CALL TO ORDER A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on February 7, 2024 at 5:02 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, by Chair Colyer-Worth. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 5. COMMENT AND DISCUSSION By consensus, Item 5.a was re-ordered. 5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST Deputy City Manager Greg Hermann reviewed an incident which occurred the prior evening at the City Council meeting (February 6, 2024) and responded to Commissioner inquiries. CONSENT 3.a CONSIDERATION OF MINUTES - JANUARY 10, 2024, HUMAN RELATIONS COMMISSION MINUTES Motion By Commissioner Warrecker Second By Commissioner Smith Approve the Human Relations Commission Minutes of January 10, 2024. CARRIED 4. BUSINESS ITEMS 4.a PRESENTATION ON THE CITY FIRE DEPARTMENT INTERNSHIP PROGRAM AND CAMP CINDER. Chief Tuggle, City of San Luis Obispo Fire Department, and Kim Corella, Forest Pathologist for Cal Fire and Deputy Plan Section Chief for Camp Cinder, provided a presentation on Camp Cinder along with the City Fire Department's internship program, and responded to commission inquiries. Chair Colyer-Worth opened Public Comment Public Comment: None --End of Public Comment-- Chair Colyer-Worth closed Public Comment The commission provided feedback on recruitment outreach. No formal action was taken on this item. Page 6 of 66 3 4.b DEI HIGH IMPACT GRANT PROGRAM REVIEW OF FUNDING PRIORITIES Diversity, Equity and Inclusion Manager Nestor Veloz-Passalacqua presented the staff report and responded to Commission inquiries. Chair Colyer-Worth opened Public Comment Public Comment: None --End of Public Comment-- Chair Colyer-Worth closed Public Comment The commission provided input on further modifications and examples to include. The item will be brought back to the Commission for final review at the next meeting. No formal action was taken on this item. 4.c SELECTION OF THE COMMISSIONER LIAISON ROLES FOR THE 2023-24 HUMAN SERVICES GRANT Diversity, Equity and Inclusion Manager Nestor Veloz-Passalacqua presented the staff report and responded to Commission inquiries. Chair Colyer-Worth opened Public Comment Public Comment: None --End of Public Comment-- Chair Colyer-Worth closed Public Comment The commission liaisons for the 2023-24 DEI SLO Business Grant recipients provided feedback on the mid-year reports received to date, with additional input from DEI Manager Nestor Veloz-Passalacqua. 5. COMMENT AND DISCUSSION Item continued: 5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua provided updates on the following: • Community Academy enrollment • Human Services Grants cycle has opened, with a closing date of March 1, 2024, 5:00 p.m. • Upcoming Agenda Items: o Chong’s (Candy Shop) Sign, o Final Reports for the 22-23 DEI High Impact Grants, o Feb 20, 2024, DEI Strategic Plan presentation to City Council Chair Colyer-Worth updated the commission on GALA Pride and Diversity Center programs and events. 6.
