Subject:Disapproval for the "Welcome Home Village" Housing Project on 1463 Bishop

To the Planning Commission,
As a current resident in the Sinsheimer neighborhood, I would like to express my deepest concern and disapproval for
the proposed "Welcome Home Village" Housing Project planned for 1463 Bishop.
After being informed that this project was only publicly announced last month and is being rushed forward, I would like
a publicly object to this project. We were informed via a flyer and I would like to to reiterate several of the salient points
expressed:
- This is a good project in the wrong place that fails to protect the density, character and safety of the
neighborhood. This is a neighborhood of families with young children and a school just down the road.
- If it's true that the County grant requires that a Housing First model be used, and that there will be "no expectation
that participants stop using drugs or alcohol" you are deliberately introducing potentially dangerous and unstable
individuals into a neighborhood where young children are walking to and from school, young families are walking pets
and children are out playing. Not to mention the potential danger for those hiking Terrace Hill. As the Housing First
Model is being used, this means that people experiencing addiction will need to secretly use in their cabins, or more
probably go into the surrounding neighborhood and parks full of families with children to use substances.
- No meaningful community outreach has occurred. It is difficult not to assume this is because it would knowingly be
met with unanimous disapproval. Regardless, it is disappointing that there has been a complete lack of outreach and
that the opinions of the existing residents has been intentionally disregarded.
- As with the projects in Santa Maria, Goleta and Grover Beach, this project should be placed in a government/business
complex set back from the main road, and NOT in an R1 residential neighborhood.
Please find a different location for this project.
