Does the city sometimes bend the rules when Quinn asks them to? Or is that just a Bobby Dayspring/Adam Hill/Heidi

Dear council,
A few questions:
‐is bang the drum within the retail-commercial (C-R) zone or the tourist commercial (C-T) zone? Yes or
no?
‐are they a licensed adult live entertainment theatre or business? Yes or no?
‐if licensed, is fondling or touching of nude human genitals, pubic region, buttocks or female breast,
even to tip, permissive?
-if licensed, are “Specified sexual activities” permissive?
‐is bang the drum within 700 feet of any lot of land upon which a religious institution or school is located residential or a
school (distances shall be measured in a straight line, without regards for intervening structures, using the closest
property lines of the lots of the land involved? Yes or no?
