I51 SANTA ROSA STREET, SAN LUIS OBISPO, CHEVRON STATION 9-1717; GROUND WATER MONITORING We have reviewed you April 9, 1997 letter, the City of San Luis Obispo Fire Department's February 14, 1996letter, Secor's January ll,1996 "Results of Site Assessment and Corrective Action Plan" and February 2, 1996 "Soil Excavation Report." Based on these documents, it appears ground water has been contaminated due to leaks from Chevron's underground fuel storage tanks located at the above-cited properfy. The last sampling of ground water at this site was done on December 8, 1995. The analytical results from this sampling event include benzene at 150 pgll. No other analytes were detected at concentrations above this Board's Water Quality Control Plan's Water Quality Objectives (WQO) for use of ground water as a municipal or domestic supply. The WQO for benzene is one $s^. Given the above discussion, it seems prudent to collect and analyze at least two groundwater samples from all site monitoring wells prior to taking any extensive action (e.g., plume delineation) at this site. Therefore; pursuant to Section 13267 of the California Water Code, Chevron is direction to conduct two ground water sampling events described as follows: During September 1997 and March 1998 all wells shall be measured for water level; properly purged (based on a comparison of the final two casing volumes meeting the following criteria: temperature @ +1.0 oF, pH @ *0) pH units and specific conductance q +fi%); and, after purging, ground water samples collected. Please note. Section 12368 of the Water Code provides for civil liabilities of up to $1,000 per day for each day a compliance date issued under Section 13267 is violated.
