Dear Mayor and City Council members, I am writing in support of Agenda item 7a, and specifically the modifications to Section 13.08.396 H ("Sewer capacity offsets within the same parcel boundary (on-site) may be considered as an offset credit for a residential intensification project, at the discretion of the utilities director. and therefore help reduce unnecessary burden on those building an ADU on an same parcel single-family residence.") We have lived in San Luis Obispo for 35 years. We are fortunate enough to own our home. Our children who are young adults would like to remain in San Luis Obispo. However, the cost to rent or even find a rental is becoming nearly impossible. With this issue in mind, we embarked on building an ADU on our property so we could offer a place where a family member could affordably live. On the surface, it seems the city is encouraging the addition of ADU's to help relieve the pressures on the costly and limited rental market. However, that does not seem to be the case in practice. One example is the current "Wastewater Flow Offset Program" which currently requires an individual building an ADU to pay for an "offsite" lateral replacement (not our own property) before a permit can be issued. In addition, we are also required to pay for the replacement of our own sewer lateral as our own lateral cannot count toward the Offset credit. Requiring the replacement of two laterals when building one ADU is a tremendous financial burden -- a burden that is acknowledged in the revisions in Section 13.08.396 H. I encourage you each to better understand the discrepancies between the ADU/building policies and codes and how they function in reality for the individual.
