As far as I can tell at this point, the NAACP group does not have a permit for an event at SRP. I did not get a response
from Parks and Rec so I cannot confirm at this time. Sgt Treanor will contact them tomorrow and get an answer but Sgt
Villanti did not receive anything in the way of a permit so it is likely that they did not permit their event.
Officer Etherton will be on a bicycle Saturday and will be assigned to SRP between 11‐4 to provide a Police presence.
We do have the permit for the Sierra Vista NICU event which appears to cover most of the park. I’ll provide more detail
tomorrow when I can.

there's no credible information of anything happening just a perception.
I will find out tomorrow from my lieutenant what he learned and what their conversation was. We can
certainly have a an officer stop by a few times throughout the event and let them know that the officers
will be around the area if they see anything that appears out of the ordinary and can call us.

Some members of our executive committee feel that we need some type of security at

BBQ on Saturday, September 30, 11:00 to 4:00 at Santa Rosa Park. We have planned a
peaceful gathering in appreciation of our members and all the hard work that they have
done. It is not a rally.
Their concern is that Steve and I were on the Dave Congalton show yesterday talking
about racism, Trump and the NFL. The day before a white supremacist was on
supporting Trump and making racist comments.
They would like a police presence some time during the day.

Hi Chief-
I wanted to give you a heads up about tomorrow’s events at Santa Rosa Park. I spoke with Dave Setherland
from Parks and Rec several times today about the overbooking of the park. They accidentally allowed three
permits to be pulled for tomorrow. One of the groups (Wick’s Roofing) agreed to change venues and they are
going to have their event at another park. The NAACP said they wouldn’t be able to change venues on such
short notice. Dave brought in another large BBQ and set it up for them on the other side of the park, where
there is also picnic tables for them to use. I contacted Cheryl Vines from the NAACP to let her know that
another group will be at the park hosting an event at the same time. Cheryl told me they have sold 100 tickets
to their event. Dave is out at Santa Park now showing a representative from the NAACP the BBQ area and
tables they will be using.
I also spoke to Shannon Downing from Sierra Vista to let her know what was going on. She said they dealt with
the same thing last year, as far as the city overbooking the park. I gave both Cheryl and Shannon my phone
number and told them to call me with any questions or concerns. We have Officer Etherton assigned to the
park during the events and I will also be attending the Sierra Vista function and checking in with Cheryl during
her event. I will keep you all in the loop and let you know if anything changes.

OTTO Baseline, no gain
OTTO+4 +4DB Gain

KMC41 +4DB, use with KMC41
KMC‐54WD Baseline, Noise Cancelling, Digital Mic use only with KMC54WD

Hi Nic,
Update for you. The Kenwood earpiece made a big difference for me, on par
with the Motorola.
Now for the bad news, Blake Etherton tested the radio tonight and he sounded
terrible, especially at the bars. The +12 and +8 gain are way too much. You
hear mostly background noise and he sounds like he is in a tin can. Couple of
thoughts…
Let’s try two new profiles, +0 gain and +4 gain instead of +8 and +12. In addition
we tried the noise cancellation and it was still pretty bad. Does that have a gain
# associated with it? If so maybe try 0 or +2 on the Noise Cancellation
mode? Additionally, do you still have the Kenwood shoulder mic? (The one with
4
the trans-continental cable sized cord?) I figure we may as well try that as well to
see if the Otto is crappy sound quality or not.
The radio is in my office on the charger. I have a meeting Monday I can swing it
by IT then and drop it off on your desk if you aren’t there.

That doesn’t make sense that the speaker mic would have any impact on what you could hear through an earpiece since
the signal isn’t touched by the speaker mic, just straight through from radio to earpiece. Are you able to plug in and
verify that?
As for people hearing him, do you know if he remembered to change the audio profile when he swapped the mic? Using
the digital audio noise cancelling profile with an analog mic could cause what he described.

We switched the analog radio. I received lots of complaints from my partners about how I
sounded. The most common complaint was that I sounded like I was in a tunnel with static and
low volume.
I was able to hear dispatch better with the analog mic. However, I was unable to make it DT
during a time of excessive noise.

At briefing last night I spoke to the entire team, who were the same Officers working with him last week when
he tested the radio. They unanimously reported that he was hard to hear, sounded like he was in a tin box etc.
I gave Blake the digital mic last night and he was low volume and did not sound good. He came back in and
switched to the analog. I changed the audio profile to the KMC41+4 setting and sent him back out. When he
was back in the same spot it was better than the digital mic, it sounded normal to me. I am not sure if Blakes
e-mail referred to the digital mic only or both mics. Here is here tonight. I will ask him and let you know.

very low volume from almost every officer and even dispatch. I completed a radio test and was

time, same personal volume and same mic location. Dispatch said it was a drastic improvement.
As the night went on and the bars got louder, I continued to have radio issues. I called dispatch
and asked them to speak louder to see if that would help, it did not. They were not happy with
my radio communication. Sgt. Pfarr came up and told 4222 to do any emergency radio
communication if the situation were to arise.
I feel the radio is currently an officer safety issue when DT in a loud area. I am happy to
continue testing the radio as needed.

Thanks, Nic. Could this be an individual officer issue? I’ve been down this rabbit hole before chasing radio
transmit issues and it was in the way that the officers were talking into the mics. I know that is just one of the
problems. Can we get more radios to test with a bigger set of officers. Do we still have the original Kenwood
Radios in use (Berrios, ?) at PD?
Unfortunately. If this is a no go, we don’t have a project.

I don’t know what to do at his point, I haven’t responded. Amoroso was very positive about the new configuration, but
field tests DT in front of bars blasting music are still calling the radio an officer safety issue.
We’ve tried three different mics, three different earpieces, 8 different audio profiles.

Greetings,
Please have your Officers (Metro and Patrol) cite the male that plays the drum on Higuera at Garden at night. When he
plays the drum past 10pm it is a clear noise violation if the residents across the street in the apartments can hear it. I
know this has been an ongoing issue, but I am not sure where the feeling that there is nothing we can do about it came
from. As I read the municipal code it is pretty clear to me that it is a violation of 9.12.050 (B)(1)(a) SLMC.
In addition, he is in a private alcove. Why would trespass not apply? I doubt he has a letter from the owner to occupy
the alcove and play music at night? The bars all have special use permits, this individual does not.
If you have additional information I’m open to hearing why it is not a violation.

A. Noise Disturbances Prohibited. No person shall make, continue or cause to be made or continued, or permit or allow
to be made or continued, any noise disturbance in such a manner as to be plainly audible at a distance of fifty feet from
the noisemaker; provided, nothing in this section shall be construed to prohibit any noise which does not penetrate
beyond the boundaries of the noisemaker’s own premises or does not constitute an unreasonable disturbance to people
lawfully on said premises.
B. Specific Prohibitions. The acts, as set forth in this section, arid the causing or permitting thereof, are declared to be in
violation of this chapter.

1. Radios, Television Sets, Musical Instruments and Similar Devices. Operating, playing or permitting the operation or
playing of any radio, television set, phonograph, drum, musical instrument, or similar device which produces or
reproduces sound:
a. Between the hours of ten p.m. and seven a.m. in such a manner as to create a noise disturbance across a residential
or commercial real property line or at any time to violate the provisions of Section 9.12.060 of this chapter, except for
activities for which a exception has been issued by the noise control office.

Officer Etherton and Magana updated all the letters for the 700 and 600 block of Higuera. Sgt. Phillips and I
have informed night Metro to have little tolerance for the noise violations occurring from people playing
instruments at night. They have been warned that if the behavior continues they will be cited for the muni code
and or trespassing.

See below response from one of my tenants. I sent my initial email to city council because perhaps an
ordinance needs to be changed or added so SLO PD can actually do something about a disturbance that

SLO PD responded to at least 30‐40 of my calls over the past year and a half, and
typically results in them asking the drummer to keep it down. Apparently, that’s the
only thing they’re legally aloud to do since his acoustic music is the same as a bar
playing music and since city residential noise ordinances don’t apply to downtown
properties. Or at least that’s what they’ve told me. So often times he’s back again
the next night, I’ll escalate a call, they respond, tell him to stop if it’s after 2am,

otherwise they’ll explain to him that residents live in the 2nd story apartments
across the street and ask that he keep it down.

SLO City Council,
I own 3 downtown rental units. My tenants have been complaining for weeks to
SLO PD about a “band” and particularly a drummer that play on the corner of
Garden and Higuera until 3 or even 4 in the morning. SLO PD has been
unresponsive and the noise continues. I know the city has a noise ordinance and
I would imagine with all the new hotels and residences downtown that this could
be a big problem. Please notify SLO PD to respond to these serious complaints.

Prior to our SWAT training next we need to begin the testing process for 7 or 8 new operators.
Paso will have 4 candidates and AG will have 3 or 4. We need to get them through interviews,
PT and firearms quals. Our regular training begins at 1200 hours so we need additional time for
this process. I think if we begin at 1000 hours, we can get everyone though the PT and firearms
before our training begins. The interviews can continue through the training if
needed. Thoughts?
Afana has offered to sit on the oral board panel. We need 2 others for interviews, and 2 more
for the PT and firearms. Chad and Kevin, please appoint operators for those portions of the
test.
I will have the questions and rating sheets there for the interview. Let me know if you have any
questions.

Officer Docs is one of the biggest offenders followed by Investigations. Since you have previously asked Officers to limit
their storage to necessary items only and NOT items that should be or are in evidence, I thought I’d make you aware. I
suspect that in many cases, people are simply not deleting the data after the conclusion of an investigation.

would be solely for our downtown association staff, but we won’t rule out hosting an active shooter training for
businesses in the future.
Looking at our current staff calendar, and knowing that meeting on Friday’s work the best for our various
schedules it seems we will be available Friday, March 27th from the hours of 12‐4pm. We should be able to give your
team as long as needed to adequately present the materials. It would be great to conduct the training at our office if
that works for you and your team.
Please note that we desire some particular tailored trainings regarding safety during the special events we help
put on, namely, Farmers’ Market and Concerts in the Plaza.

I have been in contact with Ranagemaster re this multiple times, at this time (as of mid February) Marci at
Rangemaster states that she has sent the vest to Safariland to be fixed. I have tried to contact Safariland, but
have been unsuccessful.
We have stopped using Rangemaster all together for vests because of this situation and another one with
Etherton . It would not be canceling the order, as that vest was already paid for.
I just spoke to Melissa about this and we can go ahead and order her a new vest all together. We already
have three really good vendors that we are using, and I would prefer we stick with them. I will send Kylee an
e-mail of who we currently use and what they offer, and we can go from there.

Hey, it has come to my attention that Kylee’s patrol vest was not cut right or measured right, so it went back to
manufacturer? She told me that you’ve been working on the issue for her, but it just hasn’t been
resolved. Since her vest went back, she has been wearing L’Hueruex’ old vest which has expired. She is
continuing to wear it because she has nothing else to wear. Dickel and I grabbed a couple out of the supply
closet, but they are expired too.
Can you contact Rangemasters or maybe the manufacturer for direction. I am thinking we cancel that order
and go with a different manufacturer… or….? Especially now that Rangemasters closed their doors for the
COVID19 closure. I met some reps from N.A.G. Industries here locally. They are distributors for US Armor

Although it was done over the phone, sounds like it was the equivalent of a written warning. Are you good if it
is counted as such? It is documented on DR 200401025 as an FI. Their application to the is pending.
The second was Ernie Ball (200401026) whose manager was given a verbal warning. She provided a letter
stating they are an online retailer and wholesaler. She was also advised to complete the SLO request form to
continue. They were advised if they continue to work onsite they may be subject to a citation.
Dispatch has the Contact field set up to show whose working from home. I will check in with them during the
day on how it is going. Dispatch has been doing a good job making things a 10-21 when at all possible already.
The increase in calls feels like it is just the normal ebb & flow. No big impact on dispatch and no trends.

I was going to build calls for officers to check on businesses that have been warned but I don’t know if these
businesses got the formal verbal warning. Neither have an FI. The one for University Barbershop was before
the process was developed. Do you want units to go by and give a verbal warning or written warning if they are
still operating? Ernie Ball is on the spreadsheet where they are tracking applications to still operate but it has
not been approved. Based on the comments, I can’t tell if they really submitted a request or if they got a
complaint and they were put on that list instead of the complaint list.

Sergeants,
Beginning tomorrow at shift change 4-16-20, I had Etherton and Magana go back to their regular DT
schedule. This gives us 5 bodies everyday except Sunday. I changed Herrera’s schedule to have her 8
payback from home tomorrow and to come in on Sunday the 19th for a 12 hour shift. This give us 5 officers
each shift the rest of the week. Beginning Monday the 20th, the schedule will go back to the regular Phase 1
schedule. Just trying to keep ya’ll in the loop. Thank you guys for being here and taking care of the Officers

I double-checked on the special assignment recruitment, regarding how long the eligibility lists are valid and
you were correct, they are only valid for 60 days. Hence, we need to publish another recruitment. Since both
Hurni and Etherton are coming out of metro, I got the OK to do one recruitment for both decisions, even though
they are for different shifts. I will clarify in the memo that applicants can clarify in their memo if they are
interested in either or just one position. Besides that, would you like me to include anything else in the memo?
Are you OK with giving staff three weeks to hand in their memos?
I will send you a timeline for the recruitment next week, so we can start planning for the panel and review the
interview questions.

I hope you are doing well. I work for City Administration and I am helping Ryan Betz update an information
sheet the City created in 2019 called “Addressing Homelessness” (attached for reference.)
I am hoping to get some updated information from PD for 2020 on calls for service regarding homelessness. I
already have some of the updated information from the 2019-2021 Financial Plan and 2019-2020 Budget
Supplement, however I am missing some crime data, namely the total calls for service in the Downtown
Corridor and another data point for how many calls in the Downtown Corridor involve homeless individuals.
I am also hoping to find PD’s budget that is dedicated for Homelessness. In the Financial Plan I saw it is
included in Patrol, but the data did not get more granular than that. In 2019 the Budget was $891,000 for
homelessness, but I honestly do not know where that number came from. You may not be the correct person
to ask, but I was hoping you may know who I could reach out to for that information.

Finally. New radios are ready for deployment!
Regarding deployment, I’d like to move all the old gang chargers and radios into the briefing room temporarily
so I can put the new gang chargers in place. Then ideally we’d have a one-in-one-out checklist managed by
someone physically at PD (maybe Sophia Mathews?) so I can get all the old radios back to inventory them for
non-life+safety/cache roles.
For training, as Villanti/Benedetti/Jessen have seen, these radios are programmed very closely to the radios
they are replacing. Do you believe any training needs to be done, or maybe a quick reference e-mail ahead of
time?
Each officer will receive:
-Radio w/battery
-Speaker microphone (they will need to plug existing earpieces into the new speaker mic)
-Holster
All radios highlighted in yellow received the SED loadout. All names in red are receiving dual band radios
(radios that include the ability to listen and talk on City Fire).
This leaves us a few spares, a new 4200 whenever that happens, and anyone we missed can be quickly
programmed up.

Yep. Here are the changes needed at some point.
Neighborhood 2 – Donovan can be moved to DT Neighborhood 5
Neighborhood 5 – reassign Hurni and Etherton and add Perlette and Donovan
Neighborhood 6 – There is no one assigned because Walsh is in Traffic and Perlette is DT now.
Neighborhood 9 – remove Benedetti and Womack since they Detectives.
- Maybe look at the 3 officer teams and pull them to other zones. Also, if you want to leave Walsh, then
maybe stick McCornack with him since they both traffic or assign McCornack to a zone to help out. Just
a thought.
