Dear City Council members, there are many important housing initiatives and progress the city is making
as described in the staff report on Item 8A. I believe however among the many initiatives and actions
described, there are some priorities that the Council should consider priority actions.
Here are the ones that I think would be most helpful:
Regional cooperation:
A. Work with county on affordable housing bond—Quite simply, inclusionary fees on housing is a very
punitive and inefficient way to raise capital to produce our BMR housing. We must develop a more broad
base of funding, though a bond or other methods to raise significant more capital without further
burdening the very thing we wat to deliver.
B. Encourage and support CP and SLCUSD to build more housing on their land—A tremendous amount
of additional housing can be produced by collaborating, encouraging and assisting our education
institutions to develop housing on their lands. It is a powerful supply of housing that will have a major
positive impact on housing costs and supply.
Reduce cost to bring projects to market:
A. Allow project less than 100 units to be processed ministerially—the time it takes to entitle projects
adds significant land carrying costs and consultant fees to applicants. In most cases we have very clear
policies and rules that staff s more than able to process projects that fit the zoning requirements.
B. Adjust impact fees to size of units—Impact fees are another major cost hurdle and should be
proportionate to the size of units proposed.
Increase capacity:
A. Zone more land— Update corridor plans, specific plans (Mid-Higuera, Monterey, MASP)to allow more
residential in various formats and amend the AASP to allow CS and M and BP zones
(Specifically in Airport Area, hundreds of units can be easily and quickly realized by simple change to
allow residential mixed use in CS and M zones, where new ALUP permits, like everywhere else in city.
I hope this is useful and appreciate the dedication and hard work staff and the council are putting into this critical
issue.
