Addressing the climate crisis has long been a top priority for America’s mayors, who are on the frontlines bearing the impacts — like dangerous heat, flooding, drought, and the associated risks to public health. But mayors continue to drive bold solutions at the local level to reduce our carbon footprint and make our cities stronger, more equitable, and more resilient. This year at COP28, more than 250 mayors from around the world gathered to share successful local solutions and to encourage the negotiating parties to reduce emissions by expanding the use of clean energy. This year was the first year that local leadership was truly front and center at the Conference, led in large part by our partners at Bloomberg Philanthropies through their Local Climate Action Summit, which gave mayors and regional leaders a real seat at the table during the annual climate talks. For years, the conventional thinking at COP meetings was that climate change was a problem that could only be solved by national governments. But mayors, of course, have always known differently. The Conference played a critical role in the establishment of this office, pushing Congress to create, within the State Department, a unit for subnational diplomacy. During our meeting, Ambassador Hachigian reaffirmed her commitment to working with mayors and we look forward to continuing these discussions next month at our Winter Meeting in Washington, D.C. WHO (2005), estimates that 1.6 million die yearly from diarrhea and cholera which have been attributed to inaccessibility to clean drinking water and basic sanitation services. 90 of the figures are from children who are below five years and the trend is rampant in developing countries. Water, Sanitation, and Hygiene (WASH) are some of the basic needs for human health to lead a normal life. WASH is a practical way of leading people from poverty since every person will be productive and money used to treat the diseases associated with dwindling levels of sanitation and clean water can be used in developing the economy. After decades of investments, an estimated of the world’s population especially those in third world countries remain with unreliable and unsafe water. Access to safe water is essential for the health, security, livelihood, and quality of life and is especially critical to women and girls as they are the most affected and at the same time, they are the ones to be burdened with the issues of collecting water. Access to safe human waste disposal methods is crucial for the health and well-being of a community. Friend, The WHO faced big bumps this month on their road to a global health security architecture launch in 2024. 1) First, the U.N.’s plan to give “political momentum” to the pandemic treaty and IHR amendments faced unexpected opposition from 11 countries. The group put on record their unhappiness with the “lack of transparency and poor handling” of the process. They demanded the planned adoption of a “Political Declaration on Pandemic Prevention, Preparedness, and Response” go through proper debate and a vote at the General Assembly, rather than sailing through “silence procedure” with a rubber stamp. The group stated, “[t]he legitimate concerns of a large number of developing countries have been ignored,” and there was unwillingness to engage in “meaningful negotiations.” The dispute centered around language that would have allowed sanctions for not following the WHO’s rules, to which many countries objected. The U.N. General Assembly formally adopted the declaration on October 5, 2023, with additional statements of opposition put on record. Though the declaration was adopted, it’s hopeful that we’re seeing more and more countries voice their objections and concerns. 2) Second, the International Health Regulations (IHR) amendments may not be ready for the 2024 meeting, but the WHO told the Working Group on Amendments to the IHR (WGIHR) to keep working. At the group’s fifth meeting, co-chair Dr. Abdullah Assiri announced the group could not meet the deadline to submit the amendments package for consideration at the May 2024 World Health Assembly as they were directed to do. In response, a lawyer for the WHO stated, basically, the rules don’t apply to the working group. That conclusion was absolute hogwash, as their directive specifically states they will operate under the rules of the IHR. The IHR requires amendments be submitted four months in advance of the World Health Assembly, so all members have time to review them before the vote is scheduled in May. Ridiculously, the U.S. led the charge to amend the IHR in 2022 and, as SHF has reported, the one amendment scheduled to go into effect this December would speed the timeline of making more amendments. Yet here we are in a situation where the head of the committee tasked with presenting amendments can’t meet a deadline set almost two years ago. Russia and many African nations have gone on record stating the process should not be fast-tracked, and there have been calls for more transparency throughout the process. As various political forces put the brakes on this runaway train, Stand for Health Freedom will continue to watch, keep you updated, and inform you of any strategic actions needed. Of note, the U.S. budget for the next year is still being negotiated, and key funding for WHO programs is on the chopping block. But the budget is not set yet, and although the U.S. is one of the largest donors to the WHO, the organization gets about 85% of its funding from private entities. Therefore, the best way to protect Americans from the global health security state is for the U.S. to withdraw entirely from the broken machine. Has your congressperson signed on to HR79? View this email in your browser September 27, 2023 Contents September Policy Update ICYMI: Mayors at NYC Climate Week Grant Opportunities and Resources Partner Bulletin Climate Tools September Policy Update Countdown to Shutdown: This Saturday, September 30th, is the deadline for Congress to reach an agreement to fund the federal government. House Majority Leader McCarthy (R-CA) moved forward yesterday to consider four appropriations bills: Department of Defense (DoD), Homeland Security, State/Foreign Operations, and Agriculture. McCarthy is still looking to advocate to his party for a 30-45 day Continuing Resolution (CR), but faces opposition from House Freedom Caucus members. Senate Majority Leader Schumer (D-NY) also advanced a procedural vote for a 6-week CR (released yesterday) to fund the government past the Sept. 30th deadline. However, it’s unclear if McCarthy will bring this version of a CR to a vote. You can read more here. As Congress works to pass a CR to keep the government funded, agencies are dusting off their contingency plans. In the event of a government shutdown, roll out of any new federal programs like those from IRA, issuing Treasury tax guidance, environmental rule makings, and permitting for clean energy projects would be on hold. The White House has released a fact sheet and state-by-state impacts of a potential shutdown and Climate Power has provided initial pre-shutdown talking points, available here. Keep an eye out for additional resources should there be a government shutdown. Making the Case for Cities: Climate Mayors, in partnership with C40 Cities and the Urban Sustainability Directors Network, released a new paper titled “Maximizing the impact of US federal climate investments: The unique role of cities.” This paper illustrates the roles that cities will play in implementing IRA and BIL, identifies the tools and resources local governments need to deploy federal climate funds most efficiently and effectively, and recommends what federal agencies, state governments, funders, and climate advocates can do to help. Biden Launches Climate Corps: Last week, Biden announced the American Climate Corps, which will put more than 20,000 young people on career pathways in the growing fields of clean energy, conservation and climate resilience. President Biden is calling on Tribal, State, and local governments, labor unions, nonprofit service allies, the private sector, and philanthropy to collaborate with the Federal government to expand skills-based training partnerships to ensure our nation has the workforce necessary to meet our climate goals. You can read more here. The First Local Government Summit at COP28: Last week, COP28 President-designate Dr. Sultan Ahmed Al Jaber and UN Special Envoy on Climate Ambition and Solutions Michael R. Bloomberg announced the COP28 Local Climate Action Summit to take place at the U.N. climate meeting in Dubai later this year. The summit will convene hundreds of mayors, governors, and subnational leaders alongside heads of state, the Summit at COP28 in Dubai will recognize the critical role of local leaders in the COP process eight years after local leaders convened on the sidelines of COP21 to turbocharge climate ambition. Climate Mayors Policy Actions: Climate Mayors, C40 Cities, Urban Sustainability Directors Network, US Conference of Mayors, and the National League of Cities sent a letter to Congressional and Appropriations Committees leadership urging them to move forward with final passage of a clean FY24 spending bill with zero cuts to the investments from the Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL) that are already working to support local economies and creating good jobs. Mayors at NYC Climate Week Climate Mayors from across the country joined state and federal officials, industry experts, thought leaders and more to exchange ideas and collaborate on climate solutions at New York Climate Week. Local leadership was on display as Climate Mayors took the stage to highlight the role of cities in driving climate action. Grant Opportunities & Resources Climate Mayors is working to track relevant IRA and BIL funding opportunities available to local governments. DEPARTMENT OF ENERGY ANNOUNCEMENT: The Biden Administration announced $400 million in formula funding to States and tribes for the $1 billion Technical Assistance for the Adoption of Building Energy Codes program. The program aims to provide funding to states, tribes, and localities to adopt and implement building energy codes that reduce utility bills, increase efficiency, lower greenhouse gas emissions that fuel the climate crisis, and make buildings more resilient to climate disasters. While this funding is distributed for States and tribes, DOE recognizes the importance of partnerships between States and local governments for successful implementation. PARTNERSHIP GRANT: The Biden Administration recently opened the $10 million Career Skills Training grant, which will provide nonprofit partnerships to establish training programs under which students simultaneously receive classroom instruction and on-the-job training for the purpose of obtaining an industry-related certification to install energy efficient building technologies. While local governments are not direct eligible applicants, eligible nonprofit partnerships can include joint public or private labor-management programs, workforce investment boards, community based organizations, small businesses, cooperatives, and/or State and local veterans agencies. ENVIRONMENTAL PROTECTION AGENCY GRANT: The EPA recently released guidance on the Climate Pollution Reduction Grant Program’s Implementation Grants. EPA anticipates awarding individual grants between $2 million and $500 million. Eligible applicants for the general competition can either be a single entity or a coalition of two or more eligible applicants (required memorandum of agreement). GRANT: Greenhouse Gas Reduction Fund’s Solar for All Program *application deadline extended* October 12, 2023. The Environmental Protection Network has developed a Solar for All Application Guide, which includes suggested step- by-step instructions and a timeline on how to submit a competitive application. DEPARTMENT OF TRANSPORTATION GRANT: The Biden-Harris Administration announced $100 million for the Electric Vehicle Charger Reliability and Accessibility Accelerator Program, which will provide up to $100 million in federal funding to repair and replace non-operational EV charging infrastructure. GRANT: The Reconnecting Communities Grant and Neighborhood Access and Equity Program, made available from BIL, provides an unprecedented effort to build good transportation infrastructure to reconnect communities to economic opportunities. The Biden-Harris Administration announced an updated streamline process, which combines two programs from BIL and IRA, which will make it easier to submit an application and increase opportunity for communities that are seeking funding for projects that address harm from past infrastructure planning decisions, accelerate equitable community revitalization, and improve access to everyday destinations. GRANT: The Federal Transit Administration announced the Pilot Program for Transit-Oriented Development (TOD) Planning grant provides over $13.4 million in funding to support comprehensive or site-specific planning associated with new fixed guideway and core capacity improvement projects. Deadline: October 10, 2023. You can find more information here. U.S. DEPARTMENT OF AGRICULTURE LOAN FORGIVENESS: Powering Affordable Clean Energy (PACE) Program. The program provides $1 billion from the IRA to make clean, affordable, and reliable energy accessible to the people of rural America by providing loans up to $100 million and providing up to 60% loan forgiveness — percentage of loan forgiveness will depend on the type of community the proposed project will serve. The PACE program is available to eligible applicants (including local governments) that generate electricity for resale to residents in both rural and non-rural areas. However, at least 50% of the population served by your proposed renewable energy project must live in communities with populations of 20,000 or fewer. Applications *NOW* open. Deadline: September 29, 2023. You can learn more about the program here. GRANT: As part of BIL, USDA announced $250 million for the Community Wildfire Grant program. This program provides funding that prioritizes at-risk communities in an area identified as having high or very high wildfire hazard potential, are low-income, or have been impacted by a severe disaster that affects the risk of wildfire. U.S. DEPARTMENT OF COMMERCE GRANT: The next round of the $45 million for Coastal Habitat Restoration and Resilience Grants, under the IRA and BIL, are now available. Through this funding, NOAA will help support community-driven habitat restoration and build the capacity of tribes and underserved communities to more fully participate in restoration activities. GRANT: NOAA recently announced the National Integrated Drought Information System (NIDIS) Tribal Drought Resilience grants, made available under the IRA, which will enable tribal nations to address current and future drought and climate risk on tribal lands across the West by improving decision support and building drought resilience in a changing climate. Partner Bulletin Mayors can contribute to the Paris Agreement's Global Stocktake ahead of COP28: This year marks an important milestone for the Paris Agreement. Nations agreed to host a "Global Stocktake" of the agreement's progress every 5 years, determining each country's progress on meeting their commitments. In a first-of-its-kind opportunity, the UNFCCC last year recognized local governments should also contribute to this process — with Climate Mayors and ICLEI USA hosting the world's first "Paris Agreement Local Stocktake" event. Now, your community can make its first official contribution to the Paris Agreement Stocktake! Mayors are invited to host events that provide an official contribution to the Global Stocktake, essentially turning their city halls into a climate COP venue. Nearly five years ago, before the madness of COVID-19, my husband and I were hoping to open our home again to foster children. Our application was not accepted this time because our two biological children were not up to date with the Centers for Disease Control’s immunization schedule. After investigating, we found out the denial essentially represented a federal agency pressuring a state department to penalize us because we did not comply with their vaccine recommendations and mandates. What we realized was truly heartbreaking. The system would rather allow foster children to sleep on the floor in the office of the Department of Child Services than place them in a safe and loving home. My family and I were very sad, but we didn’t pay the price for that bad policy. The children paid the price. This situation lit a fire within us. We knew things like this were likely happening across our country, and we were going to do something about it. Children deserve better than health policy lacking sense or substance standing in the way of their safety and security — in essence, in the way of their futures. I had learned it only takes mobilizing 3.5% of the population through peaceful protest to bring about change. There was hope. We could help children and so many others affected by bad policies and attacks on our liberties. So that August of 2019, I left my job practicing law, and co-created Stand for Health Freedom (SHF), with my two good friends, Sayer Ji, founder of GreenMedInfo, and Dr. Joel Bohemier, a leading chiropractor. SHF is a 501(c)(4) focused on sharing knowledge and empowering people to defend their rights. We assembled a small-but-mighty team and, soon after, we were blessed to have so many of you join us on this journey. What happened with the foster care system is not an anomaly. We see a concentrated and well-funded effort led by the World Health Organization, pharmaceutical companies, and government entities trying to take over medical decision-making and our rights. WHO (2005), estimates that 1.6 million die yearly from diarrhea and cholera which have been attributed to inaccessibility to clean drinking water as well as basic sanitation services. 90 of the figure is from children who are below five years and the trend is rampant in developing countries. Water, Sanitation, and Hygiene (WASH) are some of the basic needs for human health to lead a normal life. WASH is a practical way of leading people from poverty since every person will be productive and money used to treat the diseases associated with dwindling levels of sanitation and clean water can be used in developing the economy. After decades of investments, an estimated of the world's population especially those in third world countries remain with unreliable and unsafe water. Access to safe water is essential for the health, security, livelihood, and quality of life and is especially critical to women and girls as they are the most affected and at the same time, they are the ones to be burdened with the issues of collecting water. Access to safe human waste disposal methods is crucial for the health and well- being of a community. Lack of the same leads to higher costs of living to the community through pollution of rivers, groundwater and higher incidence of air and water-borne diseases.
