1. CALL TO ORDER
A rescheduled Regular Meeting of the San Luis Obispo Human Relations
Commission was called to order on January 10, 2024 at 5:02 p.m. in the Council
Chamber at City Hall, 990 Palm Street, San Luis Obispo, by Chair Colyer-Worth.

3.a CONSIDERATION OF MINUTES - DECEMBER 6, 2023 HUMAN
RELATIONS COMMISSION MINUTES
Motion By Commissioner Smith
Second By Commissioner Warrecker
To approve the Human Relations Commission Minutes of December 6, 2023.
Yes (4): Commissioner Smith, Commissioner Warrecker, Vice Chair
Kasprzak, and Chair Colyer-Worth
Absent (3): Commissioner Campos, Commissioner Carlotti, and
Commissioner DeTurris

4. BUSINESS ITEMS
4.a DEI HIGH IMPACT GRANT PROGRAM REVIEW OF FUNDING
PRIORITIES
DEI Manager, Nestor Veloz-Passalaqua, presented the report and
responded to questions raised by the Commission.

Action: Commissioners provided feedback for edits/additions to the DEI
High Impact Grant Program, which will be reviewed at the next meeting.
4.b RECOMMEND CITY COUNCIL TO ADOPT DEI STRATEGIC PLAN
DEI Manager, Nestor Veloz-Passalacqua, presented the report and
responded to questions raised by the Commission.

Recommend the City Council adopt the Diversity, Equity, and Inclusion
Strategic Plan.

Commissioner DeTurris

5. PUBLIC HEARING
5.a CONSIDERATION OF THE 2024-25 COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDING RECOMMENDATIONS
Assistant City Planner Owen Goode presented the staff report and
responded to Commission inquiries.

Recommend the City Council approve the 2024-25 Community
Development Block Grant program, as recommended by staff, with a
change to section topic, “Public Services and Economic Development
15%” recommended funding:
CAPSLO, change to $47,887
5-Cities Homeless Coalition, change to fully funded at $20,333

6.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST
Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
provided updates on the following:
2024 Community Academy, March 11 through April 15, 2024
February 20, 2024: DEI Strategic Plan presentation to City Council
Year-end reports for DEI High Impact grants 2022-23 and Mid-year
reports for DEI SLO Business grants
Funding of current year grants
Community Liaison assignment reports
Chair Colyer-Worth provided an update on the 2024 Central Coast Pride
committee launch.

7. ADJOURNMENT
The meeting was adjourned at 6:41 p.m. The next Regular Meeting of the Human
Relations Commission is scheduled for February 7, 2024 at 5:00 p.m. in the
Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo.
