser width pole. Pole width seenis to be a more
significant factor in the lightpole appearance than the exterior antenna mount.
The casual observer is not likely to notice the external antennas.
- The proposed storage buildings would completely hide the accessory equipment

A Mitigated Pegative De,.laration was prepared for this project. The identified p0tentiad area of
impact is aesthctics. The Initial Study, proposed Mitigation Measures, .and Mitigation
Monitoring. P ogram are attached for your review. The aesthetics issues address screening the
outdoor mccl anu:al equiprnent from on -site and off -site views and the recreational facility
lighting.
OTHER DEPARTMENT COMMENTS:

will be used for the extension of the parapet wall. It is called "Radio Frequency friendly
material" am I is used to simulate the material that is currently on the building, using the

Commr. Bo idreau asked what the rate of transmission loss is through this material as
compareo tc transmission through air. He asked where the waves go chat can't get
through the naterial -- do they bounce and go elsewhere?
In response to thie question, Mir. Knight noted that the antennas are directional and that
there is ver\ little bounce -back. They are trying to install more smaller facilities using
existing built ings rather than fewer larger facilities.

Mary Beth :;chroeder, 2084 Wilding Lane, felt this process is defacing buildings and
reducing the it values. She was concerned that this concept is a temporary promotional
issue that is. very unattractive

approval to the project, based on findings and subject to conditions and code
requirement s, which he outlined.
Vice -Chair chuliz asked if there is currently lighting at the location.
Planner Coc rort stated that there is. The current lighting has more horizontal spill and
the light so -rues are more visible than the new ones would be. The current lights have
an impact c i tie neighborhood, but the new lights can be properly shielded.
Vice -Chair :- chultz ask ed about the size and location of the equipment storage buildings
at the park.

Commr. Ho vard asked if the height of the light sources will be higher in option A, and
asked how c /ould the intrusion of light would affect the neighborhood.
Planner Corson responded that the greater iheight allows the light to focus more directly
down to a s )ecific area and gives more opportunity, to shield the actual light source. He
added that: condition is proposed to address the light and shielding issue

Mr. Bell exk lamed that these improvements are part of a Capital Improvement Program
that the Pa ks Department has wanted to accomplish but hasn't had the funding for.
This is also a rent abatement program where the applicant will not start paying rent until
the improve rent costs are abated.
Commr. Sn ith asked if vines could be grown up these poles to help with camouflage.
Planner Co iron stated he's never seen it done.
Commr. Bo idreau stated the vines would eventually become a maintenance problem.
The applicE nt responded that the vines would be a problem when climbing the poles for
maintenance reasons. He noted the size of the proposed poles is 24 inches, tapering
down to 21 inches in diameter; the existing poles are 18 inches, tapering down to 14
inches.

the poles wh ch dictates the diameter of the poles.
Mr. Bell expl tined that in C)ptioin B, the diameter of the pole is 36 inches to enclose the
equipment it temally. A snnaller diameter pole could be used, but cabling would have to
be moved tc the outside of the pole. He also noted they had met with the Parks and
Public WorN s Departments to review the project. They discussed walkways and
landscaping. Two equiprn(-,:nt enclosures will be added to house the Parks Department
equipment, E lirninating the cargo storage container.
PUBLIC COMMENTS:
Mary Beth f chroeder, 2085 Wilding Lane, felt this would ruin the intent of Santa Rosa
Park and an / others that are used in the sarne manner. She opposed the project She
expressed that it Is possible that the RFs are carcinogenic and should be booked into.
COMMISSION COMMENTS:
Commr. Hooa d asked the, applicant to address the issue of health.
The applica it stated that RF waves are obviously propagated by the systems. The
harmful radi) waves are 1-2 feet in front of the antenna. These poles, being 70 feet
above grour d. emit only 0.020% of allowable; RF waves as set by FCC for the general
population.
Commr. Roc t asked about the proposed color for the poles.
Mr. Bell repl ed it is currently galvanized steel, similar to the existing poles

is a win -win situation, because our park needs these upgrades.

meeting wa used in the lighting analysis, attached hereto. The selected light was Option A,
which is a 7 �-loot tall pole with lights on top and exposed antennas below the lights.
Lighting irr provements proposed for the skate; park and roller rink will result in a maximum
lighting lev l .,f 30 fool -candles on the skating surfaces. Currently, the skate park has no night
time lighting and the roller rink receives about 2 foot candles of illumination making the rink
virlually on tsable at night.
All of the new lights were incorporated into the lighting analysis (2 pages attached to this report),
as well as, hose existing lights intended to remain. The studies were taken along the north and
east property lanes, as well as 1.50 feet from the west and south edges of the fields being lighted.
