Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings have returned to an in-person format. To provide public comment during the meeting, you must be present in the Library Community Room, 995 Palm Street. Minutes Parks and Recreation Committee March 6, 2024 2 | P a g e Wednesday, March 6, 2024 5:30 p.m. MEETING City Hall Council Chambers 990 Palm Street CALL TO ORDER: Chair - Bob Spector ROLL CALL : Vice Chair - Kari Howell, Commissioners - Rick Blair, Kari Duperron, Toni Kincaid, Kris Roudebush, and Adam Stowe PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. Chris Boyd – Providing input on increasing the number of city locations available to play Sand Volleyball. Many court conflicts with local high school and Cal Poly. Need to have more locations. Please consider this on future agendas. Neither Islay Park nor Sinsheimer Park have adjustable nets so it limits who can participate. Director Avakian – Devin Hyfield, Recreation manager will be able to provide further information on court availability around San Luis Obispo. We are aware of the need, and we will keep it on our radar for future agendas. Commissioner Stowe – Agree there is a need for additional high-quality courts. CONSIDERATION OF MINUTES 1. Action: Approval of the rescheduled meeting Minutes of the Parks and Recreation Commission of January 10, 2024. Carried 7:0:0:0 to approve the minutes of the Parks and Recreation Commission for the rescheduled meeting of 01/10/24 as motioned by Commissioner Roudebush and Commissioner Stowe. AYES: SPECTOR, HOWELL, BLAIR, DUPPERON, KINCAID, ROUDEBUSH, STOWE. Parks and Recreation Department New Staff Introductions (Avakian – 15 min) a. Community Services Coordinator (sports/events) – Ryan Stice b. Public Art Coordinator – Amanda Grieshop c. Business Analyst – Lily Honer-Hollstien 3. Receive Update and Presentation from Parks and Recreation Commission Sub- Committee on Level of Service and Park Amenities Associated with the Parks & Recreation Blueprint for the Future (Commissioner Blair and Duperron – 20 min) Power Point presentation by Commissioner Blair (with support from Commissioner Duperron) on the background and importance of maintaining updated level of service for recreational amenities associated with the P&R Blueprint. Provided updated data from comparisons with NRPA national standards and the previous data utilized in 2019 for the Blueprint. Commission comments: Commissioner Roudebush: City Council awareness of projects and data is imperative. Additional analysis and inclusion of Disc Golf into future program planning as it is a growing sport. Commissioner Stowe: I will provide annual statistics (regarding local disc golf). Vice Chair Howell: Definitely include Disc Golf. We have begun to meet the community need for Disc Golf and for the bike pump track. Land is also needed for multi-housing units for a growing San Luis Obispo population as well as land needed for parks (how does City prioritize needs). Director Avakian: All park formulas are included for new developments. All these (current) developments were 25 years in the making, and all have different guidelines on their parklands and partnerships with the city. Vice Chair Howell: Prioritizing projects based on income levels to assure that accessibility for all levels. Organize by consensus versus urgency. Commissioner Stowe: Thank you, great information. Chair Spector: Thank you for doing this project. Clearly shows that we need to catch up. Decision makers need to understand this data. Also include future innovation projects. We’ll need clarifications on rankings and priorities. Need the City Council to review, buy-in and provide input. Commissioner Blair: This is to refresh and update data included in the 20-year plan. Summary was prioritized based on the biggest ticket items and those having the longest lead time. Minutes Parks and Recreation Committee March 6, 2024 4 | P a g e Chair Spector: Next steps and what shall PRC focus on? Director Avakian: Amazing work. Original blueprint took three and a half years to develop. The original blueprint numbers are from 5 years ago and why this work is so important so we will have a working document for the future. Commission will plan for further discussion on the presentation topic at the April PRC meeting. 4. Receive Department Updates (Staff - 40 min) a. Director Report – Current Park Project Status Reports (North Broad Street Neighborhood Park, Cheng Park Beautification Project, Mitchell Park, Laguna Lake Dog Park- going to Council on 4/2), User Fee Study Update (delayed), Ranger Service Program Update (Autism group hike and Laguna Lake Pilot Bike Park Project Phase 1 -community meeting on 3/13). b. Commissioner Questions: Vice Chair Howell: Expressed parking concerns for the Laguna Lake Dog Park. Director Avakian: The parking is in place; changes are infrastructure which would be a Public Works Engineering project and that is outside of the P&R scope for the dog park project. Consideration of lighting would be Solar. c. Divisional Update - Community Services (Youth and Adult Sports, Jack House, and Senior Center), Events (Spring Fling and Leprechaun Lost), Public Art, Senior Programs, Youth Services and Volunteer Program. d. Divisional Update - Aquatics (Lifeguard instructor training, New Aquatics Specialist hired, summer registration begins in April), Golf (Operations, Maintenance and Policy Updates), Facilities (Outdoor/Indoor Facilities and Citywide Special Events). SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS 5. Subcommittee Liaison Reports (Chair– 15 minutes) a. Adult and Senior Programming: (Commissioner Blair) – Concerns about retaining volunteers due to the enforcement of liability wavers. (P&R staff have met as follow up with the Senior Board) b. Active Transportation Committee: (Vice Chair Howell) – Met at the end of Feb. and went street by street to review the paving plan. c. Youth Sports Association: (Commissioner Stowe) – No report. d. Jack House: (Commissioner Kincaid) – Annual cleaning project took place and the activity list for the remainder of 2024 has been developed.
