Hello Heidi and Mariana,
This is a follow-up to a conversation I had with you, Heidi, about how challenging it is for our
immigrant families to apply for the SPARK Child Care Program run by SLO Parks and Rec.
In so many ways, it is an amazing program that could benefit our families profoundly. However, the
application process requires families to submit a significant amount of information including tax
returns, and this has become a barrier for our immigrant families who are essential workers and
benefit the SLO community in countless ways.
I have two suggestions that would assist our families:
1. Simplify the application process.
2. Hire bilingual staff for outreach and support to the Latinx community.
As I shared, we have elementary age students who are home with their middle and high-school age
siblings. These students face incredible challenges in keeping up with their own distance learning,
and are also struggling to help their younger siblings.
In addition, we have a student who has been attending his second grade synchronous zoom sessions
in the back of his father's mobile car washing van. His family tried to apply for SPARK, but gave up.
I hope this demonstrates how our hard-working immigrant families face a crisis in distance learning
and could benefit profoundly from accessing the city's SPARK program more easily.
Mariana, I have included you on this email because you have first-hand experience in assisting
people in the application process. The three families who I have tried to help in this process gave
up.

Thanks, I can look at the building permit fee summary for the project. If a TIF credit was
given, then it would have been applied at the time of building permit issuance relieving you
of the requirement to pay those fees.
I believe that is what happened but I can confirm. If you paid those fees, then we could
potentially ask the City Council to have that prior payment applied to your obligation for Elks

Thanks for taking my call. As promised, here is the documentation I discovered during my research
on the issue. Biz and Jim requested CAPSLO be given full credit towards the Citywide Transportation
Impact Fees in July 2015. (Attached Letter) SLO City staff supported full credit of TIF. This was to be
used as part of the Prado interchange (Tim Bochum Attachment). The last information that CAPSLO
had was that the City has yet to establish a full funding program.
Also, the one page you had was not the full agreement, I have included the full agreement and the
ARC Resolution that references the approval.
I look forward to hearing from you soon regarding the quote once the project budget is assembled.

Hi Megan –
Thank you for the email. As with other facilities within the City, the Ludwick Center has
been closed since March to indoor uses including all public uses. This has led to an
increase of transient usages in more areas. With some of the restrictions being lifted, there
maybe some potential of having reservations resume – but will not be in the same capacity
as pre-Covid until more restrictions are lifted.
Regarding security, the City never has had a security patrol of the Ludwick Center, but I will
pass this information onto Police to make sure that they are completing a drive-by of the
back side of the facility. If your staff does see any public members hanging around the
facility that shouldn’t be there, please call the non-emergency dispatch number at 781-
7312.
Please make sure that CAPSLO is doing what it needs to do to secure the entry points into
the facility, lockable water cap fittings are secured and heavy planters are installed. If you
do install a lock on the gate, please make sure that the City is provided a key.

I just wanted to give you a heads up with some things are going on at our center at Ludwick. We
have found human feces a few times by our play structure, as well as random broken objects, as well
as dirty clothing and food items left, soap and a towel. Last week also, our hose was disconnected
and broken. This morning two of our planters were missing as well and the gate was wide open.
We have noticed a Gentleman who hangs around the building all day and hides in a bush in the back
of the parking lot.
I was just wondering if we would be able to get security to patrol again like we had in the past?

instructed to call the non-emergency dispatch if they see non-LCC related activities
occurring when they pack up for the night. We have never had security patrol of the facility
and have let them know.

You have been on my mind.
Raechelle is actually working on a doodle to find a meeting date for school-age
programs. We want to move forward on advocacy and see where programs are with
cohort issues and what we can do to help.
Your question is a great one and I would be really interested in Public Health's
perspective. I am happy to ask if that helps. We are hearing from preschool programs
that they are not allowing kids to attend their program if they are also enrolled in
another program - but not all are concerned about such things. This going to be quite
a logistical, staffing and public health (I am struggling to find the right noun on this
one). So yes, I want to help! Best practice seems unrealistic but there has to be some
middle ground that allows your team to feel safe and reduces exposure. I am curious
about programs serving children in hybrid school for not only the reason you
mentioned but also because kids may have a T/Th schedule and M/W/F schedule
which could be a problem for staffing since programs serving children over 5 can't
supervise 2 cohorts.
Sorry I don't have answers at hand as this unfolds but I am eager to help.\

by Head Start. The training will be provided via ZOOM at the Board meeting by

Here is a brief bio of Jerry Gomez:
Jerry Gomez is the former Associate Director for the Office of Head Start in San
Francisco. He served almost 30 years with the Regional Office and was
responsible for
administering and monitoring Head Start programs in Region IX’s western states.

the last several years Jerry has served as a management consultant and trainer for
Head Start and Early Head Start programs with a focus on governance,
management
systems, and facilitating program self-assessments. He has worked with CAPSLO

I was on a call that with the State CCL and asked if they were a part of the
conversation with CA Dept. Public Health re. cohorts particularly for school-age as
schools begin to open. She said that they are and this has been a topic of discussion.
They also asked that everyone note the piece that says to avoid cohort mixing unless
it is needed for the child's overall safety and wellness (particularly in reference for the
few children that have access to inperson school due to IEP's and other factors that
suggest safety and wellness are being prioritized).

Raechelle is actually working on a doodle to find a meeting date for school-age
programs. We want to move forward on advocacy and see where programs are
with cohort issues and what we can do to help.
Your question is a great one and I would be really interested in Public Health's
perspective. I am happy to ask if that helps. We are hearing from preschool
programs that they are not allowing kids to attend their program if they are also
enrolled in another program - but not all are concerned about such things. This
going to be quite a logistical, staffing and public health (I am struggling to find the
right noun on this one). So yes, I want to help! Best practice seems unrealistic but
there has to be some middle ground that allows your team to feel safe and
reduces exposure. I am curious about programs serving children in hybrid school
for not only the reason you mentioned but also because kids may have a T/Th
schedule and M/W/F schedule which could be a problem for staffing since
programs serving children over 5 can't supervise 2 cohorts.
