AWARD CONSTRUCTION CONTRACT FOR THE MITCHELL PARK REVITALIZATION PROJECT, SPECIFICATION NO. 2000188 Staff received the following question, regarding the Mitchell Park Revitalization Project. The question is below with staff's response shown in italics: 1) From the 10/17/2023 Council meeting, Item 6c, the following was included in the staff report: "The project's Base Bid includes the shade structure, benches, and bocce ball court. The project's Additive Alternative A includes the picnic tables and chess tables. If it is not within the available budget to award the additive alternative, staff will investigate if the picnic tables and chess tables can be donated from a local community group or be purchased through other funding at a later date." Please explain why we wouldn't follow that initial approach since the project bid is over budget, and the add alternate is double the engineer's estimate? All four bids received on November 16, 2023, exceeded the Engineer's Estimates, requiring additional funding to construct the project. Staff identified additional funding from the Park Improvement Fund (Fund #519) after the project advertisement, and it was found that the available funding was sufficient to support the award of both the Base Bid and Additive Alternate A, leaving a remaining balance in the Park Improvement Fund of $329, 907. Additive Alternate A will provide picnic tables and chess tables that will provide additional seating to support play at the bocce ball court, complete the entire scope of the designed project, and include desired improvements for the community. Council could direct staff to pursue donations, but timing for the donations, installation, and the entire scope of the project work may not be completed timely in accordance with the State Grant.
