Box 1069 San Luis Obispo, CA 93406 Dear Mr. Smith: CITY OF SAN LUIS OBISPO OCT - 5 N01 COMMUNITY DEVELOPir,`-NlT UNOCAL TANK FARM ROAD PIPELINE: PROPOSAL FOR REVISION TO PREVIOUSLY APPROVED WORK PLAN FOR MONITORING WELL INSTALLATION ON SPICE HUNTER PROPERTY In a letter dated October 23, 2000, Regional Board staff approved the removal of nine ground water monitoring wells from the northeast corner of the Spice Hunter property. In addition, that same letter noted approval of a May 1998 work plan in which four replacement monitoring wells were proposed for the Spice Hunter property (see attached letter). After finally obtaining an access agreement from Spice Hunter representatives, the nine wells were removed during the week of September 10, 2001. On September 14, 2001, Mr. John Ljung contacted Regional Board staff to discuss Unocal's desire to modify the May 1998 work plan for replacement monitoring well installation. Mr. Ljung proposed moving one of the four replacement monitoring wells to a location outside the boundary of what previous monitoring data have shown to be the limit of hydrocarbon contamination. Because the Regional Board is still interested in knowing if and/or how the hydrocarbon contamination on the Spice Hunter property changes over time, the request for modification of the May 1998 work plan was denied. Mr. Ljung agreed to schedule well installation per the approved work plan. As noted in our October 23, 2000 letter, Unocal is still required to provide us with a report of well removal activities, including the status of the damaged wells and the volume of oil removed via a vacuum truck from each well. This report should be provided within 45 days of removal activities. An appropriately registered professional must certify that the wells were destroyed according to California standards. In addition, the following points from the October 2000 letter are reiterated: Due to the nature of the contamination within the plume and the fluctuating ground water table, the new wells proposed in the May 18, 1998 work plan should be constructed to avoid submerged screens. Therefore, the top of the screened interval for the well proposed southwest of SLOW-3 should be closer to the ground surface than 10 feet (we recommend approximately five to seven feet below ground surface). 2. All new wells should be surrounded by appropriate controls (e.g., at least three brightly colored, stable steel pipes, etc.) to prevent personal or construction vehicles from damaging the wells, as occurred with OMW-4 and ESP-2. Box 1069 San Luis Obispo, CA 93406 Dear Mr. Smith: UNOCAL TANK FARM ROAD PIPELINE: WORK PLANS FOR MONITORING WELL REMOVAL AND (NEVI MONITORING WELL INSTALLATION On October 6, 2000, the Regional Board received a telephone call from Mr. John Ljung regarding Unocal's desire to properly remove a cluster of ground water monitoring wells that Unocal has been using to monitor the Tank Farm Road Pipeline hydrocarbon plume. These wells are located on the Spice Hunter property on the south side of Tank Farm Road. In addition to the wells' removals, Mr. Ljung indicated Unocal's desire to install an additional four monitoring wells within the plume on a variety of properties located south of Tank Farm Road. Mr. Ljung indicated that work plans to address both well removal and installation had been presented to the Regional Board in February 1999 and May 1998, respectively. Our comments are noted below. Work Plan (Work Plan 1) for Monitoring Well Removal (February 24, 1999) 1. We approve segments of Work Plan I indicating the removal of 10 ground water monitoring wells (OMW4, ESP-2, ESB-1, ESB-2, ESB-3, ESP-1, ESP-3, OEW-1, OMW-1, and SLOW-5) from the northeast corner of the Spice Hunter property. 2. Work Plan 1 indicates that, " ... we propose to remove the wells, and replace them with new monitoring wells once [Spice Hunter] site development has been completed." However, based on the October 6, 2000 telephone conversation with Mr. Ljung, it is our understanding that Unocal will remove the 10 noted wells and install the four wells proposed in the Work Plan for Monitoring Well Installation during the same field mobilization effort. We recommend that rapid installation of new wells capable of being monitored during the fourth quarter 2000 monitoring event is desirable to waiting until The Spice Hunter's expansion is complete, especially because the property is not currently under any visible development. 3. During the October 6, 2000 telephone conversation, Mr. Ljung noted that nine wells on the Spice Hunter property would be removed. Note that Work Plan 1 describes the removal of 10 wells. If any deviations from the February 24, 1999 plan are intended, additional approval must be obtained from the Regional Board prior to initiation of field activities. 4. Please provide us with a report of well removal activities, including the status of the damaged wells (if possible) and the volume of oil removed via a vacuum truck from each well. The reason for the early start is the number of yards of concrete that must be poured. Each pour will consist of +/ 500 yards with the batch plant producing about 80 yds. per hour. We are using San Luis Ready Mix which is located several hundred feet east of the project also on Tank Farm Road. We will have approx. 15 - 20 workers on site at the time of construction. We may or may not be using a concrete pump, that decision has not been made yet. The project is located 1/4 mile to the east of the intersection of Tank farm Road and Higuera and is some what surrounded by existing commercial / industrail buildings. The closest large number of residences are located on the west side of South Higuera, however there are 2 small houses across the street from the project on Suburban Road. To keep the traffic noise down the concrete trucks will enter and exit from Tank Farm Road. The trucks will also wash out by Tank Farm Road. The continuing and perpetual right of County, at Grantor(s)' sole cost and expense, to remove, raze or destroy those portions of any building, structure or other object, infringing, extending or projecting into or upon said imaginary surfaces. 3. The right of County, at Grantor(s)' sole cost and expense, to mark and light, as obstructions to air navigation, any building, structure or other object, any tree, bush, shrub or other vegetation, that may at any time infringe, project or extend into or upon said imaginary surfaces. 4. The right of County for ingress to, egress from, and passage on or over said real property of Grantor(s) for above purposes. County shall exercise said right of ingress and egress only after County gives Grantor(s) twenty-four (24) hours notice of County's intent to enter Grantor(s) property. County shall not be precluded from exercising its right of ingress and egress by the failure of Grantor(s) to receive notice if County has made a reasonable effort to notify Grantor(s).
