Milkman is the hyper local company in this dispensary application contest. It’s a heavy lift
to compete with publicly traded cannabis corporations on the Canadian stock market, and
large outfits from Los Angeles and beyond. Well, a dispensary license here might be
another small prize for them, but it is the grand prize that we play for.
We keep our efforts close to home, because we know that part of our power and ability is
in the fact that we are locals with deep ties in the Central Coast, and we know its needs,
its dreams, its passion and what makes this place tick. This is reflected in the fact that
Milkman won “Best Delivery Service” in the New Times each of the last three years of the
Proposition 215 years.
We are vested in the area as locals like no other applicant, having a collective 109 years
as residents among our core ownership team. Not only do we want to keep our profits at
home, we want to use them to be a force for good for all of us, cannabis consumer or not.
This is more than a business to us, it is a mission and a calling.
With so much in the press and public sphere that tilts negative about the cannabis
industry, we hold ourselves to a very high standard and aim everyday to set the bar high
for the industry around us. There are, indeed, bad operators. We know them. We avoid
them. We work extra hard to try to show that there are actual good people in this industry.
Milkman aims to be the industry standard bearer.
San Luis Obispo has opened up the application process for the third dispensary license
in the city, and our objective is to make the city not only happy to have made the decision
of awarding it to Milkman, but thrilled! We don’t look at this as just another business
license, and we hope that the city does not either. We see this as a partnership, and our

hope is that the city finds us to be the proper partner to walk out this vision and create
this success story.
The story of cannabis entering into the accepted mainstream is essentially a comeback
story and an underdog story, having been long demonized upon prohibition in California
in 1913 and nationally in 1937. Let’s craft an inspirational story together and create the
best outcome for our beloved community. We are not just playing for a business win. We
are striving for a community win and the opportunity to make a positive impact.

● BUSINESS OPERATIONS PLAN
1. MILKMAN SAN LUIS OBISPO MEDICAL AND COMMERCIAL RETAIL
Once selected by the City, our comprehensive plans for the building will be finalized and formally
submitted to begin the building review process.
Milkman San Luis Obispo team is committed to operating a licensed, compliant, responsible, and
transparent medical and recreational cannabis dispensary that exceeds industry-best practices for
providing cannabis products to customers and patients (Merit Criteria 7.A). Our policies and procedures
relate to all aspects of our business and cover the handling, storage, selling, tracking and dispensing
of cannabis products.
Our proposed retail storefront will be located at our property on 2504 Broad St., currently an
underutilized/undeveloped lot (Merit Criteria 3.A.2). The proposed structure was designed in
accordance with the Broad Street Development Plan, the City’s Standard Specifications and
Engineering Standards, and all current local and state codes. We will be working exclusively with local
contractors and local architects to ensure we fit in with the larger vision for San Luis Obispo and will
work with the City directly to build our facility to their specifications for design, neighborhood
compatibility, and security.
Our strategy is to utilize multiple marketing channels—traditional media, digital media and co-
brand/marketing partnerships—to attract and retain a large customer base for our storefront. We
understand how to market effectively within the guidelines set for this industry across all marketing
platforms. Our stance is that cannabis is a product meant for responsible adults and patients in need.
We will have high integrity when crafting our messaging for responsible cannabis consumption and
use.

Our processes are designed to ensure 100% compliance with local and state regulations while
providing a safe and positive experience for our customers, employees, and the community. We strive
to become a sustainable and profitable business and a responsible neighbor in San Luis Obispo.
We have created our business plan to not only comply with all local San Luis Obispo and state rules
and regulations, but also to serve as a realistic model of operations developed through a collaborative
process that leverages the expertise of our seasoned executive team and industry experts.

in a safe and responsible manner in order to promote a healthy, happy lifestyle.
Milkman’s vision is to build a world-class retail cannabis experience that’s community-focused, forward-
thinking, customer-centric, and has a team that strives and loves to educate and serve our customers.
We envision an industry that allows economic opportunities for those who were denied access to a
living wage versus a bare minimum. We envision the profitability of the emerging cannabis industry
being accessible to all.
● Company Ownership
Tom McAuley owns 89% of Milkman and is bringing his substantial experience as a locally compliant
cannabis business owner to operate the dispensary (Merit
Criteria 4.A.1). Mr. McAuley began his local cannabis business
career in 2015 with Milkman Membership Group LLC, an award-
winning medical cannabis delivery service in based out of Pismo
Beach, which operated with a substantially compliant record for
the entirety of the company’s history and won the New Times
“Best of” for medical marijuana delivery service for two
consecutive years.
In 2017, following the passage of Proposition 216, Mr. McAuley
founded Milkman LLC and was awarded a cannabis retail
storefront license in Grover Beach at 923 Huber St. This
opportunity transitioned his focus for the next several years from
Milkman Membership Group’s medical cannabis delivery to
establishing the necessary approvals and licensing required to
open the retail storefront for Milkman LLC. As owner/operator

of Milkman Membership Group delivery service, and owner of Milkman, LLC while pursuing operation
approval, Mr. McAuley brings over 7 years of local compliant cannabis operational business history.
Tom is looking forward to bringing his extensive
business knowledge and retail operations experience to
his role as Director of Retail Operations at Milkman San
Luis Obispo, fulfilling a goal from six years ago to own
and operate a retail storefront in our community. In
addition to his substantially compliant owner record,
Tom has since served multiple cannabis companies
throughout California as Director of Retail Operations
and Business Development including Urbn Leaf,
Jushi/Beyond Hello, Element 7, as well as Slo Cal Roots
in San Luis Obispo. His proven track record and
expertise in retail operations has been a crucial key component in the successful
launch and aggressive growth strategy exhibited in the industry. Tom is a virtuoso in being able to
control cost deltas in operations while assuring high levels of service and customer satisfaction. He
earned his degree from the University of California, Santa Cruz.
Eric Newton owns 5% of Milkman as well as Milkman San Luis Obispo property at 2504 Broad Street
and will be responsible for the construction and build out of the facility.
Eric also owns Newton Construction, which he started on his own in 2000
and has since built to employ over the majority who make over
the median income in San Luis Obispo.
Newton Construction performs projects from water treatment plants to
school renovations resulting in about $40 million in government contracts
from Oxnard to San Jose. The company self-performs concrete,
demolition, framing, electrical, steel, grading utilities, and other
construction services. Newton Construction is a signatory to local
electrical unions and cement masons. The company is considered one of
the premier government contractors in the Central Coast, with numerous
local contracts including with the City of SLO, City of Paso Robles, City of
Atascadero, City of Pismo Beach, City of Arroyo Grande, Cal Poly, Cal
Poly Corporation, Cuesta College, California State Parks, SLO RTA,
Mindbody, County of SLO, UCSB, SLO Sheriff's Department, Camp Roberts - CA Military Department,
Camp SLO - CA Military Department, Vandenberg Air Force Base, Department of the Army, Navy,
Paso Robles Unified School District, and SLO Office of Education.
Eric, along with his wife Rodessa own and manage several commercial and residential properties
across the Central Coast. With his company, Eric has designed and developed many projects in San
Luis Obispo and is familiar with the process of getting a new project through City departments. With
his local resources of architects, engineers, subcontractors, and employees, Eric will ensure the
dispensary project is completed efficiently from entitlement through to construction.
Eric also owns Libertine Brewing Company in San Luis Obispo. Started in 2014 in Morro Bay, the
business has since expanded to a manufacturing and packaging location in Santa Maria, a full-service
brewery and restaurant in San Luis Obispo, and a tasting room in Avila Beach. Libertine employs over
80 people across all locations. Eric holds multiple liquor licenses under these businesses and has never
had any complaints or violations.

Eric and Rodessa are established and engaged members of the San Luis Obispo charitable and
business community. They have raised their three children in San Luis Obispo and own four successful
local businesses. Over the past 20 years, the Newton family have been active members of the
philanthropic community volunteering many hours and providing charitable donations to San Luis
Obispo’s non-profits.
The Newton family has contributed thousands of dollars and hundreds of hours to impactful charities
such as, Prado Day Center, The Performing Arts Center, Big Brothers Big Sisters, San Luis Obispo
Association of Realtors, Habitat for Humanity, Tip a Cop, Woods Humane Society, Family Care
Network, Stand Strong, Jack’s Helping Hand, Mission Thrift, San Luis Obispo Civic Ballet, San Luis
Obispo YMCA, United Way and the San Luis Obispo Fire Dept.
They have not only donated as individuals but have also encouraged their local businesses and
employees from Libertine Brewing Company, Newton Construction, Pac West General and Triad Real
Estate, to participate in supporting local philanthropic ventures. The have hosted fundraisers and
collected food and clothing donations at their at their businesses to support the Food Bank, Butte
County Fire Relief efforts, partnered with ECOSLO on beach cleanups, created a beer specifically for
the conservation efforts of Sea Shepherd Conservation Society and donated the majority of profits to
them.
The Newton family has been engaged parents, donating towards the betterment of local San Luis
Obispo educational institutions such as; Bishop’s Peak Elementary, Branch Elementary School, Los
Ranchos Elementary School, Laguna Middle School and Mission College Prep and San Luis Obispo
High School. They have also supported extracurricular activities such as the Arroyo Grande Little
League and Blues Baseball.
Outside of his career, Eric is a private pilot, Certified Rescue Diver, and past Chapter Advisor for Delta
Tau Delta fraternity.
Kristin Kordich owns 2% of Milkman. Meet Kristin Kordich, a visionary, second-generation cannabis
farmer, and a remarkable example of dedication and resilience.
From an early age, Kristin's fascination with plants was nurtured
by her parents, who specialized in growing cacti and drought-
tolerant plants in Los Angeles. This upbringing sparked her
enduring passion for plant identification, medicinal properties, and
intricate skills such as soil management, greenhouse operations,
and plant physiology.
Kristin comes from a family legacy deeply rooted in plant-based
health. Her grandfather, the renowned "Juiceman" Jay Kordich,
pioneered promoting the benefits of whole plant and herb nutrition
through his juicer business and infomercials. This legacy ignited
Kristin's fervor to explore the medical potential of plants.

Co-owner of SLOCal Roots Farms, LLC, a fully licensed medical cannabis farm in San Luis Obispo
County, Kristin has played a pivotal role in the industry. With over a decade of experience, she
collaborates with statewide farmers to provide licensed medical patients, including cancer patients,
access to high-quality cannabis. Her expertise spans outdoor and greenhouse operations, processing,
curing, and distribution. Kristin will commit to continue to retain a California State Medical Cannabis
Cultivation License (Merit Criteria 4.A.1 and 7.A.1)
Kristin's journey is marked by extraordinary determination as a single mother. Balancing
entrepreneurship, family, and her passion for plants showcases her remarkable resilience. Moreover,
SLOCal Roots Farms is proudly women-owned, highlighting Kristin's commitment to empowering
women in the cannabis industry. She brings over two decades of unparalleled expertise in cultivating
and nurturing plants for both medicinal and personal use. During the era of Proposition 64, Kristin
operated as a caregiver, honing her skills and deepening her understanding of the intricacies of
cannabis cultivation. Her extensive experience includes navigating the complexities of cannabis
regulations and trends, making her a trailblazer in the evolving landscape of the industry.
With SLOCal Roots Farms (State License Number: CCL18-0002436) being one of the first licensed
farms in SLO County, Kristin's experience and dedication are unparalleled. Her status as a mother and
a key figure in a women-owned business adds layers of depth to her achievements. Kristin Kordich is
a beacon of inspiration and an invaluable asset to Milkman SLO’s retail cannabis store. Her story
exemplifies the best of entrepreneurship, resilience, and empowerment in the cannabis industry.
It's essential to clarify that SLOCal Roots Farms, LLC is an entirely separate entity from SLOCAL
Roots, LLC, the San Luis Obispo retail dispensary. Kristin Kordich, as the co-owner of SLOCal Roots
Farms, LLC, has no ownership or involvement in any other San Luis Obispo retail dispensary. Her focus
is solely on the cultivation, production, and provision of high-quality cannabis products, emphasizing
plant-based wellness and community impact, and she is looking forward to sharing this expertise with
the community through her ownership at Milkman San Luis Obispo.
Lauren Alderson owns 2% of Milkman San Luis Obispo. Lauren is a strong, independent woman who
fearlessly paves the way in the cannabis industry and embraces the power of
community. Born and raised in the heart of San Luis Obispo County, Lauren's
passion for the community runs deep. With an intrinsic love for the cannabis industry
and a commitment to excellence, Lauren Alderson brings a wealth of experience
and expertise to Milkman San Luis Obispo, LLC. Currently serving as the Inventory
Manager for a renowned local cannabis dispensary, Lauren has honed her skills in
product management, regulatory compliance, and customer engagement.
Over her tenure, she has successfully overseen inventory operations, ensuring
seamless product flow, accurate record-keeping, and strict adherence to state
regulations. Her keen eye for detail, coupled with her comprehensive understanding
of cannabis products, makes her an invaluable asset to any team. Lauren's dedication to the cannabis
community extends beyond her professional roles. She is an active participant in local cannabis forums,
consistently staying abreast of industry trends, emerging products, and regulatory shifts.
As she transitions to Milkman San Luis Obispo, Lauren aims to leverage her vast experience to drive
operational efficiency, product excellence, and customer satisfaction. Beyond her professional pursuits,
Lauren is a staunch advocate for the medicinal benefits of cannabis and actively volunteers in
community outreach programs, educating individuals about safe and responsible cannabis use.

Lauren Lajoie owns 2% of Milkman San Luis Obispo. Lauren has a Masters from Cal Poly in City and
Regional Planning and was employed by the County Planning and Building
Department for several decades. Lauren raised her family in San Luis Obispo,
with a strong passion for protecting and supporting the quality of life that SLO
provides. Diagnosed with retinitis pigmentosis, a degenerative eye disease in
her late 20s, Lauren remained an exemplary professional employee while her
vision deteriorated, learning new adaptive technologies to ensure her disease
did not impact her work. After retiring from the County she formed her own
planning business, attended Davidson’s School for the Blind while working for
the City of Los Angeles on the LA River Project, worked for the federal Bureau
of Reclamation, and the State of California Department of Housing and Human
Development. Lauren is a fearless and fiercely independent woman who is
excited to bring her dynamic energy to the Milkman SLO team. In her free time Lauren enjoys spending
time with her family and many friends while hosting them in her home, traveling, dancing, and sharing
her love of life with the world with her guide dog Tallulah.

Below is a schematic highlighting three general tiers of the California workforce, which our staff will fall
within both Tier 2 and Tier 3 skill sets.

employees, plus an average tips, which provides over above median local income
for similar positions in other mainstream businesses. We also will offer upon hiring employee discounts
and paid volunteer opportunities. We also hope to offer health, vision, dental and 401K benefits after 6
months of employment.

Medical Patients and Veterans Program
As long-time patient advocates and members of the medical cannabis community, we are committed
to serving the patients and veterans of our community. Milkman San Luis Obispo will develop a Medical/
Veteran Program where we will be able to provide free medical cannabis and cannabis products to
local medical, hospice patients and veterans in accordance with the SB-34 Dennis-Peron Brownie
Mary Act. Once enrolled in the program, verified medical patients and veterans will receive a 15%
discount on any order in our store and receive gifts of locally grown flower and products from our brand
partners. To be eligible for this program, all applicants must submit a completed application and
required supporting documentation.
● Point-of-Sale System
Milkman San Luis Obispo will use as its
inventory and point-of-sale software system, which
integrates with METRC. This industry-leading software
system makes sales transactions seamless while
managing wholesale ordering based on sales volumes
as well as customer database features such as last order details, frequent buyer programs, and group
discounts. This enterprise solution guides customer management, point of sale management, inventory
management, and is instrumental in compliance management.
As the point of sale and management platform to more cannabis dispensaries in California than any
other, they have the most robust sales data that is available to their customers like us. This aids in
innumerable ways, from spotting buying trends, adjusting to seasonal sales patterns. The store will
have multiple point of sale locations, at least one being ADA compliant. Their
compiles all necessary reporting data in real-time to the California state METRC system through their
API gateway.

Milkman’s Standard Operating Procedures outlined herein have been informed, evolved, and honed
through detailed consultation with industry leaders and subject matter experts in the field. Our operating

procedures have been crafted with the specific needs of the community of San Luis Obispo in mind
and to work effectively under current markets and regulations.
A state cannabis licensee must submit an annual renewal to remain active. Licensees are also subject
to strict compliance with all state and local laws, as well as any random inspections to the licensed
premises, regarding the businesses’ operating procedures set by state and local regulations. We have
included an overview of our Standard Operating Procedures (SOPs), including cash handling, safe
product transport, daily operations, and others as a demonstration of our commitment to operating a
well-organized, efficient, and compliant Cannabis Retail Storefront.

Quality Control of Incoming Products
When transferring cannabis goods batches between the licensees and storage ALL information
including name, license number of manufacturer or cultivator, date of entry into the storage area, UID,
and batch numbers with description and weight(s)/quantity of units in the batch will be listed on both
the shipping manifest as well as the storage log and will be verified by both the shipper and receiver
prior to loading and unloading of cannabis goods. The inventory manager will be the directly responsible
person.
Milkman shall utilize an in-house “Final packaging requirement checklist”. Inventory Personnel will
complete training to ensure they understand procedures.
Milkman shall utilize an in-house “Label verification checklist”. Inventory Control Personnel shall
complete a training session before being qualified for label confirmation.
From the moment the product is received from the distributor, the product will be handled with extreme
care to minimize physical damage. The product will immediately be stored in the secure inventory intake
area which will be climate controlled. From there they will be moved into the climate regulated vault.
The vault will be carefully organized using inventory bin organization systems in a way that will prevent
damage to the products. Products will then be able to be transferred to the retail floor as needed which
will also provide a climate-controlled environment. Care will be taken to ensure that products are not
damaged from light exposure. Product rotation will be observed by moving the newest products to the
back of the inventory shelf. No products past their expiration date will be sold. Product quality control
is also governed by which products Milkman chooses to retail and secondary quality inspections occur
at intake. By only carrying products from the most reputable producers and distributors, Milkman can
ensure the highest quality consumer experience.
Milkman has done and will continue to do extensive research on available products and the products it
chooses to carry.
Sales Floor Processes
Milkman has designed the flow of customers throughout the facility with security, surrounding
neighborhood, and health and safety in mind. Customers shall enter at the designated, secure
entrance. This allows easy access to the entrance from the parking area.
Once the customer enters the sales floor
they will be helped by any available Budtender or Manager On Duty as they make their way around a
central island display. There are multiple POS systems located on the retail floor. Once the customer
has completed their purchase they will designated exit via the exit door. This design allows a flow of
traffic that is both secure, neighborhood-friendly, and COVID safe.
Number of Customers
We have built the enterprise to successfully service up to customers on site per day on
average. The intake process, retail layout and flow, customer engagement and check out/purchase
experience have all been tailored to efficiently handle this volume. Predictive software will be used to
anticipate peak sales days and hours to properly staff and stock the dispensary.

Milkman will provide 15 parking spaces available for customers accessed from the Caudill St. side of
the property. The customer shall first enter a lobby, segregated from the sales floor.
Guest Greeting and Intake Procedure
Customer Experience
Once the customer enters the sales floor, they will be greeted by the Customer Liaison. The Customer
Liaison (a Roaming budtender or Assistant manager) will determine what the customer wants and direct
the customer to the appropriate areas on the floor to find those products. The customer will then be
helped by any available Budtender. If the customer wants to view an item in the refrigerated section,
the Budtender will assist them. If the customer would like to buy an item, the Customer Liaison shall

bring those items to an available Budtender who will then help the customer with additional purchases
and/or check the customer out.
Check Out
Express Ordering
Milkman shall make Express Ordering available to customers via website and phone ordering
capabilities. When a customer places an order through the website the order is assigned to the next
available Budtender in the POS System. When a customer places a phone order the Budtender shall
create an Express Order in the POS System. Once an express order is created the system will create
a pick ticket. The next available Budtender shall fulfill the order and place it into a State compliant exit
bag. Customers may
enter the sales floor after checking in at the Customer Service Window. They shall then be checked
out at the Express Order Station by any available Budtender.
Labeling and Packaging
Milkman will abide by all State regulations concerning labeling and packaging and will ensure that all
products sold in its retail storefront conform to State regulations for labeling and packaging. In
accordance with State regulation, all retail products sold by Milkman will leave the dispensary in an
opaque exit bag.
Milkman will only allow the sale of cannabis and cannabis products that have passed the following
requirements:
● The cannabis goods were received by Milkman from a licensed distributor or licensed
microbusiness authorized to engage in distribution;
● We have verified that the cannabis goods have not exceeded their best-by, sell-by, or
expiration date if one is provided;
● In the case of manufactured cannabis products, the product complies with all
requirements of Business and Professions Code section 26130 and California Code of
Regulations, Title 3, Division 8 and Title 17, Division 1, Chapter 13, and all other relevant
laws;

● The cannabis goods have undergone laboratory testing as required by the MAUCRSA
and Chapter 6 of the CCR;
● The batch number is labeled on the package of cannabis goods and matches the batch
number on the corresponding certificate of analysis for regulatory compliance testing;
and,
● The packaging and labeling of the cannabis goods comply with Business and
Professions Code Section 26120 and all applicable regulations within the California
Code of Regulations, Title 3, Division 8 and Title 17, Division 1, Chapter 13; and 7.

and the Standard Operating Procedures to make sure they are
Compliant. To assist with this review, and to track compliance

Milkman’s retail storefront development will abide by all C-R Development Uses per SLOMC 17.30.020
as well as all Commercial Cannabis Development Standard per SLOMC 17.99.050.E, including:
● Submittal of and qualification for a use permit application to conduct the commercial cannabis
business within a zone specified for commercial activity
● Locating in an area demarcated with CAN overlay zoning and as allowed in the underlying zone
for commercial cannabis activity
● Being sited and/or operated in a manner that prevents cannabis odors from being detected
offsite. Commercial cannabis activities shall not create offensive or excessive odors, dust, heat,
noise, light, glare, smoke, traffic, or hazards due to the use or storage of materials, processes,
products or wastes, or other unreasonable impacts to people of normal sensitivity living, working
or lawfully present in the vicinity of the commercial facility
● Being concealed from public view at all times and no exterior evidence of cannabis or cannabis
products occurring at the property, visible with normal unaided vision from any public place, or
the public right-of-way
● Including adequate measures that address enforcement priorities for commercial cannabis
activities including restricting access to the public and to minors and ensuring that cannabis and
cannabis products are only obtained from and supplied to other permitted licensed sources
within the State and not distributed out of State
● The use permit to be issued shall include, but is not limited to, the following conditions:
○ The obtaining and maintaining of the Commercial Cannabis Operator Permit and
appropriate state license;
○ Payment of all applicable current and future state and local taxes and all applicable
commercial cannabis fees and related penalties established by the City Council,
including but not limited to application, administrative review, inspection, etc.;
○ The Commercial Cannabis Operator permit or a controlling interest in the permit may
not be assigned, transferred or bequeathed, by operation of law or otherwise, unless

permitted as described in Chapter 9.10, and the permit shall terminate automatically on
such event;
○ Expiration of a Commercial Cannabis Operator permit after one year unless renewed
○ Prohibition of on-site consumption of cannabis;
○ Prohibition of the possession, storage, sale, distribution or consumption of alcoholic
beverages on the premises, or the holding of license from the State Division of Alcoholic
Beverage Control for the sale of alcoholic beverages, or operating a business that sells
alcoholic beverages, on or adjacent to the commercial cannabis activity site;
○ No cannabis products or cannabis accessories may be displayed in windows or visible
from the public right-of-way or from places accessible to the general public;
○ Prohibition of minors and persons under the age of 21 on the premises, even if
accompanied by a parent or guardian; and,
○ Outdoor storage of cannabis or cannabis products is prohibited.
Parking
Given that our proposed facility is 4,500 square feet, we are required to have at least 15 parking spaces,
which are provided onsite and will be more than necessary to accommodate for safe and convenient
access for customers/employees. In addition to having ADA-compliant parking located as close to the
facility as possible, Milkman’s retail storefront will have an additional 30 parking spots available during
peak store hours, such as nights and weekends adjacent to our property.

Medical and Adult Use Recreational Products
Milkman shall carry an array of medical and recreational cannabis products with procurement of
inventory giving preference to local cultivators and manufacturers (Merit Criteria 1.A.2). Milkman will
carry products for all kinds of consumer needs, serving both medical users and adult-use consumers,
described in the product table below.
Product-Related Services
Milkman SLO Budtenders will provide instruction on the safe use of cannabis concentrates, edibles,
and other manufactured products as well as display educational signage warning about extremely high
potency products. Budtenders will provide information about vaping, including safe and effective use
as well as the need to limit use to designated smoking areas only. An informational sheet with local
regulations on personal cultivation will be included with every purchase of seeds.

will respond to each concern personally as an owner within 24-48 hours with emergencies dealt
with immediately.

● Quarterly meetings held at the shop, open to the public to provide an update on charitable
efforts, discuss comments received and how they were addressed, listen to any concerns,
and get feedback on the needs of residents and surrounding businesses.

As noted in our Community Benefits Plan, Milkman has engaged with a number of San Luis
Obispo’s nonprofits making financial donations and will establish a monthly volunteer and
donation program as part of our Milkman Cares - Employee Volunteer Program. The job of the
Community Liaison will be robust in executing many of the programs described in the Community
Benefits Plan.
MILKMAN has also designed our SOP’s to include:

cannabis.
✽ Monitoring of storefront activity. Making sure that we are preventing loitering which can
reduce potential youth access to cannabis.
✽ Storefront marketing will always adhere to City, County, and State guidelines regarding
storefront marketing to help reduce potential cannabis promotion towards youth.
✽ Monitoring of marketing on social media. Making sure that our online presence doesn’t
target the youth population.
✽ All products sold are properly labeled and sealed in child-proof packaging
✽ No depictions or images of minors or anyone under 21 years of age
(BCC § 5040(a)(2)).
✽ MILKMAN shall not advertise or market cannabis or cannabis products on an advertising sign
within 1,000 feet of a day care center, school providing instruction in kindergarten or any grades
1 to 12, inclusive, playground, or youth center. (B&P §26152(g))
Clean Street Policy
Milkman shall minimize nuisances such as trash, litter, and graffiti and its employees shall keep
the area around the premise and parking area free of debris and potential hazards. The security
guard and employees of Milkman shall monitor the site and the immediate vicinity to ensure that
customers immediately leave the site and do not consume cannabis in the vicinity of the premises
or in the parking lot. No cannabis products shall be visible from the exterior of the business.
Promotion of Safe & Responsible Use

o Make literature available to consumers regarding second-hand smoke and
children.

● Cannabis use and developing brains
o Make literature available to consumers about the potential negative effects of
cannabis on developing brains from sources such as the American Medical
Association, American Addiction Centers and others.
● Regulated self-dosing
o Cannabis affects each user differently, however, the quantity of THC is the key
factor in the strength of the effects. Because the amount of THC varies from strain
to strain, Milkman recommends that users start with a low dose (between 2.5 – 5
milligrams of THC) and wait two hours before consuming any more of the product.
This will allow the user to feel the desired effect, while minimizing potential
negative side effects.
● Right to refuse sales
o Milkman employees reserve the right to refuse cannabis sales to anyone
appearing to be impaired by or abusing cannabis, alcohol or any other controlled
substance.
o Employee training will instruct dispensary employees to assess customers and
patients and watch for signs of impairment.
o Any sign of cannabis abuse or inappropriate, disruptive or dangerous behavior, will
result in refusal of sale.
o Employees will be trained on the fact that some patients may exhibit signs of
impairment (including slurred speech, confusion, or lack of coordination) as a result
of medical conditions.
o Before dispensing, employees will always look for patients to demonstrate a clear
understanding of the medicinal cannabis product they are receiving.

Responsible Advertising
Merit Criteria 5.A.1
Responsible advertising is crucial to ensuring that cannabis dispensaries provide benefits, not
detriments, to the community in which we serve. Below we outline the important safeguards that
Milkman will fully adhere to in respect to all local and state advertising requirements, including,
but not limited to the following:
● Advertising and marketing will be designed specifically to not appeal to children in
accordance with BPC §26152(f)
● No advertising signs will be displayed within 1,000 feet of a daycare, k-12 schools,
playgrounds, or youth centers per BPC §26152(f)
● Milkman will not provide free cannabis goods to any person or allow others to provide
access to free cannabis to any person on the licensed premises, notwithstanding the
provision allowing donations of free cannabis goods to medical cannabis patients in
accordance with CCR §5411
● Prior to any advertising or marketing involving direct, individualized communication or
dialogue, Milkman shall use age affirmation to verify that the recipient is 21 years of age
or older, per CCR §5041.
● All advertising and marketing (including web marketing) will accurately and legibly identify
Milkman, and our license number, per BPC §2615
● No broadcast or print media will be displayed where less than 71.6 percent of the audience
is reasonably expected to be under age 21, per BPC §2615
● Store signage will comply with the City’s Sign Regulations for size, area, and type of sign
per SLOMC 17.99.050(D)(3)(a).

Discrete and Complementary to the Neighborhood
Milkman’s dispensary and logo do not in any way emulate or promote traditional symbols
associated with cannabis or smoking. The presence of our brand and our storefront decor alone,
will in no way signal to the public the promotion of cannabis simply by observing the store or our
logo.
We believe that our discrete and universally accepted logo is an important attribute to who we are
as a company and what we stand for - a healthy, happy active lifestyle. We understand that
families do not want their children to be subject to a visual bombardment of legal cannabis stores
as they drive through the community. Milkman San Luis Obispo name and logo looks exactly what
they sound like—simple visualization of a wave, emulating the best aspects of what the California
lifestyle has to offer.
Working with Law Enforcement
Milkman is committed to working hand in hand with San Luis Obispo’s law enforcement officials.
We believe that an open door policy with law enforcement benefits Milkman, law enforcement and
the community overall. Cannabis businesses play a critical role in assisting law enforcement with
minimizing illegal activities while respecting the rights of medical patients and adult consumers.
We are fully committed to operating strictly within California and San Luis Obispo laws, including
partnering with local law enforcement to minimize the risk of illegal diversion of cannabis, impaired
driving, and youth access.

Law Enforcement Community Outreach
Milkman will engage local law enforcement with regular meetings to discuss
issues of mutual concern, provide site tours, and address questions and
concerns regarding Milkman’s business. We will maintain an open-door policy
with law enforcement officials, addressing anti-diversion tactics and
encouraging transparency throughout our entire operational chain of custody.
Officer Training Sessions
We will partner with the San Luis Obispo Police Department to provide education and training for
law enforcement personnel regarding cannabis and its legal use to maximize collaboration and
the exchange of ideas on how we can be doing the best job we can in protecting the interests of
the public in which we serve.
Impaired Driving Research and Education
Milkman will collaborate with institutions conducting studies on how cannabis affects consumers
while operating a motor vehicle, such as by measuring response time, eye-hand coordination,
and cognitive function. This research will help to establish baselines for acceptable levels of THC
in the bloodstream for drivers and will be shared and used in partnership with local and state law
enforcement.
Milkman is committed to ensuring that the San Luis Obispo community has access to the most
up-to-date cannabis education possible. As described, we are taking concrete steps to ensure
that our advertising is geared only towards adults for responsible use. With our Education
Manager, our education plan is not only focused on providing knowledge about responsible
cannabis use, but also provides the opportunity for in-person discussions on cannabis as well as
education on the potential signs and problems surrounding addiction. Milkman believes that
education is the key to a healthy, happy society. Through our extensive education plan and
community benefits plan, we will create an environment at Milkman that thrives on knowledge.
Marketing Integration
In addition to the perhaps more traditional forms of charitable support, we want to empower our
non-profit partners with exposure to their mission and projects via direct marketing integration in
both our store as well as our outbound direct marketing to our customer list. In doing so, we can
play the role of a connector in our community, generating awareness and support for important
non-profit efforts, connecting causes to contributors, people to causes that are close to their heart,
and creating opportunities to fashion an even more connected community.
Local Business Partnership Plan
Milkman strongly believes that being a “good neighbor” involves more than being a responsible
business owner and simply abating nuisance. We believe that as a community steward, we
support our neighbors when we contribute to their economic growth. As such, Milkman has
developed a B2B Partnership Program and a Discount Program.

Scholarship Program
Milkman will partner with Cuesta College and provide two $ scholarships annually for
graduating low-income San Luis Obispo High School students studying to become teachers and
those pursuing a degree in the agricultural industry, which will ensure that our education system
is supported and these farming and cultivation techniques are studied and continue to benefit the
cannabis industry and local community.
The scholarship recipients once 21 years of age will also have the option of working part-time at
Milkman’s own retail or related operations as part of our apprenticeship program so that they can
receive hands-on experience and training in the cannabis industry to supplement their formal
education.
Community Events
Milkman will host regular educational events based on community interest. The purpose of these
events will be to promote cannabis education and awareness. We feel it is important to reach out
especially to community members who are not fully knowledgeable about the uses, economic
potential, and therapeutic qualities of cannabis. These events will be open to the public for adults
21 years of age and older. We hope the public will present ideas of potential topics through our
Community Relations Manager that are of interest to the community. A couple of examples
include Cannabis Health, Prop 64 Petitions, and Seniors & Cannabis.
Support Groups
With a long history in the medical cannabis movement, Milkman’s owners are committed to the
patients in our community. We shall create a Medical Cannabis and Pain Education Support
Group to any interested individuals. At this support group, pain patients are welcome to attend
and hear from guest speakers, ask questions and share personal experiences. This group will
meet monthly and is also free to attend.
Milkman Management will also host in-store tours and workshops with a focus on dosing, modes
of ingestion, safe use, secure storage, and local and State regulations. These events will occur
once per quarter at a minimum.

Milkman has a hyper-local commitment to sourcing over 80% of supplies and equipment and

to providing at least 25 community service hours per month. Our staff that volunteers will be able

multiplier in that in our experience, many of those staff members will find an organization that
deeply speaks to them, and they will become a volunteer and contributor to that cause in their
own free time. As San Luis Obispo is generally a very giving community with real needs, there

Protecting Our Youth

share concerns about any mind-altering substances getting into the hands of the youth of our
community. We see it as our collective obligation to also see that our youth are educated about
the dangers of addiction and are given the education and tools to be protected and supported
against improper use. We commit to providing funding to help SLCUSD with a robust addiction
awareness curriculum. We are aware that the public education system is a complex and sensitive
area and offer this funding as a way of deferring to the school board and child education experts
on how to best educate and support the youth of our community.
Educating Families and K-12 Schools
Parents and schools face particular challenges educating youth on the facts about adult cannabis
use. Adolescents may misinterpret the legalization of cannabis for adults. Milkman believes in
reaching out to families, schools, educators, and the community to build goodwill and allay fears
by offering ongoing educational programs focused on the importance of protecting children as
well as by providing a direct line to our Education Manager.
Responsible Cannabis Use Education
Milkman will leverage its position as a member of the community to spread awareness on safe
and responsible cannabis use. Milkman’s comprehensive consumer education program will be
delivered through knowledgeable employees, printed materials, website pages, and free
information seminars.
In addition to product information, Milkman’s consumer education program will also include but
not be limited to the following:
● Secure storage of cannabis for personal use;
● Preventing access to cannabis by children or minors;
● Local and state laws pertaining to legally possessing, growing, and using cannabis;

In-Store Education Manager
Merit Criteria 5.A.1
Responsible cannabis use is imperative to the safety of the community and the continued success
of the industry. Milkman recognizes this symbiotic relationship and has invested in creating a
designated position that is responsible for education outreach to the community as well as
ensuring that our customers have access to the most up to date research and education available.
The Education Manager will be placed separately from the retail sales associates in order to
provide a level of privacy for consumers as well as encourage a more free-flowing informative
conversation. Responsibilities include:
● Demonstrated knowledge of cannabis products as well as substance abuse
● Provide monthly free educational workshops at the facility
● Ongoing communication with the California Department of Public Health, Cannabis
Education Initiative

cannabis use ranging from strain potency to substance abuse resources in the area. This email

● LIGHTING PLAN
Well-Lit Retail Space and Workspace
Milkman will maintain a well-lit environment for its customers and employees. A well-lit retail space
is essential for a positive customer experience. An established standard of 2 foot candles
measurement of light will be maintained inside the dispensary at all times during operating hours.
Outdoor Lighting
Milkman will install outdoor lighting. The parking lot will be well-lit so customers and employees
will be able to see clearly and feel safe as they enter and exit the dispensary. All lighting shall
adhere to the San Luis Obispo General Plan. In order to maintain a night sky that is relatively free
from glow emanating from overlighting in the commercial area, Milkman SLO shall utilize security
motion sensor energy efficient lighting appropriately shielded to maintain lighting on the exterior
of the building and in the designated parking areas. All fixtures shall implement design elements
appropriate to the character of the surrounding community. Fully shielded lighting fixtures shall
be used for entry and exit areas. Entry lighting shall enhance the building as well as pedestrian
safety. Attention to customer safety shall be used to determine lighting locations. Energy efficient,
low glare lighting shall be implemented throughout. High intensity lighting shall not be used in any
exterior portions of the property. As noted above, security motion sensor lighting will be
implemented over static lighting solutions whenever possible. LED lighting options will be used
throughout the interior and exterior to decrease Milkman’s energy footprint.
Energy-Efficient Lighting
In order to minimize energy consumption, Milkman will
utilize energy-efficient LED bulbs.
Non-Operating Hours
Afterhours, Milkman will turn off all excess lights—except
for those which will remain on for safety and security.

● WATER EFFICIENCY PLAN
The site is currently served by the City water system. Water scarcity is a growing concern,
especially in San Luis Obispo County. Milkman understands its responsibility to minimize its
impact on this precious resource.
Water-Wise Landscaping
Milkman SLO dispensary will have a water-wise landscaping plan. Landscaping will include
drought-resistant plants. Landscaping will be watered by a drip-irrigation system to reduce water
waste. Milkman is committed to utilizing purple pipe irrigation water should this service be
available to the property.
Water-Saving Fixtures
Milkman will utilize low-flow fixtures. Bathrooms will be equipped with dual flushing toilet and
motion-sensing faucets.
Consistent Oversight
Milkman will regularly measure water usage to be sure water efficiency goals are met. The
dispensary property and facility will be well-maintained so as to prevent water loss through leaks
and other possible equipment malfunctions.

● ODOR CONTROL PLAN
Cannabis Retail operations produce a minimal amount of odor relative to
cultivation and manufacturing operations. This is because the cannabis and
cannabis products to be retailed arrive at the premises already sealed and
packaged. Milkman will maintain proper weather stripping on all doors and, if
necessary, windows so as to prevent air from freely moving into and out of the
premises.
For cannabis flower samples, patients prefer to be able to smell the product; to
provide for this while still maintaining the security of the sample, we will use
Countertop or portable carbon air filtration systems have

Should suggestions to improve Milkman’s Odor Control Plan be made by the City, Milkman will
immediately implement the suggested changes, update the Odor Control Plan, and provide the
new plan to the City within thirty (30) days of the modifications. Though none are expected, the
Manager will also maintain a log of all odor complaints and responses to odor complaints.

With the regulations requiring that only tested, final packaging of products be distributed to
dispensaries, cannabis odors have been reduced exponentially in comparison to raw materials
inside production facilities. It has also become common practice for manufacturers and
distributors to utilize nitrogen sealing in their packaging practices, which further prevents odor
emissions from the final packaged products. The potential source of odor identified is as follows:

Air Handling Systems
Air handling will include the following installations and options for consideration should the
unexpected condition that odor becomes an issue:

Cleaning
Strict cleaning and sanitizing procedures are part of the SOPs for all operations in the facility and
will reduce odor. Product-contact surfaces will be cleaned before and after operations and
between shift changes. Operational areas will be easy to clean and maintain by using appropriate,
durable finishes for each functional space; careful detailing of finishes to avoid hard-to-clean
crevices; adequate and appropriately located maintenance spaces; and incorporation of
antimicrobial surfaces. Employees must wash their hands with warm water and antibacterial soap
after eating or using the restroom before returning to operational areas.
Employees with appropriate security clearance will have an assigned cleaning schedule for the
product storage areas to keep the areas clear of germs, bacteria and bugs. To verify the product
storage areas are cleaned as scheduled, the General Manager will keep a cleaning log near the
entrance of the Vault Room for employees to log the date, time, and persons involved in cleaning.
The General Manager will inspect the sales floor and Vault Room regularly to ensure that they
remain sterile environments.

● HAZARDOUS MATERIAL PLAN
Milkman does not anticipate the use of hazardous materials in its operations. There will be no
hazardous chemicals that present a significant threat to public safety or health.
Should operational conditions change to the extent use of hazardous materials are necessary,
Milkman shall notify the City in advance to discuss the necessary details required for a Hazardous
Materials Business Plan in compliance with governing regulations. Such a plan would include,
but not be limited to:
● Hazardous materials storage in a designated storage area in accordance with the
California Fire Code and OSHA guidelines.
● All chemicals stored in metal cabinets with appropriate Chemical Hazard Signage
displayed on the front of each cabinet and on the exterior of the building visible to first
responders.
● Maintenance of Material Safety Data Sheets away from the storage area.
● OSHA-approved emergency eye wash station in the event of accidental exposure.
● During any chemical spraying or other chemical application, employees shall wear
protective eyewear and N95 industrial respirators.
● Employees shall immediately report any spills or accidents to the Manager On Duty.
● Maintain a Hazardous Chemical Spill kit and Hazardous Chemical Waste container for
disposal of cleaning materials used in the event of a spill and disposal of all chemical
containers. Hazardous Chemicals shall not be disposed of in any sink drain or toilet.

There are many elements that Milkman will implement to achieve energy efficiency.
Lighting
Milkman will use only LED lighting in its facility. Light will not be left on when not in use. Lighted
exit signs and emergency signs will also be lit using LED.
Environmental Controls and HVAC
The environmental controls and HVAC systems that Milkman proposes will be the most energy
efficient systems available on the market at the time of this application.
IT/Computer Energy Use
Employees will be careful to turn off computers and other IT equipment when not in use.
Hot Water System
The hot water system will be an instant hot water heater and will
be of a scale that is suitable for the operations of Milkman.
Building Efficiency
Dual pane glass and sufficient insulation will be used to reduce
the carbon footprint of the building. Any remodeling or
construction at the premises will be done following green
practices.
Human Controls
Employees will be encouraged to be energy aware throughout their lives. At work employees will
be expected to turn off electric devices when they are not in use.
Solar and Net Zero
Milkman is committed to improving the environment by being a net zero
business and will implement solar panels to achieve this.

Zero Waste Plan
We strive to operate our cannabis businesses with zero waste. To accomplish this, we recycle or
compost waste generated by our business. With regard to non-cannabis materials, team
members are trained to make every effort possible to identify recyclable and compostable
materials, including cannabis product packaging, separate them from other waste, and place
them in appropriate containers for pick-up. We plan to achieve a [25%] landfill rate upon
commencing our business, with the goal of reaching a [0%] landfill rate by 2026.
Building Materials
One of Milkman’s primary objectives is the conservation of natural resources, the reduction of our
carbon footprint, and preservation of the local community within San Luis Obispo and the State
of California. Milkman will utilize local builders and contractors who source primarily from local
businesses. Milkman shall use local contractors and labor for build-out and landscaping
improvements. All aspects of the building shall follow the CA Green Building Code. Contractors
will be required to follow green building practices. In designing our business and site plans for
SLO, we will follow the City’s General Plan, the CoolCalifornia small business toolkit, and the
CALGreen Building Code. Our interior design is crafted to utilize natural resources to save energy
and reduce waste. Milkman will design our building to include energy efficient lighting, solar
roofing, water-wise landscaping, and plumbing for water reuse.

MEMORANDUM OF AGREEMENT
THIS AGREEMENT is made and entered into by and between Milkman San Luis Obispo,
LLC and any DBA under which it operates a medical cannabis and/or
adult use cannabis business, or any medical cannabis and/or adult use cannabis
business in which it holds more than a minority interest, or holds a license under State
or Local law, hereinafter referred to as the “Employer”) and United Food and
Commercial Workers International Union, UFCW Local 770, and other designated UFCW
Locals based on UFCW jurisdiction, including UFCW Locals 135, 324, 1167, and 1428.

1. To demonstrate operational experience: Details on the job duties, duration, and
ownership interest (if applicable) of the Primary Principal(s) in cannabis operations
and any supporting documentation and;
2. To demonstrate experience operating a compliant cannabis operation: records of
state licenses, local permits, tax remittance forms, (or any explanation of why those
were not required during the time of operation), business tax returns, records that
such entities were in good standing with the Secretary of State, etc. Information
should be limited to the years with which operational experience is being
demonstrated to satisfy Merit Criteria 4 – Experience.

Dear, SLOCAL Roots, LLC,
On May 1, 2023, the City of San Luis Obispo received your application for a Commercial Cannabis
Operator Permit Renewal. After careful review and consideration SLOCAL Roots, LLC
(SLOCAL Roots) is granted a Commercial Cannabis Operator Permit. In accordance with
Municipal Code Section 9.10.080 this Operator Permit is valid from July 1, 2023 through June 30,
2024.
This Operator Permit is valid unless findings are made that the business is operating in a manner
that is inconsistent with Municipal Code Sections 9.10 and 17.86.080.
In accordance with Municipal Code section 9.10.060, SLOCAL Roots shall post a copy of this
letter so that it is readily visible to the public:
“Dual Permits Posted and Visible. A copy of the commercial cannabis operator permit issued
by the city of San Luis Obispo pursuant to this chapter, together with a copy of the
appropriate state license(s) for the commercial cannabis activity being conducted, shall be
posted and readily visible to the public at all times, at each location where commercial
cannabis activity occurs.”
This Operator Permit is valid subject to the following conditions.
Conditions:
1. The commercial cannabis operator shall require all employees successfully pass a
background investigation prior to any such employee working on any permitted premises
or conducting any commercial cannabis business by or on behalf of the permitted cannabis
operator.
2. The commercial cannabis operator and its employees shall wear a Cannabis Identification
Card issued by the City at chest length, and visible at all times while conducting
commercial cannabis business. The operator and its employees shall acknowledge in
writing that a Cannabis Identification Card is property of the City.
3. The commercial cannabis operator shall adhere to the Cannabis Security Plan submitted to
the City, as approved by the Chief of Police and/or their designee and shall not alter or
modify any improvement or procedure required by said Plan without the express written
authorization of the Police Chief, or designee.

As a seller, you have the right to issue resale certificates for merchandise that you intend to resell. You also have the
responsibility of not misusing resale certificates. While the sales tax is imposed upon the retailer,
As a seller, you are expected to maintain the normal books and records of a prudent businessperson. You are required to
maintain these books and records for no less than four years, and make them available for inspection by a BOE representative
when requested. You are also expected to notify us if you are buying, selling, adding a location, or discontinuing your business,
adding or dropping a partner, officer, or member, or when you are moving any or all of your business locations. If it becomes
necessary to surrender this permit, you should only do so by mailing it to a BOE office, or giving it to a BOE representative.

As a seller, you have rights and responsibilities under the Sales and Use Tax Law. In order to assist you in your
endeavor and to better understand the law, we offer the following sources of help:

Attending a Basic Sales and Use Tax Law class offered at one of our field offices
Sending your questions in writing to any one of our offices

As a seller, you have the right to issue resale certificates for merchandise that you intend to resell. You also have the
responsibility of not misusing resale certificates. While the sales tax is imposed upon the retailer,
As a seller, you are expected to maintain the normal books and records of a prudent businessperson. You are required to
maintain these books and records for no less than four years, and make them available for inspection by a BOE representative
when requested. You are also expected to notify us if you are buying, selling, adding a location, or discontinuing your business,
adding or dropping a partner, officer, or member, or when you are moving any or all of your business locations. If it becomes
necessary to surrender this permit, you should only do so by mailing it to a BOE office, or giving it to a BOE representative.
