Good Evening Mayor and City Council, I support expanding the Safety Enhancement Zone for St. Fratty’s Day and the weekends before and after Halloween. Please watch the videos linked in this email that show the activities near my home on St. Fratty’s Day 2023 and the weekend before Halloween 2023. On St. Fratty’s Day, people were allowed to climb the utility pole on Hathway and Bond for several hours and the police did not intervene even though there were officers in the area who watched the pole climbing. The video shows separate incidents and doesn’t include every pole climber but gives you an idea of the morning activity. I work in Emergency Medical Services and have transported patients who have died from falls from much shorter distances. I'm bewildered as to why there was no intervention by law enforcement to stop this and other high-risk behavior during last year's St. Fratty’s Day event. St. Fratty’s Day and the weekend before Halloween have become ridiculous, and have been allowed to expand especially in the last couple of years. The house parties at the illegal fraternities are like bars or nightclubs with parades of screaming college students, seeking out the fraternity houses and going from one party to the next. You have to witness it firsthand to understand and believe it. No words can explain it and the videos don’t do it justice but will give you a general idea of what happens in front of my house and at an intersection less than a block away. It has kept me awake when I need to sleep for my job and It also saps our city’s resources and fills up the ER with patients with alcohol intoxication. Lastly, I believe that the parties that are allowed in my neighborhood would not be tolerated in other neighborhoods like The Arbors or Sinsheimer. It would be shut down immediately and yet it's allowed to continue year over year in my neighborhood. It seemed strange to me to hear SLOPD employees saying their goal was to keep people safe during the 2023 event. Their goal should also be to enforce the law, citing the noise that wakes the neighborhood, prevent crowds from illegally blocking public streets, and stop those engaging in illegal behavior. Long-term, permanent residents still live in my neighborhood and deserve the same respect and enjoy the same rights that those in other neighborhoods do. I would appreciate it if the law was enforced equally, or even enhanced in my neighborhood considering the degradation because of the high concentration of illegal party houses that have been allowed to move in this neighborhood. Thank you for your hard work on these issues. Approving the Safety Enhancement Zone is a step in the right direction and would be a relevant tool for SLOPD.
