Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings have returned to an in-person format. To provide public comment during the meeting, you must be present in the Library Community Room, 995 Palm Street. PRC Minutes - December 6, 2023 2 | P a g e Wednesday, December 6, 2023 5:30 p.m. REGULAR MEETING Library Community Room 995 Palm Street CALL TO ORDER: Chair Bob Spector called the meeting to order at 5:30 p.m. ROLL CALL : Vice Chair Kari Howell, Commissioners Rick Blair, Toni Kincaid, Kris Roudebush, Adam Stowe and Kari Duperron (absent). PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. No public comment CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Commission of October 11, 2023 Minutes approved: Motion made by Commissioner Stowe and seconded by Commissioner Kincaid. Recognition to City of SLO Parks and Recreation Department for California Parks and Recreation Society (CPRS) District 8 “Champions of the Community” Awards (Avakian – 15 min) a. Monday Meet-Up Community Special Events b. SLO Senior Center Executive Board c. Jack House Docent Volunteer Program 3. Receive Presentation from City Biologist Regarding New Environmental Signage at Mission Plaza (Otte – 15 min) City Biologist, Freddy Otte, presented background content and new educational signage about the Monarch Butterfly that will be added to the Mission Plaza area along the creekside. 4. Receive Presentation from Adam of SLO Throwers Disc Golf Organization (20 min) a. Adam Scott of SLO Throwers – Overview of Disc Golf history, the pros of having Disc golf in the community and the five reasons Disc golf is good for a community. Costs and installation reviewed. UDisc membership and growth discussed. Sinsheimer and Laguna Lake Park Courses reviewed. All equipment and installation managed by volunteers. Short- and Long-Term UDisc goals outlined. Additionally shared information about special events, including hosting events at the Laguna Golf Course (traditional golf). Commission Questions: Commissioner Blair – Is there potential for additional new disc golf course at LLGC? Both types of golf could be played at the same time. Commissioner Howell – Maintaining the course? Membership fee? Perhaps a survey to find out what the public would like to have in addition. Adam Scott– We raise annual funds which go back into the club and would appreciate new locations for building courses and plan to enhance the current courses. Chair Spector – Great community partnership. Present a plan of what would be needed to make the courses more desirable. Director Avakian – 20 plus year relationship between the City and the Club has been a good one. What’s next? The Laguna Lake Park master plan provides an opportunity to refurbish and add amenities. 5. Receive Department Updates (Staff - 30 min) a. Director Report – Current Project Status Reports – Blues Baseball, Sesloc Parking Agreement, Multiple drop-in sports groups. City-wide Fee Survey. Sponsorship Program (programs, events, facilities). Lizzie Fire – Bowden Ranch Trailhead. Cheng Park Beautification Project. Mitchell Park – Revitalization Project (March 2024 completion target date). North Broad Street Park. Emerson Park Beautification Project (project start is Fall 2024). Righetti Ranch Park System (Project start date is Fall 2024). Laguna Lake Dog Park PRC Minutes - December 6, 2023 4 | P a g e Revitalization (Anticipating a project start date for late Summer 2024) Playground replacement Designs for Vista Lago Park Playground and DeVaul Park Playground. Oasis Design will present in January. b. Divisional Update – Community Services (Adult Softball, Youth Clinics and Youth Basketball Registration) Jack House and Senior Programs. Public Art (new public art coordinator starts in January). Youth Services (Winter Family Fest, Busy fall season), Volunteer Program (Arbor Day at French Park and Volunteer Hours). c. Divisional Update - Aquatics (Programming Updates, Winter Pass incentive, Lifeguard training). Golf (Operations and Maintenance overview, tree planting, Chipping Green under construction in CYQ1 2024). Facilities (Indoor/Outdoor facilities and Citywide Special Events (Reindeer Run, Holiday in the Plaza and Community Roller Disco). SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS 6. Subcommittee Liaison Reports (Chair– 15 minutes) a. Adult and Senior Programming: (Commissioner Blair) – All going well. b. Active Transportation Committee: (Vice Chair Howell) – We met in November and had a discussion on the paving plan and bike accessibility. Connectivity plans are in place for connecting the city’s new developments to downtown. Also discussed safety trends. c. Youth Sports Association: (Commissioner Stowe) – No update. d. Jack House: (Commissioner Kincaid) – No report. e. Level of Service Sub-Committee (Commissioner Blair) – The Sub-Committee has been kicked off. Research and data gathering are underway. Have the needed information to begin evaluations and analysis and we plan to present more information in CYQ1 2024. Communication: Motion made and approved to move the meeting of January 3, 2024 to January 10, 2024.
