CITY OF SAN LUIS OBISPO ESTABLISHING A PARKING MANAGEMENT COMMITTEE WHEREAS, the City Council has determined the need for a technical and special purpoce advisory body to assist In the implementation of the City's downtown Parking Program; and WHEREAS, tiie City Council wishes to establish a Parking Naaagement Committee to assist with the comprehensive and effective management- of the ' Rv Quantity, location, cost and availability of parking In the Central t Business District of the City of San Luis Obispo. ! NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that: t SECTION 1. A severe -member technical Parking Management Committee is established Consisting of two representatives from the BIA, one i representative from the Chamber of Commerce, one downtown property owner, > one representative from the County of San Luis Obispo, and two citizens at large: A. Recommended appointments to the Committee shall be approved on August 5, 1986: B. The Committee as established on July is, 1986 shall "sunset" on July 15, 1980, unless extended by action of the City Council; c C. The Committee shall work under the direction of the City Administrative Officer; D. The Committee shall report its activities to the City Council •3 S annually. SECTION 2. Advise on the management of the location, cost and .)vailability of parking in the Central Business District. Prugrams to be administered would include: (1) Improving the effectiveness of parking supply; (2) Providing accessible, inexpensive parking for shopping; (3) Discouraging employees using parking inte.(ded for shoppers; (4) Examining and introducing measures to reduc( 'ployee- parking demand; (5) Protecting residential neighborhoods. The Parking Management Committee shall have the following ® principal responsibilities: 6?—�-47 LA PARKING MANAGEMENT COMMITTEE ® PURPOSE The Parking Management Committee assists with the comprehensive and effective management of the quantity, location. cost and availability cf parking in the Central Business District of the City of San Luis Obispo, The Committee will meet monthly at an established date and time. STATUS The Committee Is formed on July 15. 1986 and will "sunset" on July 15, 1988 unless extended by action of the City Council. MEMBERS The Committee has seven members and consists of: (a) two representatives from the BIA, (b). one representative from the Chamber of Commerce, (C) one ,downtown property.owner, (d) one representative from the County of San' Luis Obispo, and (e) two Citizens at large. FUNCTIONS The Committee advises and makes recommendations on parking strategies and programs for the Central Business District. The Committee is expected to: 1. Provide advice and serve as community public information links as the City increases parking supply through the development of Parking decks, surface lots and private development. 2. Advise on the management of the location, cost and availability of parking in the Central Business District. Programs to be considered and evaluated would deal with: A. Improving the effectiveness of parking supply; B. Providing accessible, inexpensive parking for shopping; C. Discouraging employees using parking intended for shoppers; D. Examining and introducing measures to reduce employee parking demand; E. Protecting residential neighborhoods. M 77-
