Fire Training Activities
To Whom it May Concern,
In accordance with the California Public Records Act, Cal. Gov’t Code § 6250 et seq., we are
requesting all available information related to fire training activities conducted at the property located
at 276 Tank Farm Road in San Luis Obispo, California (referred to as the Facility) from 1975 to the
present day. The Facility previously contained an area designated for fire training and hosted fire-
fighting training events, which we understand your department may have participated in.
In addition, we are requesting all available information regarding your involvement with any fire
response activities (i.e., responding to a fire and any associated follow-up from the fire) at the Facility
as well as at any location along Tank Farm Road within a quarter mile of the Facility from 1960 to the
present day.
The scope of this request includes, but is not limited to, the following information:
Details of any fire training exercises or fire response activities at the Facility as well as fire
response activities within a quarter mile of the Facility along Tank Farm Road;
Information on the specific fire retardant products used during training exercises or fire
response activities at or within a quarter mile of the Facility along Tank Farm Road, including
brand names and formulations;
Information on the specific fire retardant products used or stored on your department’s fire-
fighting vehicles that may have been present at the Facility during any of the fire training
exercises as well as fire retardant products used or stored on your department’s fire-fighting
vehicles when responding to a fire at the Facility or within a quarter mile of the Facility along
Tank Farm Road;
Any records indicating the presence or potential presence of PFAS compounds present in fire
retardant products used during training activities or fire response activities;
A list of individuals or entities present during fire training activities at the Facility, including any
third-party contractors involved;
Details on where the training equipment or fire response equipment cleanup occurred and how
such cleanup was conducted following any fire training activities at the Facility or fire response
activities at the Facility or within a quarter mile of the Facility along Tank Farm Road;
Correspondence between any representative of Union Oil Company of California (aka Union
Oil Co., Unocal, and Union 76) and the department relating to fire training exercises or fire
response activities at the Facility; and
Any pictures, maps or drawings supporting or documenting the fire training exercises or the
fire training area at the Facility.
If there are records, reports, or documents pertaining to this request, we request copies of such
materials. In the absence of specific records, please provide a written confirmation of the same. In
accordance with Gov’t Code § 6253, Hogan Lovells agrees to pay reasonable fees incurred by you in
responding to this request. In the event that such fees are anticipated to exceed $500, please contact

Release Forms
Requests for certain public records legally require release forms to be submitted for records to be
distributed to the requestor. To help expedite your request, please read below and ensure additional
information is submitted along with this public records request form.

include fire incident reports, worker’s compensation claims, etc.

The Public Records Act does not allow the release of printed copies of this material without the
permission of the architect/engineer copyright owner. The public records requestor is
responsible for obtaining said authorization by completing all three release forms listed
below. You may call the Community Development Department at (805) 781 - 7170 to find out
the name of the copyright owner. In-person viewing of plans do not require release forms.

YOUR REQUEST WILL BE PROCESSED IN COMPLIANCE WITH THE PUBLIC RECORDS ACT (PRA). California
Government Code Section 7921. An Agency shall notify the requestor within 10 days from receipt of request with a
Determination which states if the Agency is in possession, in whole or in part, of the requested documents, and possible lega l
exemptions which prohibit the release of non-disclosable documents, as outlined per the PRA. In some instances, an Agency
may require an extension of up to 14 days to provide a Determination, as authorized by the PRA. A notice will be provided to the
requestor setting forth the reasons for the extension and the date on which a Determination is expected to be supplied.
