Hello SLO City Council and Alta Vista concerned residents, I am writing this email in support of double fine zones in our Alta Vista neighborhood due to an increase in frequency of such events (mostly driven by Fraternities) as "St. Fratty's Day" and "Halloween." With ample evidence that SLO residents are affected by these events, I am recommending a wider time zone of double fines because this seems to really be effective in deterring the large party events and reckless party behavior that I have witnessed in recent years. Cal Poly Greek representatives unfortunately are not helping this trend a great deal. They failed to even recognize the term "St. Fratty's Day" last year when Alta Vista residents called upon them to do something to deal with the over 3000 partiers that gathered at Bond and Hathway Streets. I must say that SLO City (had some 22 officers on the scene) and Cal Poly were very lucky to not have any major injuries or fatalities in last year's 2023 St. Fratty's gathering. I personally feared for my family's safety that morning because I had multiple incidents where intoxicated individuals were trespassing on my property, gathering, vomiting, and urinating on my driveway, fences and backyard. I also had notified SLO PD to help, yet was told by dispatch that they had all of their officers on the 3000+ crowd busy and not available. Incidentally, I had warned the SLOPD weeks prior and discussed with an officer they were welcome to use my driveway as a command post, yet only witnessed them around the corner just watching the crowds. That left me to deal with the unruly and drunk individuals. Several became angry and told me to F*** Off and worse. I refrained from fighting them. I appreciate you taking any action needed to reign in the dangerous party environment/playground that Alta Vista neighborhood has become. With some 10,000 students living on Campus and wanting to join in the annual party festivities often hosted by Fraternities, SLO residents would appreciate safety measures in place for known future problematic events.
