HomeMy WebLinkAboutR-4949 Policy Statement & Approval of Action Plan for Downtown Parkingi� 82 Serie-, :SOLUTION N0. 49 49 (19 A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ADOPTING A POLICY STATEMENT AND APPROVING AN ACTION PLAN FOR DOWNT014N PARKING. WHEREAS, the City's General Plan and Downtown Goals Statement encourages a strong and viable downtown through the retention and enhancement of commercial and retail uses in the center of the City; and WHEREAS, this policy requires an adequate supply of concentrated parking which is convenient to the customers who support downtown businesses; and WHEREAS, in 1977 the firm of Wilbur Smith and Associates conducted an extensive analysis of the supply, usage and demand for parking in the downtown and concluded that by 1990 there will be a need for an additional 1,100 to 1,580 parking spaces in the core area; and WHEREAS, the City Council and the Community Parking Advisory Committee (CPAC) have held public hearings and meetings to consider numerous parking alternatives for downtown; and WHEREAS, the Community Parking Advisory Committee (CPAC) has recommended a downtown parking program that provides for the development of a parking structure and surface parking lot to create additional parking for the downtown; and WHEREAS, the maintenance of essential City services is heavily dependent upon the revenue provided by retail sales tax and other business taxes. NOW, THEREFORE, BE IT RESOLVED, that: 1. The City Council supports a basic policy of concentrated parking for the t. downtown area. 2. Structural and non - structural programs which will facilitate and reinforce this concentrated approach should include: I A. The development of centrally located downtown parking structures and surface lots financed and operated on an enterprise basis. Specifically, program costs will be recovered through user fees to the maximum extent possible. Resolution No. 4949 &82 Series) Page 2 B. Direct participation in ridesharing programs. C. Promotion of the transit system as an effective mode of transportation for commuters to the downtown area. D. Continuation of the parking enforcement program. E. The most efficient use of existing lots and on- street spaces through restriping and other parking management techniques (e.g., lot restrictions, residential permits, etc.). F. A parking in -lieu fee policy that would provide contributions as an alternative to the provision of on -site parking associated with new uses in the downtown. 3. The City Council hereby adopts the following action plan to begin implementation of this parking policy: A. Initiate on or about September 20, 1982 a ridesharing program (in conjunction with the County's Ridesharing Office) involving City lots Nos. 1 and 4. B. Direct staff to develop and recommend the financing, land acquisition and final design of a parking structure on the southwest corner of Palm and Morro streets which will accommodate optimum parking, retail and commercial space which is fully financially feasible and which is compatible with the adjacent areas and the character of the downtown. C. Direct City staff to return to Council with a plan for the formation of an assessment district,including public hearings and other legal requirements, for the purpose of financing for the Marsh Street lot improvements as recommended by the Community Parking Advisory Committee. D. Direct staff to prepare an ordinance which could establish in -lieu fees as an option for satisfying parking requirements in the "CC" zone. Resolution No. 4949 1982 Series) Page 3 .�• E. Authorize staff to,restripe lots for increased efficiency in conjunction with ongoing parking lot maintenance programs. On motion of Councilman Dunin , seconded by Councilman Settle , and on the following roll call vote: AYES: Councilmembers Dunin, Settle, Dovey, Griffin and Mayor Billig NOES: None ABSENT: None the foregoing Resolution was passed and adopted this 7thday of September, 1982.
