A RESOLUTION REGARDING FORMATION OF AN AD HOC
TRANSPORTATION COMMITTEE.
WHEREAS, considerable interest has been expressed by
individual citizens and citizen groups for a mass transportation system
for the City of San Luis Obispo; and
WHEREAS, the President of the California Polytechnic State
University has expressed the interest of that institution in a mass
transportation system that would assist in relieving parking and
vehicular traffic problems on the campus and in the surrounding areas;
and
WHEREAS, the growth of the City of San Luis Obispo and the
California Polytechnic State University has produced traffic and parking
conditions which are becoming critical; and
WHEREAS, there is concern that continued expansion of the
circulation system of the City to accomodate unrestrained use of the
individual automobile may produce conditions which will alter both the
character of the community and do irrepairabie damage to the environment;
and
WHEREAS, attempts by the City to promote a privately operated
transit system have tailed;
THEREFORE, be it resolved by the Council of the City of San
Luis Obispo as follows:
1. That an Ad Hoc Mass Transit Committee be established to
study the feasibility of a public mass transit system to serve the City
of San Luis Obispo, said system not necessarily constrained by the
corporate limits of the City.
2. That the Ad Hoc Mass Transportation Committee consist of
seven citizens selected as follows:
a. One person from the Cal Poly student body.
b. One person from the Senior Citizens Organization.
c. One person from the Citizen's Advisory Committee
who can articulate the needs of low income families.
d. One person from the business community.
e. One member of the Planning Commission.
f. Two persons with technical transportation /planning
expertise.
The Cha.irman shall be selected by the Committee from amongst its
membership.

3. That the Director of Public Works be designated the staff
officer to coordinate the work of the Ad Hoc Committee and that the
Director of Planning and Building and the Chief of Police also serve as
ex- officio members.
4. That a meeting expense account in the amount of $400.00 be
established from the undesignated reserve account.
5. That the Ad Hoc Committee undertake the following tasks
and report its findings and recommendations, after consultation with the
Planning Commission, to the City Council:
Task I. identify those segments of our population whose
mobility is limited because of lack of public
transportation.
Task II. Identify those segments of the community which
are in danger of breaking down if continued
unrestrained use of the private automobile is
permitted.
Task Ili. Make a judgement assessment as to the probable
benefit that would accrue to the City should a
public mass transit system be initiated.
ASSUMMING THE BENEFIT ASSESSMENT IS POSITIVE:
Task IV: Formulate the charge which should be presented to
a Professional Transportation Consultant who would
undertake the precise studies needed to determine
the feasibility of various systems and recommend
a workable system for San Luis Obispo.
Task V. Prepare a list of Professional Transportation
Consultants who would be qualified to do such work
and assist the City Council in a final selection.
Task VI. Monitor the work of the consultant. Serve as the
sounding board for public reaction to the consultant's
proposals. Critically evaluate the.final proposal
and recommend to the City Council an appropriate
implementation procedure.
6. That the Ad Hoc Committee proceed with all diligence and
speed so that Tasks I - V might be completed and presented to the City
Council at its' February 1973 Study Session.

On motion of Councilman Gurnee, seconded by Councilman Brown, and on
the following roll call vote:
AYES: Councilmen Blake, Brown, Graham, Gurnee and Mayor Schwartz
NOES: None
ABSENT: None
the foregoing Resolution was duly passed and adopted this 24th day of October,
1972.
