SUBJECT: 145 South St. ARC 23-02
New noise wall and landscaping as part of the South Street widening in the
Mid-Higuera Street Enhancement Area. Caltrans, Applicant.
Dear Mark Cresswell:
The Cultural Heritage Committee, at its meeting of April 22, 2002, took two separate
actions:
1) The Committee determined that five bungalow units (in three buildings) to be
demolished do have historical, architectural and aesthetic significance; however
overriding considerations support their removal due to public safety concerns and
because a sufficient number of original bungalows will remain to convey the
historic character and significance of the Sleep Off the Highway auto court, and
2) The Committee determined the proposed noise wall is consistent with the Mid-
Higuera Street Enhancement Plan and architecturally compatible with the
surrounding area, with the recommendation that wall design be simple, primarily
constructed of masonry, with a limited amount of clapboard siding or comparable
treatment, possibly to accent the bus waiting shelter and driveway entrance areas.
The motions carried on 7-0 votes.
The decision of the CHC is final unless appealed to the City Council within 10 days of the
action. Any person aggrieved by a decision of the CHC may file an appeal. After the
appeal period, this determination is final and shall run with the land.
