"Neighborhood watch" is the single mos t effective way to provide for neighborhood safety but that relies on residents knowing who belongs i n the neighborhood - especially at night . The problem is that this is not just a car parking issue, where are these people supposed to go to th e bathroom? As is already our neighborhood's experience, people hang out outside thei r cars . Residents have become very scared when someone, all of a sudden, steps out of the shadow s just feet from them . This is becoming an increasing problem for residents and completely breaks down any ability fo r 'neighborhood watch' concepts to work . One way to accomplish being compassionate without compromising the safety for our families i s better use of the city's parking lots which have the necessary facilities nearby . This seems to be the most logical solution . You can make better use of our police and use safety cameras for everyone's safety, including the safety of homeless families .
