Have you had the opportunity to read your interview which occurred on July 7, 2020, at 1308 hours with SLOSO Detectives Lopes and Guiton? Is the incident fresh to your recollection? Did you review BWC video or other reports before this interview? How long have you been a law enforcement officer? What agencies have you worked for? How many years have you worked for the San Luis Obispo Police Department? In your time as a law enforcement officer what special assignments or ancillary positions have you held? Since the incident have you spoke to anyone involved in this case about what occurred? I would like to direct your focus on the time frame just before Mason Lira was shot. What was the overall mission of the operation? For this event what was your assignment and the others on your teams assignments? What was the team mission? Who were you with? What was your uniform? Who was your team leader? What experience and/or training do you have that would be applicable in this situation and help you be more successful? Did your team have a plan or discussion of how to proceed? As part of the planning was anyone assigned lethal and less than lethal coverage? Any spotters? On June 11th did you discharge your rifle or handgun? Please describe the location where your team was set up and any other operators in the area, the operators around you, and the terrain? (Provide Map of Shooter Locations) Were there snipers assigned to your team? What were the weather and lighting? What weapon systems were you carrying? Do you have any type of sight picture enhancer on your weapons? Explain more? MOA How were you feeling emotionally when you decided to discharge your weapon? What were you shooting? What was your backdrop? Was there a person or building in between you and Lira when you fired your weapon? How many rounds did you fire? How far away from the suspect were you when you took your shots? Was Lira visible when you shot at him? Looking through your scope what was your sight picture? What was your shooting position/platform? (Stationary or moving) What was the terrain between you and the suspect? What was your background when you discharged your firearm? Did you know where the “Forward Command POST” was set up? Was there any civilians or officers in between you and the suspect when you fired rounds at Lira? Were you operating your weapon on semi or full auto? Did you see Lira possess a weapon? Did you see Lira discharge a weapon at any time? Did your rounds hit Lira? After Lira fell to the ground what was your after-action response? Teams’ response? Have you discussed this incident with anyone after the incident? If so, who? Since the incident, have you attempted to recreate your actions during the Lira Shooting? why? (If no then call him out about t. koz) Did you ever share this information with anyone? What were the results of your reenactment? Wrap up: Based on where you explained you and your team members were and what shooting planform they were in along with the other resources (snipers) do you think that you’re discharging your rifle at Lira was appropriate it. Standing, moving and shooting is better than kneeling or prone.
