Additional Capabilities Additional ServicesCASp Services Our BVNA team has CASp certified individuals who are able to respond to the needs of the City quickly. Accessible plans for the City of San Luis Obispo will be reviewed by a Certified Access Specialist (CASp). A B3 licensed plan reviewer may be substituted if it can be demonstrated that the individual has acceptable experience in accessible plan review and perform the review under the supervision of a CASp. We currently provide C.A.Sp. certified individuals to multiple jurisdictions in California to meet the requirements of SB 1608. Additionally, our team includes ICC Certified accessibility plans examiners and inspectors who routinely conduct accessibility reviews on projects throughout the State including minor restroom upgrades to significant ADA compliance improvements. National Pollutant Discharge Elimination System (NPDES) In addition to implementing the National Pollutant Discharge Elimination System (NPDES) regulations, as authorized by the Clean Water Act, our staff has worked to train agency staff in how these evolving regulations impact their program. For example, BVNA provides comprehensive training to in-house staff and California agency personnel for the new Statewide General Construction Permit. As well, we trained our inspection staff to perform industrial and commercial inspections to maintain NPDES permit compliance. Through BVNA’s stormwater design and review work we have developed a complete understanding of the NPDES regulations and permits and what is necessary to navigate through them during project design. This expertise makes us uniquely qualified to assist you in implementing any aspect of your NPDES program. BVNA will ensure that your work is completed without delay, with accountability, and with the highest level of quality. BVNA offers floodplain management, our program of corrective and preventative measures help in reducing flood damage. These measures take a variety of forms and generally include zoning, subdivision, or building requirements, and special-purpose floodplain ordinances. Electronic Plan Review BVNA provides an alternative solution to traditional plan reviewing. By utilizing Adobe Acrobat, our plan reviewers can quickly and accurately review plans for compliance with applicable codes. Plans are submitted as PDF files via a secure and confidential FTP site. These plans are then reviewed by our staff who are able to place comments and redlines directly on the plans, corresponding to areas needing revisions. Redlined plans with comments are then forwarded to, or placed on the secure FTP site for the designers, engineers, and architects. The City also has access to the FTP site. Plans can then be revised and resubmitted via the same method described. If all items were resolved, hard copy plans are sent to BVNA for approval stamps and signatures. These stamped and signed approved drawings are sent to the jurisdiction for permitting. Fire Plan Review Our staff will consult closely with the Fire Chief/Fire Marshal or their designated representative on any areas which require code interpretation or where alternate methods are being proposed and considered. Disaster Recovery/Fire Re-Build We have been providing specialized building department, engineering department, fire department, environmental and emergency services to agencies throughout the United States including emergency response and recovery in response to the 2018 Tubbs Fire, Woolsey Fires, Hurricane Harvey, Oakland Fires, Loma Prieta Earthquake, and the Napa Earthquake. We understand the impact that these natural disasters have on the communities and we are committed to supporting recovery efforts, rebuilding safer structures, and helping people in their time of need. With our ability to provide on-site services, our global community of experts, and deep pool of services, Bureau Veritas can assist immediately to ensure the safety of the citizens. We possess a highly qualified team of professionals who are available for on-site assistance to the City. Our team is comprised of experienced planners, building officials, engineers, plans examiners and inspectors to assist with the intake of plans, meet with project owners, designers, etc. and provide expedited plan reviews, electronic plan reviews services, inspections, and permit issuance. Additionally, we are able to supply a team for customer service, marketing and outreach services. Each team member has years of experience and are ready to assist and support recovery efforts immediately. Third Party Plan Review and Inspection Rapid development can be overwhelming to building departments and can cause schedule delays for developers, contractors, and design-build teams. Although public agencies are dedicated to providing a high level of customer service while ensuring the integrity of design and construction, their staff becomes overloaded and unable to keep the development moving forward efficiently. Qualifications Client Spotlight: City of Santa Rosa In October 2017, a devastating fire hit the City of Santa Rosa that destroyed 3,000 residential structures and over 30 commercial buildings. In the wake of the destruction, the City faced challenges with staffing a permit center dedicated to the rebuilding efforts and continue to meet the traditional workloads of normal development and construction. As a result, the City issued a competitive bid requesting consultants to staff and support the Resilient Permit Center. Bureau Veritas was selected as the sole company to staff the Resilient Permit Center. Under a short timeline, we assembled a team to provide on-site permit center services that include plan review engineers, plan reviewers, permit technicians, engineering technicians, planners, inspectors, environmental health specialists, customer service, and marketing / outreach specialists. We are proud to be a partner with the City during this period of rebuilding and are dedicated to working hand-in-hand with stakeholders to make the process as easy as possible. This is an optional method to accomplish the plan review for applicants that desire preliminary plan reviews or have expediting needs due to project time constraints. This method allows the designer to work with plan review staff early in the design process to avoid code problems that could lead to extensive redesign of completed plans. It also allows the permit applicant to pay for review services directly to BVNA, independent of the normal City plan review fee. With approval of the building official, our team can provide third-party plan reviews/inspections by allowing an applicant to provide payment directly to BVNA for our plan review fee or inspection costs. Planning Services BVNA is committed to providing additional professional planning services. The services offered by BVNA are to assist the Community Development Department, Planning Division, in processing all assigned complete applications related to the Site Plan and Design Review (SPDR) process and other Zoning Administrator entitlements (i.e., variances, conditional use permits, tentative maps, and extensions). BVNA also understands assignments from the City may include “quick track” applications, although the City may, from time to time, include other applications. BVNA understands and proposes services to cover work assignments from the City which would primarily be reviewed and acted upon by City staff or at a director level, but occasionally may include commission level hearings. BVNA also proposes professional planning services that will include the appropriate CEQA analysis for each assigned project. Moreover, we will utilize a group of skilled planners that can provide efficiencies and other value added insights that could result in cost and time savings for both the City and its customers. The BVNA team has a commitment to providing the highest level of customer services to the City and its citizens. Our staff familiarizes themselves with the requirements of a public agency before beginning a review. Our staff has extensive public sector experience, which assures that the public’s interests are protected. We believe that technical competence, while expected, is not enough. Experienced and careful, thorough consideration of issues and impacts is needed in addition to the purely technical considerations. We have devoted a great deal of time and effort over the years to refining our approach and developing documentation to assist our clients and train our staff in understanding plan review procedures. Our traditional methods ensure that submittals are properly coordinated and tracked, by following an established internal plan check coordination process in which each plan received for review is entered into our Deltek database, processed and returned on time to the client. Our plan tracking procedures are designed to track each submittal throughout the review process and maintain accurate and comprehensive records for each submittal. To accomplish this, we: ▪Screen and log each submittal to assure they are routed to all necessary plan reviewers in a timely manner. The log serves as a tracking system to assure turnaround times are met and a complete review is provided. ▪Verify the information shown on each permit application. Construction valuation is based on the information provided by the City and compared to estimates provided by the applicant. ▪Provide a thorough review of each submittal in accordance with all applicable federal, state, and local codes and regulations. ▪Clearly define the specific regulations that apply to each plan review on the comment list, and provide written comments/corrections that clearly indicate the specific issue and include a reference to the applicable Code section. ▪ Provide preliminary consultations to the applicant upon request, to provide assistance and guidance in the Code requirements and in the plan preparation and submittal process. ▪Provide continuous management of the plan review process from beginning to end. This includes responding to questions from the applicant, questions from the City, meetings, consultations, etc. Generally, comments are identified in two ways. Notes are made on plans as appropriate and a comment list is generated detailing what items need to be addressed before plans can be approved. The City shall approve the development of any customized comment list. Comment lists for specific projects shall be forwarded to the City along with a cover memo containing at least the date plan(s) were received and reviewed by our firm. Quality Control To ensure that the work assignment is being performed at the highest professional level, BVNA relies on the management and technical excellence of its personnel and a proven QA/QC program. This assures the quality of all the work performed under this contract meets client approval. BVNA has developed and implements corporate QA policies, consistent with all applicable federal and state regulatory requirements and standards, covering all aspects of project performance, technical quality, and peer review. These policies are implemented at each professional and technical level to provide a well-balanced, independent QA program, which assures the quality of reports, technical reviews, annuals and other documentation prepared by BVNA. This ensures that the product is consistent with the established standards from the standpoint of quality, validity, and legal defensibility. i.
