Hi Andy and Council, I am going to try to be there tomorrow night in person but wanted to quickly summarize the items that I think are important areas of focus for staff re housing – - Fully vetting and updating the guidelines for the BMR program (I can expand on this more fully with examples if you like) - Evaluating the contract with Housekeys and limiting it to compliance and ongoing monitoring of the program. Housekeys role in the sales process has been problematic and most new construction has reverted back to the sales office being in control of the sales process which is a really good thing. Similarly, Housekeys role in the BMR resale process should be reevaluated. The last two resales I was involved in took nearly 6 months to complete. This is far too long for any seller of a BMR unit as well as for the buyer of a BMR unit. Again, happy to provide more context here. - I would encourage the City to think bigger about an alternative funding mechanism for BMR unit and Affordable Housing in general such as a bond or additional property tax assessment including considering nd taxing all units in the City which are rentals or 2 homes (these SFR units make up about 67% of our housing stock). - I would very strongly encourage Council to direct staff to as soon as possible work on seeking funds for a Down Payment assistance program. Without DPA for Moderate and Workforce buyers, many households are completely out of the mix, even for BMR units. Rents are so high that its very difficult for households to save enough and scrape together enough to fund a down payment to purchase a BMR unit. In the past, the City secured BEGIN funds, which other Cities currently have available. We should be seeking BEGIN and any alternative funding possible provide down payment and closing costs assistance to households who are of moderate income at the very least, but I’d encourage funding DPA for households up to 160% of AMI which would include “workforce” households. Again, happy to provide examples and context if any of you is interested. I do a LOT of work with the City’s BMR program and would be happy to explain some of the challenges as well as the wins as it relates to how things have been done in the past and are being done currently. There are then several ‘opportunities’ listed for additional work programs, with staff seeking council direction on which to pursue and fund, or if there are other ideas to explore. We have received very little public comment on this item, so I’m writing to a few of you who have had involvement and interest in housing to see if there are particular strategies you think we should pursue. Personally, I’m interested in several strategies presented in the Livable Communities Initiative, including ‘gentle density’ (3-5 story infill), reducing or eliminating minimum parking requirements, updating objective design standards and considering standard plans for infill projects.
