Dear City Council Members,
I am emailing you on behalf of the SLO County Tobacco Control Coalition and the Cal Poly Public
Health Club.
Our two organizations would like to partner with the City to address tobacco-related concerns. These
concerns include:
Improving enforcement of tobacco retailers to decrease availability of banned flavored and e-
cigarette products in our community.
Addressing secondhand smoke exposure in multiunit housing.
We will be making public comments at the upcoming SLO City Council meeting on May 7th. We
wanted to share the following materials in advance:

A petition circulated by the Public Health Club on campus to enhance enforcement and smoke
free policies in multiunit housing
Vaping statistics among local youth

Dear Students, Lawmakers, and other members of the Cal Poly and San Luis Obispo
Community,
The Cal Poly Public Health Club and the County of San Luis Obispo Tobacco Control
Program are joining forces to help close the loopholes in the City of San Luis Obispo
tobacco/nicotine flavors ban. Flavored tobacco such as menthol cigarettes
disproportionately leads to health disparities among the black and LGBTQ+
communities. Below is a list of requests we have for local lawmakers in order to
reinforce the flavors ban, address health disparities among marginalized communities,
and improve public health outcomes.
1. Strengthen tobacco retail licensing and retail sales enforcement:
a. Incorporate comprehensive flavor restrictions and close the state
loophole for hookah tobacco, a product widely used by college students.
b. Institute a tobacco -free pharmacy ban to help pharmacies align their
product sales to their mission of promoting health.
c. Enhance administrative fines for each violation to help recover the cost of
enforcement.
2. Smoking Prohibitions and Secondhand Smoke Control:
a. Enact a prohibition against smoking/vaping in multi -unit housing to
-- preserve the right for our residents of all incomes to live in environments —
free from the effects of second- and thirdhand smoke, such as those that
have been implemented across much of the bay area and in other parts of
the state.
b. Develop an implementation and enforcement plan in coordination with
local organizations and associations.
