DISCUSSION The Utilities Department is seeking public input while developing proposed changes to the municipal code. Staff from the Utilities Department will provide the Construction Board of Appeals an informational presentation and ask for public input during the regular meeting. Members of the board will be able to discuss the presentation and provide staff with input. Members of the public will also have an opportunity to provide feedback during public comment. This presentation is being delivered to the Construction Board of Appeals since some proposed municipal code changes will be enforced during the permit application review and inspection process. The presentation will cover, but may not be limited to the following topic: Additional requirements above and beyond the California Plumbing Code for separating fats, oils, and grease prior to entering the city sewer system:  A formula that considers customer traffic for sizing  prohibited devices  maintenance requirements  inspection and best management practice details  exceptions and triggers for replacement of existing interceptors Page 47 of 47 2/22/2024 staff presentation 1 1 Utilities Department Draft Municipal Code Updates February 22, 2024 2 Fats, Oils, and Grease Discharge Control 1 2 2/22/2024 staff presentation 2 3 Why FOG Control is Important Protects the wastewater collections system Protects the wastewater treatment plant Reduces the amount of sanitary sewer overflows 4 What is likely to change? 1.Sizing requirements of grease control devices (GCDs) 2.GCD replacement requirements 3.Maintenance requirements 4.Prohibited devices 5.Kitchen best management practices (BMPs) 3 4 2/22/2024 staff presentation 3 5 6 How do we currently size traps and interceptors? 1.Calculate size by flow rate. a.(Volume of drainage fixtures (cu/in) / 231)(0.75) divided by either 1- or 2-minute drainage period 2.Example: a.3-compartment sink – fairly standard iii.(12 in x 12 in x 18 in) (3) b.Kitchen also has a prep sink iii.12 in x 12 in x 18 in c.These two things are plumbed to the grease control device (GCD) 5 6 2/22/2024 staff presentation 4 7 Example 1.(12" x 12" x 18")(4) a.5,184 / 231 = 22 gallons b.22 x 0.75 = 16.5 gallons c.Divide by a 1-min drainage period because they are putting it beneath the 3-compartment sink 2.They could buy a Schier GB1 GCD 20 gpm unit, which holds 70 lbs of grease 3.This does not take into account the type of food that is being prepared, the number of customers service, or the cleaning frequency 8 New Sizing Requirements Size needs to be calculated by flow rate according to the California Plumbing Code (CPC) and grease capacity. •Grease capacity is calculated by the type of food (grease factor) X meals/customers per day X days between cleaning •The approved GCD will meet both the minimum flow rate per the CPC and the minimum grease capacity. 7 8 2/22/2024 staff presentation 5 9 Calculating Grease Capacity 10 Calculating Grease Capacity 9 10 2/22/2024 staff presentation 6 11 Calculating Grease Capacity 12 GCD Replacement Requirements •They are structurally failing •During any new construction, tenant improvement, or remodels completed after July 1, 2024 •FSE caused or contributed to a FOG-related blockage, build-up, or increased maintenance of a city sewer •FSE has improperly installed or sized a GCD •Current sizing requires servicing more frequently than 30 days 11 12 2/22/2024 staff presentation 7 13 14 Maintenance and Reporting Requirements 1.Hydromechanical grease interceptors shall be cleaned at least once every 30 days 2.Non-conforming gravity grease interceptors shall be cleaned at least once every 3 months 3.May require more frequent cleaning if FOG layer plus the settled sludge layer exceeds 25% or the total liquid depth of the GCD 4.Records shall include: a.Date of cleaning service b.Name of hauler c.Copy of invoices at the time of inspection 13 14 2/22/2024 staff presentation 8 15 Prohibited Devices •Gravity Grease Interceptors •GCDs built from concrete •GCDs built from metal, including metal GCDs with Acid Resistant Enamel or Epoxy Coatings 15 16 Kitchen BMPs •Dry wipe cooking pots and other equipment prior to washing to remove fats, oil, and grease •Install screens in all floor and sink drains •Maintain vent hood and filters •Wash all floor mats, grills, and greasy kitchen equipment in a drainage system connected to a GCD •Recycle food scraps •Place “No Grease” stickers in dishwashing area 16 15 16 2/22/2024 staff presentation 9 17 Utilities Department Draft Municipal Code Updates http://www.slocity.org/utcodeupdates Chris Lehman | Deputy Director, Wastewater clehman@slocity.org We are looking forward to hearing your feedback! 17
