Adopt a resolution expressing support for the proposed Homeless Services Center .
DISCUSSIO N
Situatio n
Community Action Partnership of San Luis Obispo County (CAPSLO) has agreed to develop a
Homeless Services Center (HSC) on County property located on 3451 South Higuera, next to th e
Department of Social Services . The new HSC will become one of the four centralize d
Community Services Centers proposed for each region of the County in "Path to a Home," th e
•
Countywide 10-Year Plan to End Homelessness .
CAPSLO is currently the primary homeless services provider in San Luis Obispo and operate s
the Maxine Lewis Homeless Shelter and the Prado Day Center in San Luis Obispo . The new
HSC will combine the services currently being provided at these two facilities, improvin g
coordinated service delivery and reducing the impacts on the community associated wit h
members of the community who travel between these two facilities for services each day .
Most importantly, the HSC will include additional capacity for coordinated service deliver y
through the County Department of Social Services, Community Health Centers, and othe r
service providers .
Capital Campaign
At this time, CAPSLO is nearing the launch of its capital campaign to help fund the constructio n
of the facility. The City has been a significant partner in the development of the project to thi s
point . Through the Community Development Block Grant program, the City has allocate d
$75,000 to help fund the design of the facility . The overall goal of the capital campaign is t o
raise $7 .5 million for the construction of the new center . To help kick off this fundraising effor t
CAPSLO has requested that the City Council and the County Board of Supervisors pass a join t
resolution in support of the proposed HSC . The Board of Supervisors is scheduled to consider a
similar resolution on September 18, 2012 during its meeting . The attached resolution include s
several statements that exhibit a focus on collaboration and comprehensive service delivery that
is envisioned through the development of the HSC . Ultimately, the HSC is intended to improv e
homeless service delivery, enhance opportunities for people to transition from homelessness t o
permanent housing and reduce the impacts of homelessness on the community .

•Focus on Collaboration —Now and After the HSC is Ope n
Over the past several months, concerns have been expressed by neighbors of the future HS C
regarding the potential impacts generated by its location on South Higuera Street . In response t o
these concerns, the City, County, CAPSLO and other social service providers have been meetin g
to increase collaboration and help ensure that gaps in services are minimized and that the ne t
effect of the HSC is to reduce homelessness and its impacts on the City of San Luis Obispo . Thi s
group has included elected officials from the City and the County who will continue to provide
oversight and be a part of the process to improve collaboration among all agencies involved i n
the delivery of services to the homeless population .
The collaboration group has organized itself into four sections to address issues now and in th e
future . These sections include, 1) budget, 2) law enforcement, 3) governance and 4) programs .
Each topic area includes members from City, County, and CAPSLO staff, and other agenc y
support is provided where appropriate . The process has been effective for identifying issues ,
solving problems, and communicating a consistent message to the public and decision makers .
Collaborative meetings will continue throughout the process to develop the HSC, and after th e
HSC is open . This collaborative effort is intended to ensure that the goal of improving homeles s
services and reducing the impacts of homelessness on the community is met .
FISCAL IMPACT S
There are no fiscal impacts associated with approving the proposed joint resolution between th e
City Council and Board of Supervisors . The attached resolution does not commit this or an y
future City Council to funding at any particular level . Requests for City funding of futur e
services will be made in the same manner as they are currently, through the City's budge t
process, the Community Development Block Grant program, and the Grants-in-Aid program .
Overall, annual operating expenditures are expected to increase by approximately $800,00 0
above the current cost to operate the Maxine Lewis Homeless Shelter and the Prado Day Center .
This resource need is expected to be met in several ways, including through a potentia l
endowment and grant funding from State and Federal agencies . Some of the increased need wil l
be met by local resources, however, the amount to be requested has not been determined . Staff
will continue to work with all of the partners in the HSC to identify the sources of financia l
support for operations, and will bring forward appropriate requests and recommendations fo r
funding through the processes described above .
ALTERNATIVE
The City Council can modify the attached resolution, or decide not to approve a resolution at thi s
time . These alternatives are not recommended because CAPSLO is launching the capita l
campaign to finance the development of the HSC on September 27, 2012 . A joint resolutio n
between the City Council and Board of Supervisors is expected to be an effective show o f
support for the project and will help raise the profile of the campaign .

BOARD OF SUPERVISORS AND THE SAN LUIS OBISPO CITY COUNCI L
TO AFFIRM THE COUNTY AND CITY'S ONGOING COMMITMENT T O
COLLABORATING WITH VARIOUS COMMUNITY PARTNERS T O
ADDRESS HOMELESS ISSUE S
WHEREAS,In 2008, the County engaged with various community partners to develop a
comprehensive and integrated 10-Year Plan to End Homelessness ; and
WHEREAS,In 2009, the County Board of Supervisors adopted "Path to a Home," thus
recognizing that homelessness is a community-wide issue that must be addressed in a
collaborative effort ; and
WHEREAS,On January 20, 2009, the San Luis Obispo City Council endorsed th e
Guiding Principles of Path to a Home ; and
WHEREAS,One of the key guiding principles is Community Partners Workin g
Together,which recognizes the need for ongoing coordination and collaboration between th e
County, Cities and Community partners ; an d
WHEREAS,Another key guiding principle is Comprehensive Solutions with a
Systemwide Perspective which recognizes that no matter where the client enters the system ,
comprehensive solutions will be provided through access to the full range of care availabl e
within the system ; and
WHEREAS,Collaboration is the cornerstone of efforts to build a comprehensive an d
seamless system of care to ensure that no one is left out of housing ; and
WHEREAS,the County and City recognize that each involved entity contributes a
particular strength and expertise to the effort to develop comprehensive solutions with a system -
wide perspective ; and
WHEREAS,"Path to a Home" recognizes the need to replace the Maxine Lewi s
Homeless Shelter with a facility better equipped to help homeless people transition to housing .
Towards that end, on April 5, 2011, the County Board of Supervisors approved a long-term leas e
of land to CAPSLO at no cost, next to the Department of Social Services for the construction o f
a Homeless Services Center .
WHEREAS,On June 23, 2010, the City Planning Commission unanimously approved a
use permit for the facility, which includes requirements for a security plan, a neighborhoo d
relations plan, and design details to ensure that the facility is a good neighbor ; and

WHEREAS,The Homeless Services Center (HSC) fulfills a vision shared by the Board
of Supervisors, the San Luis Obispo City Council, and many others, of a comprehensive facilit y
to address the needs of our homeless population and reduce the impacts of homelessness on th e
community ; an d
WHEREAS,the County, City and CAPSLO are working together to ensure that there i s
a seamless provision of services at the HSC, and that the HSC serves as a one-stop shop for th e
services homeless individuals and families need to get back on their feet and into housing ; an d
WHEREAS,the Homeless Services Oversight Committee (HSOC) will have an ongoin g
role to coordinate and prioritize community wide services .
NOW, THEREFORE BE IT RESOLVED that the County and City hereby applaud s
all homeless-serving agencies and organizations for taking a thoughtful and proactive approac h
in the effort to address homeless issues within the community ;
FURTHER BE IT RESOLVED that the County and City of San Luis Obispo continu e
to be committed to ongoing collaboration between the County, Cities, all homeless-servin g
agencies, and other community partners, to ensure the success of homeless-serving programs ,
including the Homeless Services Center .
