DISCUSSION
Background
The City follows industry best practices and allocates resources to address the life cycle of its
playground equipment in parks. The City aims to replace playground equipment in parks every 15
years. The next two scheduled playgrounds for replacement are Vista Lago Mini Playground and
DeVaul Park Playground.
Vista Lago Mini Playground (1170 Vista Del Lago), installed in 2001, is in the Laguna Lake area
of San Luis Obispo, near Laguna Middle School bordering Prefumo Creek. Current amenities at
Vista Lago Park includes turf area with picnic tables, bench seating, and a playground. This project
includes replacing the playground structures with equipment for children 2-5 years of age and
5-12 years of age, adding shade, replacing seating around the playground, and potentially adding
a hydration station.
DeVaul Park Playground (1651 Spooner Dr.), installed in 2002, is off Madonna Road and Spooner
Drive near the Irish Hills Trailhead in San Luis Obispo. Current amenities include a playground,
picnic areas, bench seating, drinking fountain, lawn area, and a basketball court. This project
includes replacing the playground equipment with equipment for children 2-5 years of age and 5-
12 years of age, adding shade, replacing seating, and replacing the hydration station.
Meeting Date: January 10, 2024
Item Number: # 3
Vista Lago and DeVaul Park Playground Equipment Replacement Projects Page 2
The City has contracted with Cannon and Oasis Associates to design the playground replacements.
Oasis created conceptual layouts featuring playground equipment for 2-5 year olds and 5-12 year
olds.
Public Outreach
The public’s input about its parks and park amenities is a critical foundational step that staff
facilitates with all projects in parks. City staff conducted an in-person Open House at the Monday
Meet Up Event at DeVaul Park on August 14, 2023 and an Open House at Vista Lago Park on July
26, 2023, as well as promoted an online survey for both playgrounds from July 2023 through
August 2023 to receive community input on the proposed conceptual layouts for the design. Staff
have reviewed the results of the survey and will incorporate the information in the final design.
The results of the survey will be posted on the Parks and Recreation Current Projects website.
Previous Parks and Recreation Commission Meeting
On October 11, 2023, staff presented an overview of the public engagement process and two
conceptual layouts for each of the playground replacement projects for the Vista Lago Park and
DeVaul Park.
Staff received feedback from the commission and the public on the preferred layouts and features
to include in the final design. Staff used input from the meeting to update the design features and
produce one revised layout for each park.
The revised layout for Vista Lago Park widens the playbox footprint incorporating new playground
equipment with shade (for 2-5 ages and 5-12 ages), replaces swings, and adds a sandbox and a
hydration station with a drinking fountain. When entering the park on the right-hand side a walking
path will be added to an extended picnic table area, the existing picnic table near the back fence of
the park will be eliminated and the turf will remain between the new playground area and picnic
area.
The revised layout for DeVaul Park includes new playground equipment with shade in the existing
playbox footprint (for 2-5 ages and 5-12 ages), updating the drinking fountain with a hydration
station with a drinking fountain and replacing the adjacent existing concrete picnic tables with new
shaded picnic tables. Along the playground closest to Madonna Road there is a new extended
walkway with two new benches that connects to an existing concrete slab with another upgraded
picnic table. Three new benches will be added along the turf and main path opposite the main
entrance into the playground area. The picnic table closest to Spooner Drive will also be upgraded.
PARKS AND RECREATION COMMISSION CONSIDERATION / NEXT STEPS
The Parks and Recreation Commission purview is to review and make recommendations for
changes which could have an impact on the City’s parks and park facilities. Staff will review all
feedback from the Parks and Recreation Commission Meetings to accompany the July 26, 2023
and August 14, 2023, Open House, as well as the on-line survey results. This feedback will be
used for staff to work with Oasis and Cannon to create construction documents to meet the desires
of the community.
