Hello, my name is Anika Clements and I am a resident of Stanford Drive off of Highland. I was looking at the
upcoming paving plans and wanted to add my input about the intersection at Highland and Cuesta. This is a
particularly difficult intersection because it is a four-way stop but offset. So it is tricky for pedestrians to know
where they can cross. It is also tricky for cars to know where they are allowed to park, especially in light of the
new state laws about parking at least 20 feet from a marked or unmarked crosswalk. It would be great if your
engineers could revisit this intersection and make sure to color the curbs red where needed. I didn’t see that on
the plans. There are often cars that park on the north side of Highland between the marked crosswalk and the
north part of Cuesta Drive. These cars block the view of the intersection at the end of Cuesta, making it difficult
for bikes or drivers turning north onto Cuesta to see pedestrians. Also, could you please move the stop sign on
Highland closer to the stop line? Right now it is about 20 feet away.
I also see that you are putting in a bike lane going up the hill on Highland towards Santa Rosa St. This is a
tricky area for bikers as that hill is very steep and it is a tight squeeze when cars pass bikes there. I know you
were concerned about eliminating parking spots. Is there a reason parking is not allowed in front of Bella
Montana? Would there be a way to make a right hand turn lane into Bella Montana going down the hill? Or
maybe the speed cushion in the location? It is super dangerous when vehicles and bikes are speeding down
the hill and a driver brakes to turn right into the housing complex.
Thanks for all your hard work making our city better. There are some really good ideas in the paving plan. I am
a fan of all the stop signs in the Patricia area. That neighborhood is so confusing to drive in without knowing
who has the right of way. Not being from California, intersections without stop signs have always confused me.
Another comment I have is about the San Luis Dr. neighborhood and wanting to prevent illegal U-turns from
people associated with the high school. I get it because I always have to make a U-turn because there’s no
outlet in that neighborhood. Instead of prohibiting U-turns, is there a way we could make it clear where U-turns
are allowed? Otherwise, there may be a lot of traffic driving through the neighborhood just to turn around,
which I am not sure they will appreciate.
