When I first arrived on site I knocked on the door of the first residence from the street. This residence was addressed 667; when I did not get an answer I attempted to find the correct address. While trying to locate 671 I heard and observed construction in a building towards the rear of the property. There were no fences or barriers barring me from continuing so I continued on in hopes of locating an owner or responsible party. I made contact with a contractor who did not provide his name and he stated that he needed to contact his partner. Concurrently I was able to observe construction in the accessory structure. The scope of work included but is not limited to electrical, plumbing, and drywall alterations. When he hung up with his partner, he stated that I was not permitted to continue with the inspection in the area that they were working. At this point the property owner came out of the first residence. We had a short conversation and he stated that they were remodeling the ADU and that he did not believe they needed a permit. I asked him if he would allow me to conduct an inspection, but he declined. He then stated that he would speak with his project manager and call me back to set up a meeting to conduct an inspection with the project manager there. I was able to inspect the ADU and associated construction. I observed significant work relating to framing, electrical, mechanical, and plumbing systems. There were also replacing at least one window. I informed them that they would need to submit plans for permit to the city. No erosiona and sedimentation controlo measures were in place. There is currently landscaping and vegetation removal occurring in the rear of the property. I informed the PO that erosion and sedimentation control are required even if permits are not. He stated that he would have his landscaper install erosion and sedimentation control this week. I did not observe any discharge or sedimentation onto neighboring properties during my visit. He was also inquiring to the status of the code case for the next door neighbor. I stated that it was an active investigation, and I was not able to give him specific information. CorrespondenceNick Buckley 1/18/23 - Phone calls 01/20/2023 NB - Permit for the ADU has been issued.ResearchNick Buckley 1/20/23 - Permit Check 03/28/2023 NB - Zach Moody came into the front counter yesterday and wanted to speak with me regarding what was going on at the neighbor's property. I informed him that I had moved past the NOV and was further in the administrative enforcement process. He was angry about the lack of correction of the violations. I said that I understood but that I can't physically force someone to correct violations and that I can only use administrative tools which can take time. He then stated that he believe that the city is punishing him for being a new person in the city and that he was given unjust fines. I tried to explain that he was never issued administrative fines or citations but he did not let me finish my sentence. He also denied ever having drainage violations in relation to erosion and sedimentation control. I attempted to explain that even when a permit is not required for landscaping work, property owners are still required to employ erosions and sedimentation control, but he stated that he does not believe that was true. He then stated that he was going to call Michael Codron.
