Phonep Fax 9 U Fau p The attached memo sets forth the staff recommendation that the City's Parking Management Committee be allowed to "sunset" as was intended when the City last extended it in 1990. Under the present circumstances, there is an inadequate workload for the Committee. and it is largely redundant with the BIA Parking Committee. Lacking any further Council action to extend the Committee, the Committee appointments have expired and appropriate thank you letters to the Committee members will be prepared for the Mayor's signature. If requested by a Councilmember, this issue will be placed back on the agenda and further discussed. Otherwise, as stated we will allow the Committee to expire and send appropriate notes to the present membership, some of whom are not residents of the City. SPECIAL REPORT FROM: Wayne Peters -on— Acting Public works Director SUBJECT: June 5, 1992 Kr— Prepared by: Keith Opalewski parking Manager Expiration "sunset" of Parking Management Committee BACKGROUND: The Parking Management Committee was authorized by Council in 1986 to function as a technical and special-purpose advisory body. Its primary focus was to establish parking policy for the downtown area and adjoining residential neighborhoods. The committee completed its primary task by creating a Parking Management Plan, which was adopted by Council in 1987. Although the committee was originally scheduled to "sunset" after two years, it was continued on a temporary basis for a 2 -year period in 1988, and again in 1990, with its final expiration date of March 31, 1992. Again, in 1992 there was interest in continuing the committee on a more permanent basis. This issue was taken to Council in April of this year, but it was pulled from the agenda because of the residency status of several key committee members, as well as some concern about the need for another permanent advisory body. DISCUSSION: Since April there has been some reconsideration by staff about the need and merits of establishing a permanent Parking Management. Committee. Over the last 18 months the committee has progressively net on a less frequent basis to discuss parking issues. Furthermore, the vast majority of topics have pertained to the downtown, which meant the EIA Parking Committee was also involved. This dual parking committee situation created a redundancy, and at times, a conflict for timely resolution of parking issues. Staff recently discussed the status of the Parking Management Committee with the BIA Parking Committee. Their feeling was that they see no problem with letting the Parking Management Committee "sunset" as planned since the BIA district (see map attachment) already encompasses the primary downtown core area. As before, the BIA will continue to be. involved in all parking issues that will have an impact on downtown businesses. As a supplement to the Parking Management Committee's status, the BIA recommended that the County Rideshare Coordinator be a regular participant at future BIA Parking Committee meetings. 05i?2000 17:07 8057017267'. Continue committee either on a permanent or temporary basis. 2. Let the committee "sunset" as recommended. PROS AND CONS The need for maintaining the Parking Management Committee, either on a permanent or temporary basis, has diminished over the years. As mentioned, having two parking committees has been proven to be redundant and time consuming to resolve downtown parking issues. The committee has met its primary goal of establishing parking policy via the -Council approved Parking Management Plan. Although parking will always be a topic for discussion, which could warrant maintaining some form of an ongoing parking committee, history has shown that almost 100% of Parking' Management Committee topics have been channeled through the BIA Parking Committee for their input and/or approval. Thus, the need.for a second parking committee is not necessary. With the Parking Manaqement Committee not in existence, the work scope for resolving parking issues. will be similar to the past. All downtown issues will continue to go to the BIA, even one's on the :peripheral of their district, as was the case with the latest meter expansion on the 500 block of Higuera. The BIA will have the option to either have these border parking issues come before them, or defer any formal committee action. Staff feels that informing the BTA and allowing them the opportunity to have input on parking topics within the parking meter district, will help maintain a positive working relationship between the City and BIA. Parking issues outside the realm of the BIA will be dealt with by staff, who, in turn, can make a recommendation to Administration and/or Council if necessary. As in the past, all major parking issues and Muni Code changes will continue to go to Council for final determination and approval. In the event that parking issues arise that absolutely mandate some form of consensus that is beyond the scope or authority of the BIA, staff or Parking Management Plan, an ad hoc parking committee could be formed to resolve the issue, as was the case for parking's revised. financial plan. Therefore, based on the fact that historically almost all city parking issues were dealt with, and all future downtown parking issues will continue to be discussed by the BIA, it is staff's recommendation that the Parking Management Committee maintain its "sunset" status. attachment 09/26/2000 17:07 6057617267'.
