the meeting moving
Ensures that debate and discussion
focus on the agenda item(s) – ARC
Purview
Manages both the Commission’s
discussion as well as Public Comment

Obtaining and assigning the floor
A member raises hand or indicates on their
device that they would like to speak.
The chair recognizes the member by name.

How the Motion is Brought
Forward to the Commission
The member makes the motion: “I move that we
recommend to the Community Development
Director / Planning Commission to approve /
deny....”
Another member seconds the motion: “I second
the motion.”
The chair acknowledges the motion: “A motion
has been made and seconded, is there any
discussion?”

Consideration of the Motion
1.Commissioners can debate the motion.
2.Before speaking in debate, Commissioners
must obtain the floor.
3.The maker of the motion has first right to
the floor if they request to speak.
4.Debate must be confined to the merits of
the motion.
5.Debate can be closed by the chair if no
one seeks the floor for further debate.

Amending a Motion
If you want to change some of the wording in a
motion that is being discussed, you must go through
a process to ask for your amendment:
After being recognized by the Chair, the
Commissioner may move forward with their
requested amendment, "Chair_____, I move that
the motion be amended by adding / changing the
following …."

Withdraw a Motion
If you have made a motion and after discussion, you
decide you would like to remove it from
consideration; you must go through a process to ask
for its removal.
After being recognized by the Chair, the
Commissioner may move forward with their
requested withdrawal, “Chair_____, I ask
permission to withdraw my motion."

The Chair Puts the Motion
to a Vote
•The chair asks: Are you ready for a vote? If no
one rises to claim the floor, the chair proceeds to
request the City Clerk to take the vote.

rooms (bar/tavern),

offices (second floor),

commercial lease space, and

seating.
Materials include: Stucco finished exterior, Metal
roof, Metal doors and frames, and Aluminum
storefront windows.
