RP states that the new ADU being constructed at 454/456 Pismo appears to be in process of being constructed over the approved height. There are no upcoming inspections scheduled so I
advised that a CEO would inspect to verify the structure is being built to plan.
RP called County Health and they recommended getting in touch with the City Code Enforcement. RP stating that Jewel of India has been cooking, prepping food outdoors and cleaning dishes
outside of their business. RP further stating that the greywater or waste water drains onto REDACTED daily and has a noxious smell of grease. RP has spoken with the owner of Jewel of
India who told them that they would call the police on her. RP was simply trying to request that they do not drain their water onto REDACTED. The greywater can be observed on a daily
basis coming onto REDACTED

drywall, property mgmt unreachable, hole in cement ceiling. Complaints consistently ignored. Water turned off, excessive mold in bathroom.

There is unpermited construction going in the rear building, 671, walls are being moved, electrical & plumbing as well...work is on again off again style, every couple of days, possibly
readying for drywall soon

353 Branch Street SLO The property was sold and tented recently. Since then a stream of contractors, dumpster etc have been working power tools etc. No permit notice visible, not sure
they have one did not find one in the logs. This home is old with a bvent wall heater, old plumbing. None of the contractor there have any lic # on the trucks, may not be licensed.

Unit Owner removed the top floor decking, opened up the deck to roof areas, completely re-did the electrical in the same area, and built what they are calling a "storage shed". All without
a permit or HOA approval. The Association is under the impression that the storage shed, besides being a CC&R violation is in violation of City height restrictions. The area that they
opened up the deck to a roof area is potentially not set up structurally to double as a deck in that specific area. The Association has tried to talk to this particular owner about
its concerns however, the work goes on with no approval from the City or the HOA.

Ever since I occupied the unit in Sept 2022, I have noticed leaking in the wall after a rain, with discolored water. I have requested repairs through maintenance 3x through their portal
and 3x with direct calls. Each time a brief inspection was done and the matter was deemed resolved after a few minutes. After the last major storm on Jan 9th, there has been significant
water seeping from the walls, expanding to a greater area, bubbling of the paint, and the entire drywall is very soft to the touch. I need to mop up and squeeze out water from towels
every few minutes. Management will not talk to me and maintenance has other higher priorities and can only provide beach towels. No remediation has been proposed - they are only saying
it will take a while for a roofer because of the widespread county damage. I would like the property inspected for mold since leakage has gone on for so long. More pictures and videos

I have structural issues in my rented apartment due to mold and rotting wood behind the wall. There is also rain water coming out of light switches leading to not be able to use them

We rent a house at REDACTED. There is a studio attached (perhaps unpermitted) that has been flooded with swampy odors for some time now. Our family, 3 little girls, has also been sick
for much of the last few months which is unusual for us. 2 weeks ago, an appliance repair guy went under our house and found a huge swamp of standing water under the house. The crawlspace
has open air flow to the studio via an unsealed door in one of the walls as well as a large vent that provides makeup air to the water heater which is in a closet. The owner refuses
to do any odor or air remediation because there is no black mold detected, although they agree the air is smelly. We are wondering if the air flow from crawl space to sleeping quarters
is legal and conforms to code. The studio also has an awkward layout (eg.electical panel inside a kitchen cabinet), no window/ventilation in the bathroom, so we are curious if the unit

Trash from 570 Marsh Street dumped on the side of building and includes hazardous waste such as needles and feces. Garbage company cannot pickup, but will remove the garbage cans since
the building is vacant. Business next door called to complain.
The waste bins on this property are not being maintained. Today I had to dump over a green bin full of water (because it has no lid) with floating bags of dog waste. The water was nasty
and had to be drained. When I dumped out the water the dog waste bags fell out onto the sidewalk, so I had to pick them up, along with other garbage, and put it in the one small trash
bin. There are also 2 blue recycling bins that people are throwing their dog waste bags and trash into. These bins are located in the driveway only a foot or two from the sidewalk.
so people who walk by are throwing their trash in them. After emptying the green bin and picking up the shit, I moved the bin further back onto the property between 2 buildings away
from the street. When the small trash bin gets full of dog shit, I move the bin to the curb so the trash truck can empty it. But I shouldn't be the one doing this stuff. Also, there
are at least 3 bicycle frames on the property next to blue bin (see photo). I saw some kind of equipment in the blue bin, but can't identify it. There are homeless people coming onto
the property. Sometimes I will see one walking down the driveway onto the sidewalk. The bigger problem is that the building is vacant and the property owner rarely comes around to maintain

I'm disappointed to see a chainlink fence erected in the downtown historic district without posting or review. The residence on the southeast corner of Morro and Buchon recently replaced
a wood picket fence with a chainlink fence. While the wood fence needed some love, the chainlink fence is even worse and cheapens the area tremendously. Could you please look into this?

new tenants added to the house in question, more are coming upon construction completion. On-site driveway and garage, is taken and unusable by tenants because of construction team’s
tools/materials, vehicles, (which may be part of a temp construction permit?). However, with 5 tenants and additional tenants coming to back house after construction (again, adding
rooms to existing), it’s seems unlikely enough on-site parking will be available as required.

I just left a voicemail regarding mold and moisture issues at REDACTED. We first alerted property manager November ‘21 of the issue but no remediation was done. Then in March of this
year, mold was detected at multiple locations inside the house. Minimum remediations were made, but not up to standard. The mold issues will continue in this house. We are moving out
this week as we realized that the mold was affecting our health and the landlords would not make necessary repairs to make this house safe to live in. But we just discovered yesterday
that the property was back on the market with a listing on Zillow. We checked again today and it was mysteriously taken down. Not sure if they saw that we were looking at and sharing
the link and they got spooked, but this house needs serious repairs. The first inspector who came to the property in 2021 also came in March 2023. He said that he initially told the
property managers that the sump pump was not adequate for the property but they did nothing to correct the issue. And he was right. Our yard flooded frequently and water pooled in our
crawl space. That inspector recused himself from this project after I asked to see the mold report from his visits. We also sent mold samples from inside the house to a testing agency.
Their findings showed that we had three different types of mold, at significant levels. See attached. It is imperative that an officer visits the property and insures that proper remediation

and moldy, no proper ventilation in bathroom, fan wasn't working only making whirring sounds, hair and dander on bed, walls, floors & baseboards. Bed bug infestation. Proper bedding
not provided. One dirty blanket and sheets not cleaned properly. Exit/entry doors not working properly. Hard to open and close would not shut properly, I do not recall seeing any fire
alarm or carbon monoxide detectors in the room. I'm covered in bug bites on my torso and have had a headache and nausea since staying at the rose garden inn. I reported these concerns
to staff and have yet to hear back from any manager or supervisor. There is no sense of urgency to address the above issues.

The Health Department has reported that a business moved in without the proper approvals. They have reported concerns that tenant improvements have taken place without a permit. Quick
research has determined that two refrigerator units have been installed in spaces that were previously used as fitting rooms. The installation of these unit would have required minor
framing and potential electrical modifications without a permit.
Large concrete cement mixer truck outside pumping major amount on concrete to the unit and sinks and kitchen equipment all move out to the street, seems like a major make out without

RP is a property manager and is reporting that the tenant of unit K reported that the property owner added a bedroom to the living room of the unit without permit. The unit is supposed

day along with a lot of foot traffic. The house has numerous pounds of trash and drug paraphernalia also . We have been arresting people and recovering stolen property from these properties.
Can you please make contact with the property owner of 1061 Murray and the property owner for the house at the corner of Casa and Murray. The homes are a safety issue and hazardous

A contractor appears to be installing a retaining wall near the city sewer main and damaged and replaced a sewer lateral. City staff was performing biweekly inspections at our Foothill

on me, with noise and traffic on the property, and with no consideration to my safety. 1. I was not informed construction would begin nor has there been any communication to me about
hours of work, so I might avoid the worst of them, by not being here. 2. My work starts at either 2AM or 4AM, so I depend on having a peaceful time during the day, so I can nap. My
work schedule is known to my landlord. 3. Stairs I might use to egress from REDACTED in case of fire, or other emergency, were removed, with no notice to me. I did not notice they were
missing for a number of days after they were removed. Had I attempted to egress the building, from the side, believing the stairs were still in place, I believe my egress may have failed
with me injured on the ground and unable to egress further. 4. Construction debris is being stored in a walkway that I also might use in an egress attempt. This walkway is also used

I am the tenant at REDACTED. For almost two months my landlord has been on the property doing work, almost every day without notifying me of what work will be done, when, or by who.
In previous reports to you I've described how the work has been a nuisance and unsafe to me and because the job foreman, my landlord, does not appear to be trained in any way in job
site safety. I also believe that for the extensive work being done that permits should have been sought for at least deckwork, electrical work, demolition work, grading, and paving,
and had they been sought it would have required a plan in place for the work, and a plan that addressed tenant comfort and safety, for which no plan seems to exist and my landlord just
does whatever he feels like, on any particular day. I ask that a STOP WORK be issued until it is determined if permits are needed, particularly for the grading, because the extensive
grading has grossly changed the drainage pattern and is likely to create a problem for properties on Sydney street, below REDACTED. There is a plan on file showing the drainage pattern
of the property, before this work was done and represents work I did in 2012, when I was issued a stop work for doing grading without a permit, and in doing identical work to what was
just done here, and then had to correct it.

Hi, I am REDACTED, a former tenant at the address above. My number is REDACTED. I experienced many bad conditions living here and negligence by the landlord. I want to report code violations
at this house. To give background, it was built in 1911. Most of the house is original. Bare minimum maintenance is there, and the landlord does not pay attention to things unless repeated
multiple times. He also took too long for a security deposit return, and was never fully honest on things with deductions and other things taking place. My old roommates were REDACTED.
All of them can vouch for me if needed. Below are code violations that have been breached by landlord REDACTED, owner and landlord of REDACTED. REDACTED number is REDACTED. I would
like someone from Code Enforcement to check out the issue, such as an officer or official. It seems that there are numerous things done off the books and not up to code. Then, would
be good to hold the landlord accountable. My friend lives here now and I do not want him to experience the same struggles. REDACTED is a shady person and needs to be stopped. After
living here, there are issues regarding violation of the following codes. The landlord would always build over the problems and not fully address the issue. It would also take weeks
to figure out the problems.The old swimming pool is just under the current deck, and I believe was not shut down properly. The roof is damaged and allows leaks from rain and was never

An investor purchased the home located at 318 Buena Vista this past January. They renovated the house and are renting it to five Cal Poly students. There is a small shed in the backyard
of the property. We asked the new owners what they intended to do with the shed, and they indicated that they were going to convert it into a "study room" for the new occupants but
that no one would actually live in it because the shed is not properly insulated. Recently, however, the new owners had an HVAC/heating unit installed to serve the shed. We suspect

Tall, dead grass and weeds in both the front and back yards. This mess represents a fire hazard. Home is a rental for college students and there is no regular gardening service. A large

The house at the corner of 644 Islay Street and Nipomo is in a very sorry state with deteriorated wood and primer paint for over 25 years. More than 25 % of the paint is missing and
more than 500 square feet is exposed as per the code this is a violation. For the last 2 months the homeowner has been demolishing the front entry stair well to the house. No more stairs
exist and rotting lumber left out in the front yard. Does homeowner need to have a permit for this work? Is this considered a public nuisance or a safety hazard to the neighborhood.

There is a dilapidated structure in the backyard of 1189 Buchon St. On the weekend of October 7th, the roof shingles were removed and the entire roof framing was taken down,with only
four walls standing. Over the course of the weekend they built a new roof frame, sheathed it, and put on comp shingles. They worked both Saturday and Sunday using power tools and starting
before 8 AM each day. The roof was 99% completed over the weekend. My concern is that the rebuilding of that roof was not permitted, and it also appears the owner may be getting ready
to use this structure as a residential property. According to the planning department, there is no permit for the structure. There is also a driveway apron that was recently installed
on Buchon, directly in front of the structure in question, and it doesn’t appear that this apron was permitted. Additionally, the property now has two driveway aprons…one on Buchon
Street and one on Torro Street. The one on Torro Street was in poor condition and was rebuilt this year with a permit. ( Is it allowable to have 2 driveway aprons on one parcel? When
I relocated my garage entry to the alley on our lot, the city required us to remove the original apron which was on Torro Street).

There are two stairwell access points on the condo buildings severing two floors each. The stairs have standing water on the landings, do not have high visibility markers for the steps,
and are are metal stairs with standard paint without and extra grip installed. I believe these were not built to code and should not have passed insection. The building was completed
in 2020, the first condos sold in 2021 and the HOA and owners of the condos have been trying to take steps to get this remediated as they pose a safety risk to the occupants and general
public who use the stairs.

John Mezzapesa and I inspected main dwelling unit (1 of 3) on site. I observed that one of the electrical breakers in an electrical panel located in the top floor hallway was taped in
the "on" position. The occupant corrected the issue and took the tape off of the breaker. Thus, violation corrected on site. However, a door to the garage was missing and completely
taken off the hinges. Occupant stated that the door swings open opposite of the main entry door to the dwelling unit. This issue remains to be resolved.

There is no hot water in our laundry room. We filed a maintenance request 3 months ago and the issue has not been addressed. This has become a major issue especially since my roommate
and I have been dealing with fleas for 3 months now. According to several online sources, it is necessary to wash everything in hot water to fully kill the fleas, which we cannot do
because our washers only have cold water. We do not have any animals in the house, and we have extensively cleaned the house multiple times and used flea foggers as well. The issue
has persisted since we are unable to wash anything with hot water. I have flea bites all over my legs and it's becoming a significant health issue. We have reached out to our landlord
many many times in the past 3 months and at this point she straight up is not answering any of our texts or calls about anything. The last time we were able to get in contact with her
was October 26th, so it has been well over a month now. At this point, I don't know who to contact but I am really tired of dealing with the fleas and not being able to have hot water,

Safe Housing (Substandard housing conditions)
I am concerned For the health and wellbeing of my elderly neighbors. They have been living in their own back yard for well over a year with only a portable outhouse in the front yard
as their bathroom. This is the result of home flood which I believe was nearly 2 years ago, and they have been living in the back yard with their house gutted inside throughout. They
have two very large shipping/storage containers parked in their driveways, along with an RV in which their son, a man well known to SLO PD, is residing and causing disturbances and
threatening his parents. The homeowners’ back yard, where they reside, shows overwhelming evidence of hoarding. It is a literal junkyard and seems highly unsafe in a residential area.
We have rats in the neighborhood which I believe stem from their back yard. While they are incredibly kind people, they seem incapable of maintaining the home in a safe manner and I
would like to have the city’s help keeping them safe and getting the neighborhood back to looking and feeling safe.
Good afternoon. This past week (11/30/23), SLOFD Fire Prevention staff recently conducted a state mandated fire & life safety inspection at F. McClintocks, located at 686 Higuera Street.
During field inspection the interior wallboard and associated roof structure above the dining area was found damaged. In addition, a synthetic covering (tarp material) was found installed
over the exterior roof structure to prevent further water intrusion into the building. Per the manager onsite, I was advised that the business was in the process of repair to the roof
materials as noted above. At this point in time, it is my evaluation that the building is currently occupied and open for business several days per week. See attached inspection report.
