SUBJECT: Response to questio tg the City's "parking committee"
This memo is intended to be responsive to recent communications between you and I
about the City's "parking committee" history. On August 29th, this office responded to
your original request by providing copies of the legislative history of the BIA Parking
Committee. That information was apparently misplaced. However, now that you have
provided additional clarification about what you are looking for, it appears that the
information we provided at that time may not have completely answered your questions.
Considerable research has provided enough information to more adequately respond to
your questions. They are summarized as follows:
What was the original city wide parking committee and how was it selected?
When and why was the citywide parking committee disbanded in favor of the
BIA parking committee?
The attached chronology demonstrates that there have been two City Council appointed
parking committees:
The Downtown Parking Advisory Committee (also known as the Community
Parking Advisory Committee or CPAC) (1980-1983). Membership included:
membership to include one City staff member, one County staff member, two
business persons, two business persons who are property owners in the downtown
area, and two downtown property owners.
2. The Parking Management Committee (1986-1992). Membership included: two
representatives from the BIA, one representative from the Chamber of Commerce,
one downtown property owner, one representative from the County and two
citizens -at -large.
Both committees were temporary and special purpose in nature.
After reviewing a number of documents, there are five that provide important background
(attached for your reference). They are as follows:
1. A report to the City Council from CPAC dated May 1982 outlining
recommendations.
2. Council resolution establishing the Parking Management Committee.
3. An excerpt from the December 1990 edition of the Advisory Body Handbook
4. CAO Special Report dated June 5, 1992
5. CAO Memo to the City Council dated June 16,1992
Essentially, in 1992, the City Council allowed the Parking Management Committee to
"sunset" for the following reasons:
• The committee had always been considered temporary..
• The committee's purpose had been met when the Parking Management Plan was
adopted by Council in 1987.
• There was significant redundancy given the concurrent work of the BIA Parking
Committee. Some members actually served on both committees and at times, a
conflict for timely resolution of parking issues existed.
• The Council determined that all future downtown parking issues would be
adequately addressed by the BIA Parking Committee.
