Allowing home inspectors to verify the use of low flow fixtures to meet compliance with the program requirement is greatly appreciated as a large majority of homes that are sold have a professional home inspection. Not needing to bring in another trade for the verification is a cost and time saver. 2. Basically eliminating (as I read it) the requirement that all common interest developments that have owned systems will have the January 1, 2030 requirement removed may be a welcome relief to some associations and also greatly appreciated. 3. Not knowing what non-functional turf was until very recently, and restricting the use of potable water for irrigation of these areas may be appropriate. My concern is, how will HOA's, common interest developments and community service organizations know this is in effect on January 1, 2029. I'm assuming there may be a large range of how this may affect an HOA as some may have very little non-functional turf but some may have a lot. 4. Consideration of increasing rebate amounts for private sewer laterals to keep pace with escalating costs would obviously be a positive outcome for property owners. Any incentive is appreciated. I believe in our conversations with Mr. Lehman this would come around at budget hearings and not decided at this hearing, correct? 5. Anything you can provide for the development community to help reduce costs, help move development along and have less impact on time I believe would be a step in the right direction. I've heard that (depending on the size of the development) that there could be a requirement to replace 30 or 40 private sewer laterals or more. If i'm incorrect please advise but that seems a pretty steep ask. The "in-lieu" fee discussion could be an avenue as well. Steve Delmartini San Luis Obispo, CA 93401 1
