Then include the impact of this 80 person residential addition. This, being clear and evident math, falls far outside the General Plan. 2. Impact of evacuation Zones SLO E018/ SLO E012 On October 30, 2023 due to a human caused wild fire, Johnson Avenue became massively congested and un safe for evacuation. High School evacuates in same zone. French Hospital is also within this evacuation zone. Emergency responders had difficulty manuevering up and down Johnson due to the already impacted artery (Johnson Ave.) The density of this area already served a challenge to the health and safety of the surrounding neighborhoods attempting to evacuate. With the residents not being allowed vehicles, this will call for buses to safely evacuate these residents. Adding to and aggravating the already challenging evacuations. This is an absolute and clear safety concern for life and property. Including but, not limited to, the lives of first responders. Citing City of San Luis Obispo Municipal Code 17.60.040 ; B. (b) That the project location, size, height, operations and other significant features will be compatible with and WILL NOT adversely affect or further degrade adjacent properties, the surrounding neighborhood or the public health, welfare and safety.
