Hello,
I'm writing in regards to the Wednesday, May 08, 2024 at 6:00 p.m. planning commission meeting, specifically
item 5.b as pertaining to 1463 Bishop St (GENP-0175-2024) General Plan Conformity Report for Welcome
Home Village.pdf
As a homeowner in the Bishop / Johnson neighborhood, I feel strongly that this should be an item for
discussion, not consent at this time. There are far too many unresolved issues with this item that deserve to
be looked at before consent is given.
This project is inconsistent with General Plan policies including but not limited to the following:
Land Use Element, Conservation and Development of Residential Neighborhoods, Policy 2.1
Placing a high density project amidst R-1 and R-2 lots is not congruent.
Land Use Element, Conservation and Development of Residential Neighborhoods, 2.14.E-F
Residents were not involved early or openly. This violates trust and this policy.
Land Use Element, Public and Cultural Facilities, Policy 5.1.5
The proposed site is not in the vicinity of the targeted encampments that are to be cleaned up. The
proposed site is also far from other social services, which is on South Higuera and Prado Road, where folks
would be needing to go to get services.
Circulation Element, Scenic Roadways Policy 15.1.2.A-C and Conservation and Open Space Element, Views
Policy 9.2.1.A and D
The proposed project would violate this policy, directly impacting the scenic views of this area.
Housing Element, Housing Conservation Policy 3.6
The proposed project would not be preserving the current setbacks and overall character of the established
neighborhood.
Housing Element, Neighborhood Quality Policy 7.1
This does not match the density established in this area at all. 55 dwelling units per acre is hardly similar to
the R-1 and R-2 lots surrounding this lot. Spill over parking will be an issue as 100 spots are being taken away
and the residents of this community will likely get cars as they get more established. Furthermore, it may likely
create traffic problems along an already very busy Johnson Avenue corridor.
Your job is also to assess the general health, safety and welfare of the people living or working in the vicinity of
this project. My daughter and dozens of other high schoolers walk by this corner everyday to get to school. As
so many people who are transitioning out of homelessness experiencing drug addictions, incarceration
histories and mental health issues, it makes me feel unsafe for my daughter's sake. Why place this right next
to the high school???
