The questions are below with staff’s response shown in italics: 1. Do we have a formal business plan for the work we do with TBID money? If so, how often is it modified/changed and does that TBID review/revise? (are they the body responsible for this, is the question?) Where is the plan? The TBID maintains an adopted marketing and business plan that is posted online for public access through the TBID section of the City’s website which outlines the marketing initiatives and high-level budget expenditures for Visit San Luis Obispo. The TBID Board is responsible for the plan. The plan is reviewed continuously by the TBID Board throughout the year as work programs are implemented, however it is formally updated annually as part of the budget process with Council approval of the corresponding contracts. The timeframe of the plan has fluctuated in recent years between one-year and two-year durations, to maintain flexibility in response to COVID-19. Beginning in FY 22-23, the TBID Board adopted the first two-year strategic marketing and business plan since the pandemic, and currently the TBID is implementing the second year of the plan which was amended for FY 23-24. The two-year plan was also included in the report Council approved July 11, 2023 for the Adoption of the FY 23-24 Community Promotions Program for TBID and PCC.
