Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Minutes Parks and Recreation Committee January 10, 2024 2 | P a g e Wednesday, January 10, 2024 RESCHEDULED MEETING 5:30 p.m. Library Community Room – 995 Palm Street CALL TO ORDER: Chair - Bob Spector ROLL CALL : Present: Commissioners - Rick Blair, Kari Dupperon, Toni Kincaid, Kris Roudebush and Adam Stowe Absent: Vice Chair - Kari Howell Staff: Parks and Recreation Director Greg Avakian, Recreation Manager Devin Hyfield, and Administrative Assistant III Lisa Russell PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be sch eduled for a future meeting. 1. Commissioners to discuss the submitted community member proposal regarding an Ice Hockey Facility (PRC – 10 min) a. Commissioners to discuss the received presentation from community member regarding the proposal for an ice hockey facility within the city of San Luis Obispo. b. Identify if submission warrants future discussion . If so deemed, recommend a future agenda date to request for a formal presentation. Commission Input: Chair Spector proposes the need to receive more information and financial proposal to decide on whether to entertain further discussion at a future meeting. Commissioner Blair: What is the cost, land available? How much revenue is needed for it to sustain itself? We need more information from the community group on their proposal. Commissioners Dupperon, Roudebush and Stowe are interested in the plan however more information is needed. Minutes Parks and Recreation Committee January 10, 2024 3 | P a g e Commissioner Kincaid is not in favor of the proposal due to the costs involved. A presentation and proposal from the organization is needed to clarify the details in question. Commission recommended that Staff reach out with a proposed date of April or May PRC meeting for the community member to present more details in a formal presentation. 2. Community Member Craig Kincaid – Parking lot at Laguna Lake Park concerns. a. The Laguna Lake parking area needs attention and improvement. Director Avakian: Provided information to Mr. Kincaid that the master plan from 2021 includes a timeline for parking improvements and is in alignment with San Luis Ranch development funds. The opportunity for repair and repaving of the parking area at Laguna Lake Park is part of the project and there is current discussion with Public Works on the timeline for a mini project to address some short-term improvements. Craig Kincaid: Is the evening closure timeline for the park being enforced? Director Avakian: SLOPD and other parks custodial staff are monitoring the park at night. Monies coming from San Luis Ranch will also be used for Laguna Lake Park improvements. CONSIDERATION OF MINUTES 3. Minutes of the Parks and Recreation Commission of December 6, 2023 Action: Approval of the regular meeting minutes of the Parks and Recreation Commission for December 6, 2023. Carried 6:0:0:1 to approve the minutes of the Parks and Recreation Advisory Body for the regular meeting of December 6, 2023, as motioned by Roudebush and second by Stowe. AYES: Spector, Roudebush, Blair, Stowe, Dupperon, Kincaid NOES: None ABSTAIN: None ABSENT: Howell CONSENT ITEMS NA BUSINESS ITEMS Minutes Parks and Recreation Committee January 10, 2024 4 | P a g e 4. Receive Staff Report and Final Review of Proposed Vista Lago and DeVaul Park Playground Equipment Replacement Project (Long – 30 min) a. Final review of the conceptual layout (Attachment A) for the Vista Lago Park Playground Equipment Replacement project. b. Final review of the conceptual layout (Attachment B) for the DeVaul Park Playground Equipment Replacement project. c. Provide any additional direction to Staff on the final conceptual layouts preceding construction documents for each park. Commission Input on proposals: Commissioner Roudebush: Love them, however DeVaul doesn’t have swings. City Project Manager: Current playground does not include swings and adding them would require removal of play structure. Vista Lago already had swings so we’re replacing the swings that were there. Director Avakian: Reminder, that this is a playground refurbishment rather than a park redesign. Chair Spector: What is the sandbox size (at Vista Lago)? 10x10. Commissioner Stowe: Confirming that there will be a hydration station? Yes. 5. Receive Department Updates (Staff - 30 min) a. Director Report – Current Park Project Status Reports: King Train re-route and renovation update. North Broad Street Park official groundbreaking took place on December 8, 2023. Cheng Park Beautification and Enhancement project is now beginning. Mitchell Park revitalization project was approved by city council on January 9, 2024, and will now move forward and it should be a 2–4-month project. Emerson Park Beautification Project start is anticipated for fall 2024. New Righetti Ranch Park System anticipated project start could be fall 2024 with a potential phase in of the three park locations. Project status update of Laguna Lake Dog Park Revitalization (going to council for RFP in March). Anticipated project start timeline would be late-summer 2024. Limited Bike Park build by the Parks and Recreation Ranger Service Team could begin in CYQ1 2024. b. Divisional Update – Community Services: Programs starting for Adult Softball, Adult-Drop-In Sports, Youth Activity Clinics, and Youth Basketball partnership with the YMCA. Public Art: New Public Art Coordinator Amanda Grieshop has joined the Parks and Recreation Department and will attend the February PRC meeting. Review of current projects underway with SLOMA. Senior Programs and Volunteer Program: Three significant activities happening on January 27 (tree planting, trail cleanup, graffiti removal day). c. Divisional Update – Aquatics: Programming updates presented. Shawn Tucker, Aquatics Coordinator is hosting and leading county Lifeguard Instructor Training. The Sinsheimer Solar project is on track for August. Golf: Operation and Maintenance updates provided. Sales of rounds played, and 12-play sales significantly increased in December. Spring hiring is ramping up. Facilities: an update on Outdoor/Indoor Facilities and Citywide Special Events was provided. Minutes Parks and Recreation Committee January 10, 2024 5 | P a g e SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS 6. Subcommittee Liaison Reports (Chair– 15 minutes) a. Adult and Senior Programming: (Commissioner Blair) – no updates for Senior Center. b. Active Transportation Committee: (Vice Chair Howell) – no report. c. Youth Sports Association: (Commissioner Stowe) – no report. d. Jack House: (Commissioner Kincaid) – 250 people toured the Jack House during the holiday season. The Parks and Recreation department was very supportive. The toy train was a huge hit, and we will do it again next year. The radio and social media coverage was great. Communication: On Friday the level of service sub-committee will meet with city staff to review the plan thus far.
