LETTER OF PERMISSION
This Letter of Permission is made on June 15, 2023, between the City of San Luis Obispo
(“City”) and Kienun Kocan (“Kocan”), with regard to the following:
A.City has acquired 242 acres, more or less, known as Johnson Ranch Open Space (“the
Property”).
B.Kocan is interested in grazing portions of the Property for the summer / fall season.
C.City desires to implement a grazing regime on the Property for wildland fire fuel reduction and
other beneficial land management purposes.
Now, therefore, the Parties hereby agree that:
1. Kocan is permitted to continue their agricultural grazing operation on the Property in accordance
with this Letter of Permission, the Johnson Ranch Open Space Conservation Plan, and generally
accepted best management practices for livestock grazing, including appropriate stocking rates,
anticipated to be 40 cows for the season, and timing of rotation through the existing pastures
within the Property.
2.The condition of City’s Property is “As Is” and Kocan shall be responsible for all fencing, water,
and other protective measures necessary to safely conduct a livestock grazing operation.
3.This Letter of Permission covers the term June 15, 2023, to October 15, 2023, and may be
extended by mutual consent of the Parties if conditions permit.
4.Notwithstanding the term stated above, City reserves the right to require that any and all cattle be
removed at any time for any reason within 48 hours of either written or verbal notification.
5. Kocan understands that the Property shall remain open for passive recreational uses by the
general public during the term stated above.
6. Kocan shall provide a Certificate of Liability Insurance naming City as an “additional insured” and
indicating General Liability coverage of no less than $1,000,000 per occurrence.
