I t became so convoluted that it lost the meaning that it started out with . Homeless folks don't live in the boats that pepper our neigh- borhoods, they do not live on the flat bed trailers or the dune buggies , resident owned motor homes or the horse trailers that are stored o n streets and pep p er our neighborhoods, including abanedond vehicles . SLU City has an ordance (please see inclosed material) in whic h RV's can be parked in driveways and side yards . if this ordance was strenghtened and enforced so that RV's had to be removed from public streets and parked in driveways and sid e yards and the 72 hour street parking was eliminated, this might solv e some of the problem . Nines for barking in the street could then b e enacted . Enforcing the ordinance would be major in that it would sav e police officers time and gas money having to tag over and over agai n vehicles that are parked on our neighborhood streets for over 72 hours . lndiic_uals and groups have been trying to solve this problem fo r over 10 years : ,Hopefully there is merit to my suggestions . Chapter 17 .17 Page 3 of 1 0 4.Personal property owned or rented by the occupants may be repaired , washed, cleaned, and serviced, subject to any other relevant regulations ; provided, that v rcles are parked in a driveway and that all work i s completed within seventy-two hours . 5.Storage,repair, and maintenance of vehicles or other equipment may b e allowed in commercial or agricultural areas visible from a public right-of - way, where these activities are an integral part of the commercial busines s and are conducted in accordance with all other limitations on that business . 6.Barbecues and furniture that is designed and intended for outdoor us e may remain on a porch or in a walled front patio, where the walls ar e designed in accordance with fence height regulations . 7.Recreational vehicles and trailers with current licenses may be parked in ' driveways consistent with Section 17 .17 .055 . No more than fifty percent of any residential front yard (see definition of "fron t yard"), not to exceed twenty-six feet in width, may be covered by concrete o r other impervious material, including driveways, patio areas, walkways, and othe r landscape features . Exceptions to this standard can be granted through th e administrative use permit process should the proposed paving be compatibl e with the neighborhood . (Ord . 1528 § 3 Ex . Purpose and Application . 1.The purpose of these regulations is to preserve the residential characte r of streetscapes in the city's neighborhoods . The expansion of parking i n front yard areas off driveways interferes with the pattern of building masse s and open areas within neighborhoods, creates vehicle clutter, and results i n excessive vehicle parking, which has the effect of creating small parkin g lots in front yard areas which are intended to remain as open areas withi n neighborhoods . 2.These regulations apply to vehicle parking within the front yard areas a s defined in Section 17 .100 .060 and shown in Figure 9 .7a . No person shal l stop, park, or leave standing any vehicle, whether attended or unattended , unless consistent with the provisions of this section . 1571 § 15, 2012 ; Ord . 1528 § 3 Ex .
