At our last Cannabis Application Review Team meeting we discussed requesting additional information from the retail storefront applicants to help the review team determine appropriate points to award under Merit Criteria section 4: Experience. Brian prepared a letter that I sent to the applicants on November 20th requesting the additional information. Applicants had until December 1st to provide the requested information. Both applicants responded to the request by the due date. I uploaded a copy of our letter as well as copies of the information they provided to your SharePoint folder. I had issues uploading the Milkman SLO information, so you will see duplicates of the same folders. Now that the supplemental information has been received, I plan to give the review team two weeks to review the supplemental information before reconvening. I am looking at Tuesday, December 20th from 2:30pm to 3:30pm. Are you available at that time? I wanted to let y’all know that SCI finished their completeness review of SLOCAL Supply’s non-competitive application for a microbusiness operator permit. A Completeness Letter linked HERE was sent to the applicant today. Per our guidelines, the applicant has 14 calendar days to respond with the requested information. Until the requested information is provided, you can either review and score the application as-is with the understanding that additional is needed to complete the review OR wait until the information is submitted and uploaded to SharePoint. As for the competitive applications, I hope y’all are making progress and remembering to track time spent reviewing and scoring. I would like to reconvene earlier than initially discussed at our kick-off meeting to compare and finalize scoring. Is the last full week of October (23rd thru 27th) reasonable for everyone to complete their reviews and scoring? Please respond back to this email with either a “yes” or “no”. Can we expand the scope to include review of applications for all permit types instead of just for retail storefront permits? I anticipate receiving at least one application for delivery services during the open application period and I want all applications to be processed the same. Also, our process requires a completeness check for non-competitive applications. Below is an excerpt from our Application Procedures Guidelines explaining the completeness check process. Can it also be added to the scope where SCI performs the completeness check portion of the process? PHASE II: COMPLETENESS CHECK All non-competitive permit applications will undergo a completeness check by an independent reviewer to determine if any required information from the application and merit criteria is missing prior to scoring. Noncompetitive permits are all types permitted by the City except for retail storefront and cultivation cannabis permits. Non-competitive Applicants who submit incomplete applications will receive a Letter of Completeness requesting additional information and/or material required to complete the Applications. The applicant will be given fourteen (14) days to collect and return the requested material. Applicants who receive a Letter of Completeness shall only resubmit the material requested in the letter. In the event the requested material is not received within fourteen (14) days, the Application will be scored without the requested information, which could result in a lower score and thus could result in the applicant not being issued a Contingent Operator Permit.
