I currently prefer to accomplish things behind th e scenes . I do have some recommendations, based on what I know about the history of Safe Parking in SLO County ( which actually began i n October of 2010). Please note that I distinguish between Off-Street and On-Street Safe Parking . Recommendatio n 1)Ask both sides in the Court Case to request that the judge allow a delay until June 30, 2013, before the City must establish a ne w parking ordinance . 2)Require City Staff to interact with HSOC, which has a Safe Parking Committee (and representatives from many of the Jurisdiction s in the County), to design and recommend a reasonable approach to "on-street" Safe Parking for area residents who are Homeless (cas e managed or not). Invite representatives from at least three of the area Chambers of Commerce to participate in the discussions . 3)Insure that any City ordinances allowing for off-street parking DO NOT all require case-management ; allow for sites that wil lrequire registration only (and encourage case management). RECEIVE D SEP 17 2012 SLO CITY CLER K AGENDA CORRESPOND ENC E Date 9/1S//Z Item# P/4-I Notes : A) I was•asked many months ago by 2 City staff members to delay identifying other possible Safe Parking sites until a report wa s received from the Prado Safe Parking experiment ; I honored that request . 2)It could take many months, after the Parking Ordinance is adopted, for even a few other off-street Safe Parking sites to b e identified and get past NIMBY . 3)I am concerned that this parking ordinance (as proposed) will force many Homeless persons to go to other cities in the County , which will then pass similar ordinances to protect themselves (if they don't have them already). This will then force some homeless persons further away from County services, which are typically headquartered in the City of SLO . 4)I am personally upset that the City Manager is spending $24,500 for a PR person . The cost of 50% time for 1 year for a Cas e Manager to help the homeless (including benefits) is $26,250 . What a waste of City funds . Please help .
